Ethics, regulation and the new artificial intelligence, part II: autonomy and liability

This is the second article in a two-part series on the social, ethical and public policy implications of the new artificial intelligence (AI). The first article briefly presented a neo-Durkheimian understanding of the social fears projected onto AI, before arguing that the common and enduring myth of an AI takeover arising from the autonomous decision-making capability of AI systems, most recently resurrected by Professor Kevin Warwick, is misplaced. That article went on to argue that, nevertheless, some genuine and practical issues in the accountability of AI systems that must be addressed. This second article, drawing further on the neo-Durkheimian theory, sets out a more detailed understanding of what it is for a system to be autonomous enough in its decision making to blur the boundary between tool and agent. The importance of this is that this blurring of categories is often the basis, the first article argued, of social fears.     

Making Feminist Sense out of ‘Charlie Wilson's War’

Charlie Wilson's War (2007), Mike Nichols's film about the womanizing Congressman who engineered black funds for the CIA's proxy war in Soviet-occupied Afghanistan, is historically misleading but highly instructive, because in packaging dominant American masculine identity and war politics as popular entertainment for post-9/11 audiences, it reveals the sexed and gendered ‘politics of the visual’ in global affairs. This intertextual study of ‘Charlie Wilson's war’ as movie, constructed history and legacy examines Wilson as a prime exhibit of a needy masculinity that, like the film's emasculated CIA, bulks itself up through surrogate military selves. It also analyses modes of the imaginary and specularity in brother-bonding with the mujahidin, tracks the proxy system's loops of masculine identity-and-war-making between Stateside and South Asia in the post-Vietnam 1980s and interrogates the dynamics of imperial ‘un-seeing’ in this campaign and its long aftermath. While US proxy wars proliferate worldwide, the lack of useable political memory about the ground truths of ‘Charlie's war’ continues to matter because America's second ‘good’ war in Afghanistan, bound to the first by gendered causal links, has re-empowered the forces that still menace women's rights and lives.

James Conant developed the Scholastic Aptitude Test (SAT) in the 1930s in line with thought about the mobility of elites, a subject that many American as well as European intellectuals were discussing. This test, now used for the admission of high school graduates to universities, was to be a means for detecting talented youngsters and, in fine, producing a model of society. Nowadays, the SAT has a value as a means of effectively comparing students nationwide; but in practice, it serves to reproduce a certain social elite. Far from measuring pure intelligence disconnected from culture, it has turned into a commodity advantageous to certain social groups and ethnic communities.

In the late 1970s, a major change in techniques and a modification of the job structure opened the way for women to become engineers in the computer sciences. At the time, working conditions and policies for managing careers allowed them to benefit from ascending mobility, while still investing in family life. Given its strong growth, information technology soon became the main branch of the French economy with openings for women engineers. The downturn in employment during the 1990s and its management through “psychology-based” training arrangements restored the sexual division of labor, as women were forced out of “noble” positions in engineering and design or even out of the branch itself. These two recent trends — a feminization and then “defeminization” of reputedly “masculine” jobs — are analyzed.     

On Subtitle Translation

Under the background of increasingly frequent international cultural exchanges, the film subtitle translation attracts more and more attention. It helps the film appreciation across different cultures and promotes the culture transmission. In the film subtitle translation practice, a lot of efforts have been made. The status quo of film subtitle translation is fairish on the whole. But there are still several major problems hindering the development of film subtitle translation. Thus there is still a lot to do to improve it.     

The causes of terrorism

Abstract

Terrorist attacks on 11 September 2001 and after intensified concerns about a global Jihad and other forms of terrorism, and renewed calls to better understand its causes or roots. There have been divergent views on this question, and terrorism has been argued to be caused by increased poverty, rapid urbanization, declining traditional authority, globalization, and so forth. These differences, reflecting philosophical, religious, political and other differences, are not merely academic; they can affect our understanding of both the threat and of responses to terrorism. This article provides an analytic framework for understanding the limits to understanding the causes of terrorism, identifying what can be known about causation and assessing counterterrorism implications.     

La transition théâtrale dans l'ex-RDA : vers la recherche de nouvelles formes de régulation organisationnelle

Organized around a very dense set of public institutions, the theater world in the former German Democratic Republic has undergone major changes since reunification. New organizational models have come into being, often imported from West Germany, that jeopardize the foundations of theater practices in the East. In East Germany, people working in theater were strongly protected: homogeneous training, lifetime employment, the stability of forms of artistic cooperation, etc. Since reunification, a new division of labor and a new human resource management have been imposed in public theaters. The profession’s rules are changing as the itineraries of theater people are being individualized. The diversification of the theater world makes public institutions fragile. On the basis of field work in Saxony, questions are raised about how public theaters are being recomposed in the East. Attention is paid to individual and collective movements and to the movements of organizations.     

Logiques professionnelles et logiques familiales : une articulation contrainte par la délocalisation de l'emploi

A survey of French wage-earners faced with the delocalization of their factory, which moved 200 kilometers away from their homes, sheds light on the contingencies of integrating life at work and at home. A typology is presented of how wage-earners balanced geographical and occupational factors so as to make choices. Certain decisions resulted from tensions between family and occupational interests whereas occupational and economic purposes prevailed in other cases without contradicting family attachments. Four types are discussed; for instance, job instability and mobility tend to reinforce affiliations having to do with housing, the family and the private sphere. Requirements for residential mobility thus increase social inequality between wage-earners, who are not all equipped alike for coping with occupational and family-related risks.     

La barrière et le plafond de vitrail. Analyser les carrières féminines dans les organisations religieuses

Research conducted mainly in the United States and France on how ordination works like a barrier to the feminization of religious staffs in various Christian and Jewish organizations has brought to light factors for distinguishing several cases: women either gain formal access to religious offices, or informally exercise religious duties, or are barred from religious offices. The second part of this article examines the level in these organizations where this barrier has been lifted, in particular the dissymmetries between men's and women's careers. Emphasis is laid on comparisons with other professions, since similar processes operate underneath the religious sphere's apparent differences, as reflected by the phrase “stained-glass ceiling”.     

THE CONSTITUTIONAL CONTEXT: UNIVERSITIES, NEW INFORMATION TECHNOLOGIES AND THE US SUPREME COURT

The legal context in which universities operate is among the forces shaping the ways in which new information technologies are taken up and used. In the USA, constitutional law - that law which addresses how society is to be structured and what types of processes should be permitted within it - is particularly important in determining what institutions can do. The ultimate arbiter of constitutional law is the US Supreme Court, the decisions of which establish basic principles for the US legal system. This article reviews the entire body of US Supreme Court decisions that deal with higher education and mines them for their implications for the use of new information technologies by universities.     

The state of qualitative research in health and social science literature: a focused mapping review and synthesis

Abstract

Pluralism and creativity are inherent and important parts of the qualitative endeavour. The multiplicity of approaches and methods can, however, be confusing. We undertook a focused mapping review and synthesis to obtain a snap-shot profile of the state of qualitative research in health and social science literature. We retrieved 102 qualitative articles published between January and March 2015 from six leading health and social science journals. Articles were scrutinised for alignment between researchers’ reported orientation (methodological or philosophical positioning) and the techniques used (methods). In the sampled articles level of alignment was generally high, with considerable mastery of qualitative approaches evident. However, the complexity of the qualitative landscape highlighted in our review, led us to develop a diagrammatic representation: The Qualitative Research Level of Alignment Wheel?. This educational resource/teaching aid is designed to assist qualitative researchers (particularly those more novice) and research students to locate the orientation and techniques of their studies. As an important contribution to the international field of qualitative inquiry, it will assist in understanding and accounting for points at which techniques are melded and orientations blended. In turn this will lead to the individual and collective qualitative endeavour as being a coherent one.     

Qui recrute et comment ? L’expertise économique des professionnels de l’insertion des jeunes

How do job placement specialists acquire knowledge of the markets, and do they put it to use? At deliberative committee meetings on the funding of youth integration projects, we observed the construction of a shared representation of the workings of local-level job markets. Integration professionals develop their economic expertise primarily from two sources to which they are professionally close: the young jobseekers themselves and the vocational training professionals. The unequal distribution of economic expertise is intensified by structural differences in the capacity to put it to use for each of the deliberative stakeholders.     

‘SUBTERRANEAN PASSAGES OF THOUGHT’: EMPIRE'S INSERTS

Scattered throughout Hardt and Negri's Empire are a number of short sections whose manifesto-like energy contrasts with the relatively expository style of the main text. These passages, modeled after the scholie of Spinoza's Ethics, are meant to suggest new ways of thinking about material already presented, to highlight the affective aspect of the material, and to point to hidden connections among different discursive elements. Several of these which did not appear in the published version of Empire for reasons of space are published here for the first time. The matters touched on are as diverse as those in Empire itself: Totality as a philosophical problem, the gender of biopolitical production, the relationship between genocide and the nationstate, the possibility of hope; the paradoxes of unemployment, the function of fear, postmodern prophecy,Hollywood's imperial fantasy, and the paradoxical relationship between being-against and love that has puzzled and fascinated many of Empire's readers.     

Coming Out of the Family Closet: Stories of Adult Women with LGBTQ Parent(s)

Research about children of LGBTQ parent(s) tends to be politically interested and evaluative, assessing the degree to which children with LGBTQ parent(s) are being raised well. As a consequence, much of that research glosses over the distinct experiences of children with LGBTQ parent(s) and how they tell their own stories. This article attends to that shortcoming by detailing how some children with LGBTQ parent(s) construct their identities. We draw upon data from interviews with 26 adult-children, specifically young, white women who were born to, or adopted by, heterosexual parent(s) who later divorced and began living as LGBTQ. We analyze the children’s interviews as coming out narratives, detailing how many tell a story of coming out as a process of growing up and negotiating specific family closets. We then discuss how these are gendered and racialized narratives of coming out, reflecting the way racism and sexism intersect with homophobia and the stories told about experiencing it. We also suggest that these are stories of a particular generation of adult-children, reflecting specific families and the homophobia of the times. We end by suggesting how future generations of adult-children with LGBTQ parent(s) will likely narrate their identities differently.

Organizing the organism: a re-casting of the bio-social interface for our times

I present a future-oriented look at sociology and anthropology's historical appropriation of the concept of organism. The ‘future’ of which I speak is one in which the biological and technological are blending together. In cultural and science studies, the figure of the ‘cyborg’ is often discussed in this context. But the cyborg tends to be treated as a specifically ‘postmodern’ innovation, whereas the organism has always invited the cyborg's ontological ambivalence. This sensibility goes back to the dawn of both the modern biomedical sciences and the social sciences. I begin on the relatively familiar terrain of the role that emerging medical conceptions of the organism in the mid-nineteenth century played in the formation of such founding figures of sociology and anthropology as Emile Durkheim and Franz Boas. I then move to the specific ‘relativization’ of Darwin's theory of evolution that fostered turn-of-the-century conceptions of the social organism, including that emergent entity, the ‘superorganism’, which figures prominently – albeit differently – in the attempts to characterize the uniquely ‘human’ character of culture and technology. Finally I look at one very explicitly ‘constructivist’ approach to the social organism promoted by the distinguished chemist Wilhelm Ostwald, who was in turn anathematized by Max Weber in one of the original episodes of sociology's disciplinary boundary maintenance. The pride of place that Ostwald gave to ‘catalysts’ in consolidating and enhancing social organisms – from business firms to academic disciplines – earns his perspective a second look in our time. I end with directions for further exploration, which include reviving Norbert Wiener's cybernetic vision.     

Un plafond à caissons : les femmes à l’EHESS

The feminization of employment at the École des hautes études en sciences sociales (EHESS) in Paris has fallen off after an early start and it remains low. This is not to be set down so much to the formally discriminating nature of the recruitment examination (concours) as to competition, the accumulation of social capital and the methods for producing job applications. The initial feminization owed much to long inhouse careers, as women were recruited without sitting for an examination but into subordinate positions from which they could move upwards. This trend came to a halt as this channel of recruitment was shut down and a more elitist, relational and competitive one was opened that leads fewer women to enter job applications. The situation is not a stalemate however. A group of women professors has managed to place the gender question on the agenda and this seems to have given a (weak) boost to feminization.     

COMPETITION AND COLLABORATION IN ONLINE DISTANCE LEARNING

For-profit firms use the internet to offer classes, courses and degree programmes in direct competition with nonprofit and government-supported colleges and universities. At the same time, many firms seek to partner with academic institutions in offering online instruction or distance learning.This paper outlines and discusses alternative models of academic/for-profit collaboration that are being developed in the USA. Collaboration requires the partners to define responsibilities for technology, administrative services, content development, promotion and student selection, instruction, awarding of credits and overall quality control. Firms may want to 'unbundle' the traditional faculty role of both course designer and teacher,and use different professionals for the two functions. Although most collaborations today involve non-degree programmes, many schools of business are working with for-profit firms to offer MBA degrees online. The diversity of higher education in the USA means that many different models will be tried. Collaborations will expand the markets for online distance learning, but a number of difficult issues remain to be resolved.     

Life Course Analysis—The Courage to Search for Something More

Abstract

In this paper we discuss middle-to-late life issues of the transgender and intersex communities. We demonstrate that these mid-to-late life issues are richly complex, full of courage, coping, risk, and resilience, and are grounded in a socio-ecological landscape of systemic actual and perceived violence and abuse. We examine how this socio-ecological environment affects the “normative” mid-life cycle processes. Practical examples are drawn from the author's field interviews and survey research over the past decade. We close by examining the effects of such a landscape on the middle-age life stage and examine its potential ramifications for old age as well.
