The use of the term ‘high conflict’ to describe a wide range of family dynamics after separation and divorce has increased significantly over the years. At the moment, no consensus on the definition of high conflict exists. Lack of definitional clarity hinders the ability for legal and mental health professionals to assess, identify, and effectively intervene with this population. Based on a rapid evidence assessment of 65 empirically based social science studies relevant to high conflict, this article positions high-conflict separation and divorce using an ecological transactional model to better understand risk factors and indicators associated with these families. Authors propose a more comprehensive definition that captures the complexity and interactions of various risk factors and indicators on multiple levels. Positioning high-conflict families using an ecological model identifies several points of intervention professionals can use and the fundamental need for collaboration among stakeholders for effective intervention.  相似文献

Since the onset of rapid economic development and urbanization, China’s land resources—rather than capital, technology and human resources—have become the lead limiting factor in constraining economic growth. Coordination of urban and rural construction land (CURCL) can be a very effective means for reducing conflicts between economic development and land protection. This research examines the roles of stakeholders involved in the CURCL process. The reasons why the interests of legitimated stakeholders were encroached upon are analyzed and countermeasures to protect the interests of legitimated stakeholders are proposed. Ambiguously defined property rights for owners of rural construction land, unclear conceptions of the public interest, and overlap of power and interest among multiple levels of authority are the reasons why legitimated stakeholders’ interests were encroached upon. Legitimizing construction land ownership clearly, better defining the multiple conceptions of public interest, opening up express channels for expression of the public interest, and clarifying governments’ functions in land interest adjustment are the countermeasures to protect the interests of legitimated stakeholders.  相似文献

Land grabbing in relation to boom-crop production or nature conservation triggers displacement and dispossession of local communities as well as rural resistance often culminating in violent conflicts over land. In Indonesia, company-initiated oil palm production on debatable territories also stimulates migration into these contested rural areas by individual farmers who seek to become part of the boom-crop economy. Based on discussions on land grabbing and land rights this article deals with the appropriation of land by independent migrant farmers and their role as another new party in conflicts over land. The role of rural migrants in land conflicts in Jambi Province, Sumatra is shown through two case studies. The case studies highlight the importance of customary local elites and their strategic employment of social identity and political authority to facilitate land seekers’ access to contested land. The local elites transcend conceptual boundaries to generate a profitable counter-business with a set of individual stakeholders and brokers who profit from the dispossession of the masses. The case studies reveal that the migrants’ presence is essential to rural resistance and a contested resource of economic and political benefit to various stakeholders at the same time.  相似文献

A key challenge has been to define and measure "success" in managing protected areas. A case study was conducted of efforts to evaluate the new protected area management system in Trinidad and Tobago using a participatory approach. The aim of the case study was to (1) examine whether stakeholder involvement better captures the multi-faceted nature of success and (2) identify the role and influence of various stakeholder groups in this process. An holistic and systematic framework was developed with stakeholder input that facilitated the integration of expert and lay knowledge, a broad emphasis on ecological, socio-economic, and institutional aspects, and the use of both quantitative and qualitative data allowing the evaluation to capture the multi-faceted nature and impacts of protected area management. Input from primary stakeholders, such as local communities, was critical as they have a high stake in protected area outcomes. Secondary and external stakeholders, including government agencies, non-governmental organizations, academia and the private sector, were also important in providing valuable technical assistance and serving as mediators. However, a lack of consensus over priorities, politics, and limited stakeholder capacity and data access pose significant barriers to engaging stakeholders to effectively measure the management success of protected areas.  相似文献

This paper documents and analyzes how landholders managed to uplift status of their neighborhood from hazard land as designated by the 1978 master plan to a regularized residential settlement through land regularization in Dar es Salaam city. Specifically, explores policy framework governing land regularization and how the local community explored the opportunities it offers. Documents the local community planning and land regularization processes undertaken focusing on land use planning, drainage construction, and cadastral survey and discuses how financial resources were raised, trust was built as well as factors which sustained community involvement towards meeting their interests of securing tenure. The paper also, draws challenges facing land regularization policy and recommends areas for further interventions commensurate with the human dimension challenges in securing tenure.Underlying community involvement, those aspects of community, which have been connected to the idea of social capital namely existence of committed leadership in land development matters, embracing mechanism for participatory decision making process and educational background to local leaders were particularly important in determining success for the case. Others include economic ability to contribute, high proportion of landholder settlers, land conflict task force formulation, local consensus to solve commonly felt problems, existence of strong community organization, and unwritten norms put in place to regulate individual behavior in building construction. Weak legal recognition of informal settlement, lengthy and bureaucratic procedures in planning and approval of regularization plans, weak knowledge on land management matters, short-term title deeds with low financial betterments, political popularity are identified critical challenges.Some of recommendations put forward include formalization of the grass-roots role in decision-making, decentralizing some of land development control functions to sub-ward leaders and training the same in basic land management matters. Others include definition of norms; by-laws and government facilitation of informal land parceling. Besides community support should be sought so as to create partnership in the promotion of security of tenure in informal areas. The study concludes that, unless land development activities ongoing in informal settlements are closely monitored and regulated as the settlement grow, it will be too costly socially and economically to retrofit once the settlement have identified.  相似文献

The evolution of olive oil markets has sparked interest in policies that promote olive oil as a means of inducing rural development across the Middle East and North Africa. This article describes policies that link olive oil markets to rural development in Morocco, Syria and Tunisia and evaluate their effectiveness. It uses a framework that combines producer heterogeneity and market differentiation to describe how rural poverty impacts will be shaped by production, quality and marketing constraints. While the flow of olive oil from producers to the market may have increased, that of information and incentives in the reverse direction is still limited, something that too few olive oil policies aim to improve.  相似文献

This paper demonstrates that the conditions for a positively sloping marginal revenue curve are much less stringent than is generally recognized. Simple transformations of any well-behaved convex demand function can easily result in a demand for which marginal revenue is positively sloping. For this reason, positively sloping marginal revenue functions must be considered whenever convex demand functions are analyzed. The existence of positively sloping marginal revenue makes multiple profit equilibria for the firm a very real possibility.  相似文献

The three papers in this special issue provide novel applications of an evolutionary approach to nonverbal behavior. While each analysis of reactions to nonverbal cues has merit, it also is valuable to place these separate phenomena within a broader framework than can encompass them all. The ecological approach to social perception provides such a framework. It conceptualizes all of the reactions as overgeneralizations of responses that are adaptive in their original context, and it suggests proximal mechanisms that can predict ecological variations in these reactions.  相似文献

In this article we argue, through a case study in a large, urban local authority in England, that local stakeholders in early years provision express a variety of perspectives on quality but are constrained by a national framework which promotes an ‘official’ definition of quality. We offer a quality‐defining model that captures the role of both ‘official’ definitions and more pluralistic approaches to quality. Finally, we highlight mechanisms already in place in the structure of early years services that could offer social spaces for the quality‐defining process to take place.  相似文献

The diversity of social, ecological and economic characteristics of small‐scale fisheries in developing countries means that context‐specific assessments are required to understand and address shortcomings in their governance. This article contrasts three perspectives on governance reform focused alternately on wealth, rights and resilience, and argues that – far from being incompatible – these perspectives serve as useful counterweights to one another, and together can serve to guide policy responses. In order to better appreciate the diversity in governance contexts for small‐scale fisheries it puts forward a simple analytical framework focused on stakeholder representation, distribution of power, and accountability, and then outlines principles for identifying and deliberating reform options among local stakeholders.  相似文献

Understanding contemporary urban landscapes requires multiple sets of spatially and temporally compatible data that can integrate historical land use patterns and disturbances to land cover. This paper presents three principal methods: (1) core analysis; (2) historic mapping; and (3) gradient analysis, to link spatial and temporal data for urban ecosystems and applies their use in the Baltimore-Chesapeake region. Paleoecological evidence derived from the geochronology of sediment cores provides data on long-term as well as recent changes in vegetative land cover. This information, combined with contemporary vegetation maps, provides a baseline for conducting trend analyses to evaluate urbanization of the landscape. A 200-year historical land use database created from historical maps, census data, and remotely sensed data provides a spatial framework for investigating human impacts on the region. A geographic information system (GIS) integrates core analyses with historic data on land use change to yield a comprehensive land use and land cover framework and rates of change. These data resources establish the regional foundation for investigating the ecological components of an urban ecosystem. Urban-rural gradient analyses and patch analyses are proposed as the most appropriate methods for studying the urban ecosystem as they link ecological and social patterns and processes for varying degrees of urbanization.  相似文献

In the last couple of years, more than 3.6 million Syrian refugees have been hosted under the “temporary protection” scheme in Turkey. Despite these high numbers Turkey did not have a centralized refugee settlement and integration policy. As a result, various stakeholders including local governments have played critical roles in providing refugee assistance services. This research looks at the role of local governments in delivering services evolving from emergency response to local integration. This article argues that this role with respect to the United Nations’ Global Compact on Refugees (GCR) has to be further strengthened. The data for this research were collected through a comprehensive study based on interviews and surveys carried out in ?stanbul with local authorities, ?stanbul Metropolitan Municipality, and its 39 district municipalities in 2016‐2017. Although this research has its focus on ?stanbul as the selected case study, the findings can reveal conclusions relevant to global implications and perspectives.  相似文献

This article examines aggregate real estate firm mortality rates in a group of metropolitan areas during the 1960s and 1970s. Real estate firms play a critical role in the local growth machine, yet no research has examined the environmental limits which these firms experience. A set of ecological hypotheses are constructed which detail the influence of task and institutional environments on aggregate firm mortality rates. The findings show the sensitivity of firms to their local context, although standard market forces are not operating. In addition, period differences suggest that larger societal forces interact with the local land market, increasing aggregate mortality rates over time. Results support recent observations of the local land market made by the "new urban sociology."  相似文献

Urban development has profound impacts on ecological patterns and processes making the scientific information required for developing environmental ordinances central for mitigating these negative ecological impacts. Washington State requires that planners use the best available science (BAS) to formulate land use ordinances as part of the state’s Growth Management Act (GMA). We present empirical findings describing challenges to planners in defining “best available science” and using BAS to create local ordinances that balance development needs with natural resource protection. We interviewed city and county planners (and their consultants) in western Washington to determine what they find useful about BAS, whether or not BAS is applicable to their jurisdictions, and what constraints they experience in reviewing and using BAS to create or update their land use ordinances. Our results suggest that applying the BAS requirement is particularly difficult in urban areas. Specifically, planners had difficulty applying results from research conducted in systems dissimilar to their urban landscapes. These challenges to planners were exacerbated by (1) a lack of resources and (2) political tensions among stakeholders with competing values in urban settings. We conclude with recommendations for improving the consideration of science in statewide land-use planning.  相似文献

The Everglades and associated coastal ecosystems of South Florida are unique and highly valued ecosystems. One of the world's largest water management systems has been developed in South Florida over the past 50 years to provide flood control, urban and agricultural water supply, and drainage of land for development. However, this system has inadvertently caused extensive degradation of the South Florida environment, resulting in the loss of more than half the historical Everglades system and elimination of whole classes of ecosystems. The U.S. Man and the Biosphere Program (US MAB) instituted a project to develop ecosystem management principles and identify requirements for ecological sustainability of South Florida. A strategic process developed by the US MAB Project illustrates how ecosystem management and ecological risk assessment principles apply to South Florida, including the development of societal goals and objectives of desired sustainable ecological condition, translation of these goals/objectives into scientifically meaningful ecological endpoints, creation of a regional plan designed to meet the sustainability goals, and development of a framework for evaluating how well the plan will achieve ecological sustainability of South Florida. An extensive federal, state, and tribal interagency process is underway to develop a restoration plan for restructuring the regional management system, essentially following the elements in the US MAB project process. The Florida Governor's Commission was established as an institution to reflect societal values and define regional sustainability goals. The U.S. Army Corps of Engineers is developing a science-based plan for Congressional approval to restructure the water management system to achieve the societal goals. Thus, South Florida may become the prototype example of successful regional-scale ecosystem management.  相似文献

In a period of agricultural decline in the uplands of Europe, agriculture is ceasing to provide the primary rationale for the organisation, utilisation and functioning of rural space. Policy reform, market trends and changes to the way citizens and consumers think about the countryside all suggest a need for thinking strategically about the future development of these areas. However, without a broad involvement of stakeholders, land use conflicts, and social and cultural conflicts in general, may increase. Involving stakeholders in upland areas can be facilitated by using scenario technique and by discussing alternative futures in local stakeholder panels. In this paper we present four scenarios of land-use change for the year 2030, and their assessments by stakeholder panels in Scotland, France, Norway, Switzerland, Slovakia and Greece. The aim of the paper is to explore the ways in which stakeholders in these locations advocate and assess these scenarios. We also explore how stakeholders in different countries weight the visual landscape impacts, the livelihood and biodiversity aspects of the scenarios in their assessment, and the reasons for their prioritising. The cross-country analysis shows that stakeholders across the study areas are united in their overall rejection of agricultural liberalisation, advocating a production-oriented, but multifunctional and environmentally-friendly agriculture that maintains landscapes and biodiversity.  相似文献

Abstract Heir property is land held communally by family members of a landowner who has died intestate. Because this informal arrangement does not fit neatly into the individualist‐centered, integrated property rights system of the United States, it is viewed by most as a hindrance to economic development and capitalism. We present an alternative framework for analyzing the significance of heir property in the African American community and its constraints. While the consequences of owning land with clouded title are clear‐ineligibility for housing programs, inability to secure a mortgage or sell timber, and vulnerability to land loss through partition and tax sales‐we argue that a culturally‐based understanding of heir property provides insight to why it persists among rural African Americans. Based on personal interviews with heir property owners, lawyers, housing counselors, and county officials, the authors illustrate how heir property is supportive of certain cultural values and meets the needs of a subset of rural populations in ways that other forms of property ownership cannot.  相似文献

Naturally Occurring Retirement Community Supportive Services programs (NORC programs) aim to bring together stakeholders within a local area with a large number of older adults (e.g., a neighborhood or apartment building) to facilitate activities and services that promote aging in place. Despite enthusiasm for these programs, there is ongoing concern regarding their long-term sustainability, especially as federal funding to support NORC programs nationally has dwindled in recent years. This exploratory study aimed to develop a framework to describe NORC programs’ sustainability goals and strategies. As part of a statewide study in New Jersey, this study drew on data from semi-structured in-depth interviews with staff of 10 lead organizations that represented 15 NORC programs. Using a grounded theory analytic approach, findings revealed three types of sustainability goals: continuing the program indefinitely within the lead agency (described by eight organizations); integrating the program functions across other organizations (described by one organization); and defining the program as a finite project (described by one organization). Lead organizations implemented and developed their programs in ways that reflected their goals. This framework can be used to guide efforts to maintain, expand, and evaluate NORC programs and related community aging initiatives.  相似文献

Urbanization impacts on the structure and function of forested wetlands   总被引:3,自引:0,他引:3  
The exponential increase in population has fueled a significant demographic shift: 60% of the Earth's population will live in urban areas by 2030. While this population growth is significant in its magnitude, the ecological footprint of natural resource consumption and use required to sustain urban populations is even greater. The land use and cover changes accompanying urbanization (increasing human habitation coupled with resource consumption and extensive landscape modification) impacts natural ecosystems at multiple spatial scales. Because they generally occupy lower landscape positions and are linked to other ecosystems through hydrologic connections, the cascading effects of habitat alteration on watershed hydrology and nutrient cycling are particularly detrimental to wetland ecosystems. I reviewed literature relevant to these effects of urbanization on the structure and function of forested wetlands. Hydrologic changes caused by habitat fragmentation generally reduce species richness and abundance of plants, macroinvertebrates, amphibians, and birds with greater numbers of invasives and exotics. Reduction in soil saturation and lowered water tables result in greater nitrogen mineralization and nitrification in urban wetlands with higher probability of NO 3 export from the watershed. Depressional forested wetlands in urban areas can function as important sinks for sediments, nutrients, and metals. As urban ecosystems become the predominant human condition, there is a critical need for data specific to urban forested wetlands in order to better understand the role of these ecosystems on the landscape.  相似文献

Landscape ecological security pattern (LESP) can effectively safeguard urban ecological security, which is vital for urban sustainable development. Previous studies have not adequately considered the ability to fulfill people’s demand for ecosystem services when identifying sources of LESP. To address this gap, we sought to develop a more comprehensive approach coupling ecosystem services supply and human ecological demand to construct LESP for Beijing–Tianjin–Hebei region. We proposed a new evaluation framework integrating ecosystem services importance assessment and landscape connectivity analysis with human ecological demand importance assessment to identify ecological sources. Afterwards, ecological corridors were identified using Minimum Cumulative Resistance model based on sources and resistance surface modified through nighttime light data. Combined with ecological sources and corridors, LESP for Beijing–Tianjin–Hebei region can be constructed. The ecological sources are mainly located in western Beijing and southwestern Chengde. The ecological source area totals 36,245.50 km2, accounting for 21.26% of the ecological land in Beijing–Tianjin–Hebei region. The ecological corridors cross the whole region, from northeast to southwest, similar to the direction of the Yanshan–Taihang Mountain Chain. All the national nature reserves and 91.4% of the provincial nature reserves are distributed within the LESP. The validity of our methodology is confirmed by the distribution of the nature reserves. This study adds new insights into the methodology of LESP construction, and its results provide information about local ecological characteristics that can provide an important reference for decision-making concerning urban planning and ecological conservation.  相似文献
