The E.S.S.E. Group Model

Social work practitioners today are having to deal with ever-increasing numbers of families falling into the at risk category. At the same time, the issues and problems facing these family units are often overwhelming and challenging to resolve. The E.S.S.E. Group Model, outlined in this article, is a new research based approach that was designed to address the most relevant concerns facing families today. It is a unique program that combines family life education within a support group framework. Initially, the model was developed for several school districts in the midwest. Counseling personnel had identified a need for a parent training program that would elicit higher levels of participation. The E.S.S.E. Model accomplishes that goal through its structured yet individualized curriculum along with its parallel and conjoint group set-up. The specific content and process guidelines of this new approach make it easy for clinicians to duplicate in a wide variety of settings. One of the model's curriculums is outlined in detail in this article. Readers will find that the E.S.S.E. program serves as an excellent example of the type of group intervention needed today to help revitalize at-risk families.

High stakes: U.S. nonprofit organizations and the U.S. standing abroad

This research sought to explain the agency of U.S.-based nonprofit nongovernmental organizations (NGOs) in the U.S. standing abroad, and explore the NGO role in the U.S. public diplomacy. A multiple-case study method was used to look at five 501(c)(3) organizations that receive predominantly private funding and operate globally. The data gathered from in-person interviews and corporate documentation were compared between cases, and synthesized across cases using the theory-building technique. While U.S. standing affects American NGOs’ practices and discourses, American NGOs’ behavior might have a bearing on the attitudes, perceptions, and opinions of international publics about the United States. Both the NGO-owned state identities and American NGOs’ reputation for autonomy and freedom of expression enhance the U.S. public diplomacy efforts.     

FORECASTING U.S. MORTALITY:

This article compares two methodologies for modeling and forecasting statistical time series models of demographic processes: Box-Jenkins ARIMA and structural time series analysis. The Lee-Carter method is used to construct nonlinear demographic models of U.S. mortality rates for the total population, gender, and race and gender combined. Single time varying parameters of k, the index of mortality, are derived from these model and fitted and forecasted using the two methodologies. Forecasts of life expectancy at birth, e₀, are generated from these indexes of k. Results show marginal differences in fit and forecasts between the two statistical approaches with a slight advantage to structural models. Stability across models for both methodologies offers support for the robustness of this approach to demographic forecasting.

Abstract

Preparation for blizzard conditions by respondents in Wood County, Ohio, in 1977–1978 was higher than expected; a majority of those who received warnings responded with further preparation, but planned little more preparation for the winter of 1978–1979. The best predictors of preparation were: place of residence, age, marital status, sex, and occupation. Variables best predicting plans to prepare for the approaching winter were: maintenance expense incurred as a result of the winter of 1977–1978, marital status, the number of family members at home during the blizzard, and place of residence.

The respondents had a reasonably clear understanding of their actual situation; there was little evidence to suggest they were poorly prepared and unrealistic at the same time. Further examination of the theory of “bounded rationality” to determine conditions under which it is most useful is suggested.

LOGROLLING IN THE U.S. CONGRESS

Does exchange, i.e., vote trading, occur in legislatures?!f so, is it quantitatively important or optimal? How important are political parties for the organization of logrolling coalitions? To address these questions, this paper investigates a broad range of votes where logrolling has been reported among interests favoring subsidies for urban, labor, and farm interests. The findings suggest that logrolling agreements are widespread, that many Democratic congressmen changed votes because of logrolling agreements, and that the Democratic party served to facilitate logrolling between its members. Furthermore, logrolling coalitions exhibited a strong degree if stability.

Despite recent trends away from the traditional medical model of service delivery, there appears to be a continuing reluctance among some rehabilitation professionals to fully enable people with disabilities to co-manage their own rehabilitation programmes. These same professionals may remain unaware that their behaviour discourages their clients from taking greater responsibility for solving problems and achieving goals of living. Contradictions in the beliefs and behaviour of service providers is, at grass roots level, perhaps exemplified by their adherence to formal case-team meetings which exclude service recipients. The need to re-define and alter the format of these conferences is the focus of this paper.     

Spatial variations in U.S. unemployment

Interstate unemployment rate differentials are large, tend to persist, and have not converged in recent times. The interstate differential in the natural rate of unemployment seems partially explained by several factors related to labor costs, including wage rates and such institutional factors as unionization, welfare, and probably tax policy. Differential welfare incidence may explain the black-white unemployment differential. Variations in intertemporal fluctuations in unemployment across states seem related to institutionalized wage rigidity caused by such factors as unions and welfare. For still unexplained reasons, unemployment tends to be higher in the West, deep South, and the industrial Midwest.
