It has been long believed that prolonged political instability harms economic growth and development. This paper contributes to this growing empirical literature by studying the case in Fiji, which has faced a long period of political instability caused by a series of coups, military administrations and frequent changes in government since 1987. The impact of political instability on growth is hard to identify empirically because the counterfactual is unobserved and it is difficult to find valid comparisons. To solve this problem, we use the recently developed Synthetic Control Method to construct a counterfactual (or synthetic Fiji) that predicts the growth of a politically stable Fiji. The difference in per capita growth trajectories of the synthetic and the actual Fiji can thus be attributed as the impacts of political instability. Our findings show that the political instability caused by a series of coups since 1987 has indeed led Fiji onto a lower growth path, and that the accumulated effect is getting larger.  相似文献

本文以民政部与联合国儿童基金会"震后孤儿安置"研究项目为依托,通过对汶川震后632名孤儿的安置、救助、服务状况的跟踪研究,总结分析了对成都、都江堰、汶川、绵竹、什邡、德阳等灾区和大型安置点的民政干部、服务机构人员、社区工作者、老师、孤儿监护人和孤儿全面考察获得的第一手资料,探究了震后孤儿及其监护家庭的生存和社会支持体系现状,发现目前震后孤儿的支持体系存在着社会支持的临时性、心理援助的短暂性、情感支持的脆弱性、制度支持的缺失性等特点进而提出通过强化社区灾后重建综合支持体系,即:法规政策体系、行政管理体系、服务保障体系、社会支持体系等,充分发挥社区在为灾民提供社会保障和社会支持方面的重要作用,形成以社区为基础的社会支持网络,为震后孤儿提供稳定、更全面的社会保障。  相似文献

With the orphan population escalating, communities continue to rely on relatives to provide care to orphans. Therefore, there is a need to explore the role of caregivers with regard to the well‐being of orphans, the challenges they face, as well as how they could be empowered to be more responsive to children's needs. The paper acknowledges that informal caregivers play an important role in the lives of orphans. The paper also concedes that, in the process, caregivers are faced with challenges which make it difficult for them to fulfil their responsibilities and roles. As a result, they sometimes act as sources of stress to orphans, which eventually complicate the children's adjustment to the loss of their parents. Lastly, the paper paves the way to ensuring that challenges faced by informal caregivers are addressed in a manner that will make them more supportive to orphans.  相似文献

Objectives. There is an important theoretical debate concerning whether institutional trust can be created. Since very few governments actually try to promote trust directly, it has been difficult to test this debate empirically. To investigate this debate, we examine an innovative new program in Japan that is specifically designed to promote trust in institutions—community currencies. Methods. We use propensity score matching to determine if community currency program participation in Japan increases institutional trust. Results. We find that participation increases institutional trust. Additionally, we find that supporters of political parties with little political power receive a greater impact from program participation. Conclusions. These results show that institutional trust can be increased by participation in incentive programs of cooperation, and suggest that members of marginalized groups will benefit more from program participation.  相似文献

Democratic deliberative theory has long emphasized the importance of citizen deliberation as a form of political participation and a centrally important component of any vital democracy. Public deliberation and discourse among citizens has been less frequently investigated as a form of political participation than more standard indicators such as voting or volunteering for political organizations. This research examines the extent to which internalized beliefs about deliberation are associated with deliberation outcome measures among a national sample of high school students participating in a year-long deliberation forum, Project 540. Using a multilevel analysis, the research specifically tested the extent to which scales of personal and normative deliberation beliefs, independently and moderated by Project 540 participation, predict key deliberative outcomes (e.g., civic skills, intention to participate in civic affairs). We find that predeliberation endorsement of both personal and normative beliefs predicts increases in certain positive deliberative outcomes, and that these effects are not moderated by participation in Project 540. The implications of these findings for deliberative democracy theory and for developing effective citizen deliberation forums are discussed .  相似文献

Objective. The relationship between religion and political participation has not been rigorously investigated, typically employing only basic measures of church attendance or denomination. In this study, we utilize precise measures of various religious behaviors, traditions, and beliefs to examine their influence on political participation. Methods. Using data from the Baylor Religion Survey 2005, we demonstrate that merely including measures of church attendance or denomination camouflages much of religion's influence on political participation. Results. We find that religious beliefs are significantly related to national political participation. For religious activities, identifying with a religious tradition reduces participation, but participation in church activities increases political participation. Conclusion. Different types of religious beliefs influence political participation differently. Although some macro religious beliefs significantly increase macro political behavior, believers in an involved God are less likely to participate politically. Individualistic, micro beliefs have no affect on national politics. Thus, the scope of the religious belief fits with the scope of the political activity, in that more macro concerns translate to national political participation.  相似文献

OBJECTIVE: Balancing environmental quality with economic growth in less developed settings is clearly a challenge. Still surprisingly little empirical evidence has been brought to bear on the relative priority given environmental and socioeconomic issues among the residents themselves of such settings. This research explores such perceptions. METHODS: We undertake survey research with 2500 residents of coastal Ghana on policy issues, focusing on environmental topics. RESULTS: Our analyses reveal a significant amount of environmental awareness, with education and political engagement consistently predicting higher levels of concern. In addition, environmental issues are deemed important even when considered relative to other socioeconomic issues. CONCLUSION: In the end, we argue that our work sheds light on global environmentalism and the ways in which local populations in less developed settings prioritize social and environmental concerns. This work also has important policy implications since insight on local perceptions may help buttress policy responses designed to cope with global change.  相似文献

Rising poverty levels in Sub-Saharan Africa requires a better understanding of inclusive growth determinants to develop effective policy responses. Using panel data from 44 Sub-Saharan African countries for the period 1990–2018, we compute measures of inclusive growth based on gender and the rural–urban divide. We account for endogeneity, cross-sectional dependence, and heteroscedasticity, and estimate an inclusive growth model using the instrumental variable generalized method of moments (IV-GMM) estimator. The empirical evidence indicates that the impact of informality on inclusive growth depends on the measure of informality and inclusiveness. Our results show that financial inclusion exhibits an inverted-U-shaped relationship with inclusive growth. Also, we find that the moderating role of financial inclusion in the informality–inclusive growth nexus is mixed. Our results are robust to alternative model specifications and highlight the importance of financial inclusion and informality in influencing inclusive growth in Sub-Saharan Africa.  相似文献

Newspapers are a widely used source of data about collective action and social movements. In this study, we build upon a growing body of literature that critically assesses the coverage that newspapers provide of protest. We consider coverage in relation to a set of protest events that have yet to be considered in the literature (protest by Indigenous people in Canada); we consider multiple years (1985 and 1995); and finally, we measure coverage differently than has been done in previous studies (multiple articles and type of coverage as opposed to yes/no assessments). Using data on forty-three protest events, covered in seven Canadian newspapers, we find that while some events are covered by a similar number of newspapers, the volume of articles and type of coverage can be very different. We also find that for most newspapers, coverage rates improved over time. Scholars must be careful to assess whether increases in protest are real or merely reflect increases in coverage.  相似文献

Despite their growing numbers, homeless older adults remain largely invisible in society and there has been a pervasive lack of public focus on elder homelessness. In this article, we seek to shine light on this forgotten population and deepen understanding of difficult challenges they confront in regaining housing security. We also examine the shifting political climate regarding homelessness, particularly the enactment and subsequent reauthorizations of the McKinney–Vento Homeless Assistance Act, and how these shifts are influencing community responses to elder homelessness. Finally, future challenges and policy directions for breaking the cycle of elder homelessness in the U.S. are discussed.  相似文献

Contextualizing the situation of orphans within the Southern African region and drawing on quantitative and qualitative field research, this article analyses care options and social protection policy for orphans in Mozambique, with its focus placed on children in orphan support centres. Seeking to offer new insights and greater understanding of the experiences of children in care and of the social protection available to them, the research highlights that orphaned children living in informal foster care arrangements are more likely to experience abuse, neglect and maltreatment than those living in non‐governmental care organizations. The research emphasizes the need for a more careful selection of foster families in which children are placed. Recommendations include the need to focus on capacity building and institutional reforms that provide social protection policies for orphaned children as part of an overall social protection floor. The monitoring and evaluation of organizations providing care to orphaned children is deemed a priority.  相似文献

Using the data from two ongoing studies of resilience and thriving, one of gay men growing up in heterosexist environments, the other of women living with AIDS, we review how qualitative approaches have enabled researchers to grapple with conceptual, methodological, and ethical dilemmas related to the study of resilience and thriving. We discuss the implications our values as researchers have on determining who is thriving; the powerful social, cultural, and political contexts that must be considered when investigating the effects of and resistance to adversity; and the implications of conceptualizing thriving as a process. Finally, we consider the opportunities opened up by qualitative analysis and suggest some avenues for future research.  相似文献

In the wake of the 2008 financial crisis, the UK government faces some tough choices over public expenditure, and these choices will have important implications for both the future of health policy and the way in which health services are managed. In this article, we examine the organization and leadership of the UK Department of Health and weigh its suitability to meet such challenges. We find an organization that is culturally split between public servants and managers, highly reliant on the ability of its key personnel to bridge these divides, and extremely responsive to the political goals of government ministers. We explore the modern DH using three types of evidence. First, the history of the department shows clear political efforts to reduce civil service discretion and focus the DH on the management of the English NHS. Second, the recent organizational structures of the DH show a bifurcation between policy direction and NHS management tasks. Third, an analysis of the top ranks of the department since 2005 shows the implementation of political preferences that are consistent with managerialism but inconsistent with the perceived characteristics of traditional civil servants. The result is a department which has changed just as frequently as the health service it oversees – a department which has been moulded by successive ministers into one for the management of the NHS. Our findings raise important questions about the value and purpose of long‐term organizational knowledge in policy formulation.  相似文献

This study has three aims: to create and validate a measure for the experience of human security, to begin exploring how the experience of security relates to the socioeconomic status of the community in which one resides and the emotional climate and culture of peace of one's nation, and to examine what personal factors influence the experience of security within different communities. To assess the security experienced by individuals, we developed a self-report questionnaire based on seven objective aspects of human security outlined by the United Nations: economic, food, health, environmental, personal, community, and political security. We compared middle and lower class communities in the United States and Costa Rica and examined the extent to which individuals depend upon themselves and others in these different communities. Our results show that it is possible to measure the experience of human security, that this experience depends more on national emotional climate than socioeconomic status, and that for community samples, a large part of human security depends on support from family and friends.  相似文献

Food security policy making in India is at crossroads. India has emerged as a leading rice exporter. The Government of India has introduced the National Food Security Act which requires 33.6 million tons of rice per year for its public food distribution system. In this study, we modeled India’s rice market and analyzed policy implications of the long-term impact of India’s food security act on domestic and international rice market. We developed a structural economic demand and supply model for India’s rice market and further added subsidy equations to trace the consequence of National Food Security Act on domestic rice consumption and on the international market. We specifically focus on three different scenarios: subsidy as price effect, subsidy as inelastic income effect, and subsidy as elastic income effect under the broader framework of National Food Security Act. We found that at the end of the projection period (2024–2025), as a result of rice subsidy program, the consumption of rice increases significantly in the case of price effect while the inelastic income effect has no or less impact on production, consumption, and export of rice. Hence, the policy implication of our study is that if the objective of the National Food Security Act is to increase consumption then it needs to be implemented as price effect.  相似文献

The Australian Survey of Social Attitudes 2003 gives new insights into the public's increasing preference for more social spending and their willingness to pay more taxes to fund services. This paper profiles the new electorate and discusses factors driving this trend in public opinion. Multivariate analysis allows us to identify the key demographic, political and policy variables that predict support for spending. All the usual factors matter: being older and more educated, and identifying as Labor, Green or Democrat all predict support for higher spending. But we find that policy perceptions matter as well: believing that health and Medicare and/or public education have declined in the past two years brings major support for increased spending. We also find that the Australian public supports modest tax increases to fund spending on health and education and that the Australian electorate is more open minded about tax rises than conventional wisdom holds. Our main conclusions are that support for social spending over reduced taxes has increased over the past two decades, and especially after the election of the Howard Government, and that dissatisfaction with health and Medicare, and public education, are reshaping the fiscal preferences of the Australian electorate.  相似文献

In this paper we analyse the interactive relationship between technology, administration and policy in social security. Focusing on new and emerging information and computing technologies, we show how they have been shaped and adopted by social security institutions in different countries, and explore their differential impact on recipients and staff, on organizational structures, and on policy and practice. We conclude that similar technologies have been adopted in a variety of ways to address different economic, social, political and organizational objectives and that, although these differences are becoming more blurred, different patterns have been associated with different welfare state regimes.  相似文献
