统计部门实行国库集中支付制度的实践与思考

2004年,国家统计局根据财政部关于财政体制改革的精神,在统计系统推行国库集中支付制度.湖北省统计局作为统计系统的二级预算单位,从2004年9月1日起实施了国库集中支付试点工作.从运行效果来看,国库集中支付制度有效地提高了财政资金使用效率、加强了财政支出的监督管理.本文对统计部门实行国库集中支付制度进行了一些思考和探索.

怎样将国内投资贷款利息计入投资完成额

现行统计制度规定:“利用国内银行贷款资金进行建设所支付的贷款利息,以及‘拨改贷’的利息,在经常统计中暂不计入投资完成额,待项目全部建成投产后,将建设期内应付国内贷款利息单独统计一次.”     

Bayesian Computations for Random Environment Models

This paper deals with the analysis of reliability data from a Bayesian perspective for Random Environment (RE) models. We give an overview of current literature on RE models. We also study the computational problems associated with the implementations of RE models in a Bayesian setting. Then, we present the Markov Chain Monte Carlo technique to solve such problems. These problems arise in posterior and predictive analysis and their relevant quantities such as mean, variance, and median. The suggested methodology is incorporated with an illustration.     

对准确统计和反映我国所有制构成的分析

科学、准确地统计各种经济成分的比重,是分析和调整我国所有制结构的基本前提和重要依据。最近,我们以国有及国有控股工业为例,对我国所有制构成的统计问题进行了专题调查研究。我们认为,必须进一步提高统计分类和统计指标设置的科学性,改进统计方法, 加强统计基础工作,才能解决当前所有制结构计算与分析中存在的统计问题。

Dynamic factor models

Summary Factor models can cope with many variables without running into scarce degrees of freedom problems often faced in a regression-based analysis. In this article we review recent work on dynamic factor models that have become popular in macroeconomic policy analysis and forecasting. By means of an empirical application we demonstrate that these models turn out to be usefu in investigating macroeconomic problems.     

Optimal stopping for Brownian motion with applications to sequential analysis and option pricing

Herman Chernoff made fundamental contributions to analytical and computational methods for solving optimal stopping problems for Brownian motion. He also showed how these optimal stopping problems are closely related to some basic problems in sequential analysis and singular stochastic control. This paper gives a survey of these and related developments and describes some recent applications to option valuation in financial economics.     

Steepest descent algorithms in a space of measures

The paper describes descent type algorithms suitable for solving optimisation problems for functionals that depend on measures. We mention several examples of such problems that appear in optimal design, cluster analysis and optimisation of spatial distribution of coverage processes.     

我国批发零售贸易业、餐饮业企业抽样调查研究

批零贸易业、餐饮业抽样调查是我国政府统计系统一批重要的调查制度,也是我国实施新的统计调查模式以来开展的第一项全国性的重要的抽样调查工作。1994年国家统计局制定了全国《批发零售贸易业、餐饮业企业（单位）定期统计抽样调查方案》（以下简称《方案》）,并在全国开始实施。现对《方案》实施过程中存在的问题提出改进的设想。     

Conceptual and Statistical Problems in Identifying Thresholds of Effect for Materials Damage and Soiling

The Clean Air Act of 1970 anticipates the existence of nonzero threshold concentrations of pollutants below which no consequential materials damage or soiling results from exposure to pollution. Determination of quantitative values for such thresholds on the basis of available empirical evidence involves substantial practical problems, including conceptual problems relating to measurement and attribution of effects and statistical problems relating to data analysis and interpretation. It is essential to maintain a broad, yet focused perspective that systematically accounts for such problems when synthesizing and interpreting empirical evidence reported in different studies of the same hypothesized effect.     

Multivariate analysis with a stationary time series covariance structure

When a covariance matrix has a pattern associated with a stationary time series on the errors, it is shown how certain hypothesis testing problems In multivariate analysis can be transformed into a product of two similar multivariate problems that each involve unpatterned covariance matrices.     

Stochastic approximation results for variational inequality problem using random-type iterative schemes

Real world problems are embedded with uncertainties. Therefore, to tackle these problems, one must consider probabilistic nature of the problems both in modeling and solution. In this work, concepts of convergence of the solution of variational inequality in classical functional analysis are extended to a stochastic domain for a random Mann-type iterative and Ishikawa-type iterative schemes in a Banach space. A mean square convergence result is proved for this extension.
