Organizations - in free and relatively free market economies - depend on permission to operate being granted by stakeholders. This often-tacit permission functions as a social licence and reflects an organization’s ability to engage with its stakeholders to identify and respond to their demands and expectations. Research suggests the generation of a social licence to operate (SLO) and its reputational benefits depends on the quality of organization-stakeholder relationships, but limited attention to how this occurs has been given in the public relations literature. This paper explores two organizational approaches to building SLO – pro-self and pro-social – and considers the role of public relations and engagement in achieving, maintaining, and repairing SLO.  相似文献

Information about UK citizens’ use of digital technologies is often expressed in statistics – x% lack Internet access; y% get online to engage in online banking, update social media sites, or participate in online auctions. There are many social implications to digital technology use, however – individuals may communicate online as a major way to stay in touch with friends and family, and as Internet access rises and government and public sector budgets shrink, online services become an increasingly attractive way for government and public sector service providers to communicate with citizens. This paper presents selected results of an exploratory study designed to investigate the digital personhood of UK citizens through interviews with participants at three life transitions: leaving secondary school, becoming a parent, and retiring from work. Digital personhood in this paper implies identity information online, and some interaction with others around that information. We then report on our presentation of a selection of these results to thirteen stakeholders who represented UK government departments, public sector organisations, and industry. We found that citizen and stakeholder concerns were quite different, especially at the new parent life transition, and that stakeholders tended to underestimate the willingness and ability of citizens to become involved online with the government and public sector, and overestimate citizens’ vulnerability online. Future research should investigate practical strategies for increasing communication between stakeholders and citizens, and also how to encourage stakeholders to work together to benefit their common clientele – the citizens.  相似文献

Social license to operate (SLO) is typically associated with seemingly positive outcomes for both communities and organizations. Similarly, relational engagement is typically favored over more instrumental or episodic forms. This paper presents a case study, however, of an organization that undertook ostensibly dialogic and relational processes of engagement with its stakeholders to generate social capital and a SLO, yet also to obtain political power. While the organization arguably provided substantial benefit to the local community, paradoxically it also wielded significant power over the community. The findings from the case suggest that the evaluation of SLO – and by extension, normative engagement – should move beyond assessing positive outcomes, to critically asking whether or not the organization contributes to a fully functioning society.  相似文献

This article explores Myanmar teachers’ and community stakeholders’ constructions of disability. We examine how various religious perspectives – particularly Buddhism – inform and shape understandings of impairment and how these beliefs intersect with a strongly medicalised construction of disability. However, in our discussion and exploration of the responses, we also found that the notion of two primary disability ‘models’ – namely the medical model and the social model – lack nuance, complexity, and socio-cultural consideration. Through examining teachers’ and community members’ perspectives of disability in Myanmar, we highlight the importance of socio-cultural variance in understanding local constructions of disability.  相似文献

We examine a recent dispute regarding the Centers for Medicare and Medicaid Services’ (CMS) refusal to unconditionally pay for amyloid positron emission tomography (PET) imaging for Medicare beneficiaries being assessed for Alzheimer’s disease. CMS will only pay for amyloid PET imaging when patients are enrolled in clinical trials that meet certain criteria. The dispute reflects CMS’s willingness in certain circumstances to require effectiveness evidence that differs from the Food and Drug Administration’s standard for pre-market approval of a medical intervention and reveals how stakeholders with differing perspectives about evidentiary standards have played a role in attempting to shape the Medicare program’s coverage policies.  相似文献

This analysis examines the role of agency policy and supervision in the decision-making of child welfare workers about their work-related social media use. Data were collected using a mixed-methods internet-based survey of 171 child welfare workers and interns about their social media use related to their direct-practice work with child welfare clients. The study finds that supervisor approval and agency policy is correlated with worker's social media use, and that workers find utility in social media use, but have poor clarity about how they should use social media in the child welfare work setting. These results suggest a need for agency policy and practice guidelines. Implications for child welfare agencies include an opportunity to consider the types of policy development necessary to ensure that multiple stakeholders are represented in policy and practice decisions, and that they reflect the possible benefits and risks of social media use.  相似文献

This research note deals with an innovation initiative involving women, reindeer herding and the Internet. It shows how women reindeer herders from a Swedish Sámi village were a driving force in the development of several innovative, EU-funded projects focusing on information and communications technology. The article shows how the innovation initiative involved a wide range of actors, ascribing stakeholders from civil society important roles besides the public and private sectors. The innovation initiative involved several different strategies. One of these strategies was internationalization – both at the European and worldwide levels. This strategy was employed to prevent rigid political hierarchies blocking the prospects of gaining support from local and regional authorities. Another strategy was the continuous exchange of knowledge between engineers and potential end users, adapting the initiative results to the needs of the local context. As a result, the innovation initiative has produced several kinds of outcomes. It has generated new technology as well as economic and social benefits.  相似文献

The diversity of social, ecological and economic characteristics of small‐scale fisheries in developing countries means that context‐specific assessments are required to understand and address shortcomings in their governance. This article contrasts three perspectives on governance reform focused alternately on wealth, rights and resilience, and argues that – far from being incompatible – these perspectives serve as useful counterweights to one another, and together can serve to guide policy responses. In order to better appreciate the diversity in governance contexts for small‐scale fisheries it puts forward a simple analytical framework focused on stakeholder representation, distribution of power, and accountability, and then outlines principles for identifying and deliberating reform options among local stakeholders.  相似文献

The study examines the empirical evidence of the submissions received from third sector organisations and their stakeholders in response to proposed changes to the New Zealand accounting standard setting framework. The study aims to determine whether third sector stakeholders have voice in third sector accounting standard setting. Critical comparison of submissions and proposals appear to show that the standard setters were not listening to their third sector stakeholders. However, the study found that the standard setters utilised legitimacy management strategies to gather third sector stakeholders’ voice. The standard setters proactively achieved this by conforming to the environment and achieving pragmatic legitimacy to ensure that their decisions were based on third sector stakeholders’ voice. The study is important for those countries where accounting standard setters are grappling with the due process to undertake for third sector accounting standards in its elevation of working groups to the role of salient stakeholders.  相似文献

This review presents the contributions of research on the intersection of science and social movements, its theoretical and methodological limitations, and potential solutions for its further development. Three different types of relationships between activism and knowledge have been identified within environmental health conflicts: (i) lay – activists requesting help from sympathetic scientists in order to conduct independent studies; (ii) expert – activists promoting new research agendas and sub‐fields within established scientific disciplines; and (iii) expert – activists acting beyond the limits of the academic community and partnering with social movements. In this review, I argue that much of the existing literature considers expertise as “something” possessed by individuals, and heavily emphasizes the difference between “lay” and “expert” activists. This entails two main theoretical reductionisms: (i) reification of knowledge; and (ii) overlooking the contribution of activism to expertise and vice versa. I propose considering expertise as the property of a network and focusing future research within environmental health conflicts on the co‐emergence and construction of a network of expertise (Eyal 2013) or ethno‐epistemic assemblage (Irwin & Michael 2003) and social movements. Through this symmetrical network approach, we will be able to develop a more consistent theory of the co‐production of activism and expertise, as well as its political implication to fight environmental health injustice.  相似文献

Nationalism and social mobilization are two of the most prominent areas of research within the social sciences since the end of the Second World War. Yet, the scholarly specialization has so far impeded a mutual exchange of the theoretical and methodological literatures of both areas. While theorists on nationalism dispute about the validity and scientific efficacy of approaches such as primordialism, perennialism, modernism, functionalism or – more recently – ethno-symbolism, scholars concerned with social movement theory have been divided about approaches commonly known as resource mobilization, political process, framing, or new social movement theories. The recent proposal forwarded by McAdam, Tarrow, and Tilly (MTT) in their book Dynamics of Contention is an important attempt to overcome the scholarly specialization by presenting a new explanatory framework that aims at opening new analytical perspectives to a better comprehension of contentious politics beyond the “classic social movements agenda.” This article on the rise and development of Basque nationalism, however, while accepting the proposal as a valid focus for the macro-analysis and comparison of broad structures and processes, is rather sceptical as far as its hypothetical productivity on the theoretical meso-level (analysis and comparison of one or a few single cases) is concerned. Instead, in the light of the historical evolution of Basque nationalism since the end of the nineteenth century, including its more recent violent dimension, it is suggested that a productive and intelligent combination of approaches coming from both areas: theories on nationalism and on social movements, is still a useful and necessary task to carry out in order to facilitate a better understanding of nationalism in particular and contentious politics in general.  相似文献

Although the implications of nonstandard work schedules (work outside of the typical 9 – 5, Monday – Friday schedule) for individuals and families are increasingly well understood, it is unclear how such schedules are associated with perceived social support for working mothers. Using data from the Fragile Families and Child Wellbeing Study and a variety of methodological approaches, we found mixed evidence for this relationship. Results from ordinary least squares and propensity‐weighted models suggest that working a nonstandard schedule is associated with weaker perceived support, particularly among those who are Black and less educated, and those who exclusively work such a schedule. Conversely, results from fixed‐effects models suggest that changing from a standard to a nonstandard schedule is associated with modest increases in perceived social support. These results add nuance to our understanding of the implications of nonstandard work schedules for families.  相似文献

The long-term performance of NPOs is based on their ability to link and maximize social value as defined in their mission. This involves legitimacy obtained from stakeholders influenced by and influencing NPO activities, and their operational capacity or economic efficiency. Thus, NPOs have to utilize multiple level accountability systems which should be compatible with their multiple objectives and stakeholders’ claims. The accountability system of an NPO should focus on its operational capacity, because in order to maximize its efficiency, an NPO has to measure its resource use, cost structure, and financial structure. Legitimacy obtained from stakeholders is also integral. If an organization is considered a social contract between multiple stakeholders, it has to consider the social economic effects of its activities and it has the duty to account for them. However, since the mission of an NPO is to create and distribute social value to a certain specific group, its social value creation has the most important role and an NPO should measure the social value it has created. This article analyzes the accountability system of a specific type of Italian NPO called Centri di Servizio per il Volontariato (CSVs)—namely centers which provide services for voluntary associations. The aim of the research is to verify if the accountability system adopted by CSVs satisfies their need for multiple level information (operational, legitimacy, and social value) and accomplishes their stakeholder claims, and to determine its impact on the definition and implementation of their strategy and on their long-term performance. The research was carried out using the action research model, and the findings are based on the analysis of a sample of 64 CSVs situated throughout Italy.  相似文献

The Alfred P. Sloan Foundation's Workplace, Work Force & Working Families program was established in 1994 and ended in 2011. Over the course of its 17-year lifespan, this program – through its vision, commitment and unique, pragmatic grant-making strategies – pioneered the interdisciplinary field of work–family research and spearheaded a national movement to create more flexible workplaces that effectively meet the needs of employees and employers. The program's first strategic phase supported high-quality, multidisciplinary research to examine what was happening within working families at all stages of their lives, both at home and at work. Results from these investigations highlighted the structural mismatch between the needs of this diverse workforce – comprised increasingly of working parents and older workers – and the demands of a rigidly structured workplace requiring full-time, full-year work, with little to no flexibility in how, when, or where work gets done. After a decade of scholarly research documenting that the challenges facing American families were not private, individual problems but public, societal concerns, the Sloan Foundation designed and launched in 2003 the National Workplace Flexibility Initiative. Its goals were twofold: to make workplace flexibility a compelling national issue and to establish it as a standard of the American workplace. As a result of the collective efforts of Sloan-supported organizations and people, the stage is now set for a social movement to realign the structure of the American workplace to the needs of the twenty-first century workforce. The rapid rise of crowdfunding in the past five years, most prominently among US-based platforms such as Kickstarter and IndieGoGo, has begun to attract the attention of a wide range of scholars, policymakers and practitioners. This paper considers civic crowdfunding – the use of crowdfunding for projects that produce community or quasipublic assets – and argues that its emergence demands a fresh set of questions and approaches. The work draws on critical case studies constructed through fieldwork in the United States, the UK and Brazil, and a discourse analysis of civic crowdfunding projects collected from platforms by the author. It offers three provocations to scholars and practitioners considering the practice, questioning the extent to which civic crowdfunding is participatory, the extent to which it addresses or contributes to social inequality, and the extent to which it augments or weakens the role of public institutions. In doing so, it finds that civic crowdfunding is capable of vastly divergent outcomes, and argues that the extent to which civic crowdfunding produces outcomes that are beneficial, rather than harmful to the public sphere, will be determined by the extent to which the full range of stakeholders in civic life participate in the practice.  相似文献

The majority of studies in public relations continue to examine organization-public relationships from only the organization’s perspective, with few studies focusing on the other side of the communication loop: stakeholders. The current study takes the stakeholders’ perspective to investigate the relationship between active stakeholders’ online behavior and corporate reputation. Modeling 5-year longitudinal social media data, a content analysis was conducted for Fortune 500 companies in the context of Facebook. By examining stakeholders’ Facebook engagement at the two levels of shallow engagement and profound engagement, significant associations were discovered. Active stakeholders’ Facebook-based interactions as leaving positive or negative comments with a company are significant predictors of the company’s reputation score. The findings bring new insights to existing literature and also practical implications to public relations professionals.  相似文献

Across Europe, and particularly since the 2008 Financial Crisis, new demands for tailor-made services came from different actors and perspectives: user-led organizations, intellectuals, policy makers, social workers, advocacy organizations, which call for a new way of programming, realizing and evaluating social policies. Personalization became a relevant part of the so called ‘welfare innovation narrative’, which concerns – to name but a few – English personalization agenda, Scottish self-directed support, Finnish education system, Norwegian cash-for-care policies. Even the European Commission is addressing new social services, reshaped through users’ capabilities. The aim of this paper is to critically explain, through a case study focused on the Sardinian disability policy, how social policy's morphogenetic cycles influence the governance of personalized disability plans and, consequently, the possibility of their implementation.  相似文献

In this study, I analyze the relationship between stance, style and sociolinguistic variation in a situation of language contact between Asturian and Spanish in the urban areas of Asturias (Spain). Using different types of data, and a triangulation of quantitative and qualitative methods, I explore the interactional functions of Asturian ‘ye’ (‘he/she/it is’), a salient marker of Asturian identity, and how the stances indexed by this form – low epistemic commitment, lack of seriousness and social solidarity – are connected to more enduring social identities. In the analysis, I provide a possible operationalization of stances that takes into consideration the multidimensionality of the stancetaking process. I also show how examining stance can provide a tool to move beyond monolithic representations of social meaning, and dichotomous distinctions between standard and non‐standard variants.  相似文献

ABSTRACT

Europe, in the throes of global trends, dissolves and yet re-establishes boundaries, both on its external perimeter and in terms of its internal social and political structures in a process reminiscent of the early period after the industrial revolutions. Once again it poses a fundamental question for social work: is the profession’s mandate limited to containing the effects of this process at the level of its individual victims or can it play a role in shaping European social policies which would deal with structural issues and further the cause of European integration? By examining the spaces created by the EU’s ambiguous initiatives on social issues – in areas like child welfare, poverty or migration – it will be shown that social ‘rescue’ attempts might only serve to legitimate exclusion and to further the decline of social solidarity within European states – and ultimately the disintegration of the European Union itself. The alternative lies in taking a wider political perspective and practising ‘relational citizenship’, giving people rights to belong and to participate.  相似文献
