In this response to Avtar Brah’s review of Race Otherwise (2017) I briefly clarify the relationship between the concepts ‘racism’, ‘race’ and ‘racialisation’. I expand my framing of the book as less about racism and more about specific processes of racialisation. To this end I draw on material from and beyond the book to illustrate the value of the concept ‘racialisation’ for understanding the afterlife of colonial divide and rule in South Africa and other former British colonies in Africa. I show the ways in which re-articulations of the ‘signification-action complex’ at the heart of processes of racialisation in post-1994 South Africa produce a politics of evasion as well as tensions between struggles for recognition on the one hand and on the other, struggles for justice and freedom. With these re-articulations come varying convergences - of claims of culture, belonging and victimhood, genomic science, jurisprudence and global discourse on indigenous rights – that reify notions of ‘race’ and ‘tribe’.  相似文献

This article explores contemporary uses of museum co-production for public policy through a sustained theoretical engagement with Tony Bennett's work on museums as an ‘object of government’. The specific focus is a theoretical discussion of the ‘logic of culture’ as it relates to new UK policy uses of participants' ‘experience’ as the desired site of authenticity at the very same time as the process of expressing this authenticity is located as a site for reform. It is argued that Bennett mobilizes two techniques of scale (fixing the analytic lens of governmentality and drawing on a strong scalar correspondence of power) in order to secure a relatively disciplinary reading of governmentality and to foreclose the resistant possibilities of cultural politics. Drawing on the differences between practices associated in UK museums with ‘access’ (which works through the dis-intensification of the difference between the museum and everyday life) and with ‘social impact’ (which requires a re-intensification of this difference in order to increase the visibility of effect), this article concludes by countering Bennett's more disciplinary uses of Foucault with the Foucault of ‘The Subject and Power’. It is argued that the ‘logic of culture’ can be calibrated to varying intensities in considering the coming-into-relationship between the museums and those-to-be-involved. It is specifically argued – following Foucault's spatializaton of ‘thought’ as distance (limit-attitude) and ‘counter-conduct’ as proximity – that the ‘logic of culture’ might be actively re-calibrated to use the spatialized dynamic of distance and proximity to create spaces which might allow the museum and its associated policy – not just those involved – to be affected by the co-production encounter.  相似文献

ABSTRACT

This article explores the representation of refugees in Mohsin Hamid’s Exit West, a novel which has been widely celebrated for its response to the refugee crisis of its contemporary moment. In a distinct echo of Salman Rushdie’s claim, thirty-five years earlier, that it ‘may be argued that the past is a country from which we have all emigrated’, Hamid’s novel similarly claims that ‘we are all migrants through time.’ Moreover, like Rushdie’s fiction, Hamid’s novel incorporates elements of magical realism: its protagonists escape their unnamed war-torn city through a ‘door’ that instantaneously transports them to Mykonos, and they subsequently travel through other such ‘doors’ to London and California. Their story is interspersed with a series of vignettes in which other migrants also find themselves magically transported across national borders. As well as considering the ways in which Hamid’s novel seeks to humanise refugees, this article considers the novel’s evocation of a world in which human beings – like capital, images, and (mis)information – have gained access to largely ungovernable networks of instantaneous travel across vast distances. It argues that Hamid’s novel is not just ‘about’ refugees but also constitutes a reflection on how they and their journeys are represented and mediated by actually-existing technologies.  相似文献

Literature on international migration from India in the past has focused on the formation and development of ‘Indian diasporas’; that is, Indians who have moved to various parts of the world and maintain socio-economic, cultural and political lives in India as well as other countries. However, little attention has been paid toward ‘temporary migrants’ who have migrated to different countries with a temporary visa and in the course of time extended their visas to become ‘permanent residents’. Temporary migration from India has become a common trend over the last two decades, especially since the acceleration of globalisation and the developments in the fields of information and communication technologies. Although it is argued that this type of migration took place in the past – for instance, Indians migrated to British, French, Dutch and Portuguese colonies during the nineteenth and early part of the twentieth centuries as indentured labourers for a period of three to five years and later extended their stays – what is new about the current trend is the new state policies of different host countries and the socio-economic and cultural background of the immigrants. This paper is an exploratory study of this contemporary phenomena of movement from ‘temporary migrant’ to ‘permanent resident’, a phenomena which has not been given much attention by academicians and policy makers in India. The present paper outlines this trend with an illustration of Indian H-1B visa holders in the United States.  相似文献

Abstract

The ethnographic endeavour is often riven by a tension between two claims to the ‘right’ to research asserted either on the basis of identity claims or professional expertise. A closely associated debate within the academy is characterised by an oscillation between concern about uneven power relations and the desire to maintain effective research practice. Attempting to address the absence of voices of ‘subjects’ in this debate, I discuss the issue with musicians who critique both notions of identity and academic expertise as providing ethnographic authority, and propose a shift in discourse from rights to responsibility. This progresses beyond essentialism but insists that structural power inequalities between researchers and researched be accounted for, thus moving towards more situated, responsible ethnographic theory and practice.  相似文献

A number of post‐apartheid literary works revisit nineteenth‐ to early twentieth‐century Indian Ocean passages. Bringing into visibility South Africa’s other ocean – until recently largely occluded by the conceptual bedazzlement of the black Atlantic – they unsettle some of the paradigms through which it has been imagined. This article explores five such novels, which articulate or critique various citizenship claims through a poetics of (un)settlement. One strand from this cluster employs rhetorical strategies such as an ‘Atlantic register’ to translate oceanic routes into territorial roots, mobility into autochthony; the other registers a more unsettled state as it scrutinises the gendered politics of home‐making and national belonging, and issues a retort to the multicultural imagination.  相似文献

Many studies have explored the security logic of EU policies on migration and asylum, which served as the legitimizing factor for adopting restrictive measures and for cutting back the rights of third-country nationals. The involvement of the European Commission in this policy area after the Treaty of Amsterdam came into force signalled a move towards more liberal immigration policies, which recognized the positive contributions made by labor immigrants. However, the terrorist attacks of September 11 brought the liberalization of European migration policy to a halt. In the context of these developments, this paper aims to readdress the security–migration nexus, utilizing but also extending the concept of ‘securitization’, developed by the ‘Copenhagen School of Security Studies’. By analyzing institutional developments in the area of internal security in the EU, it demonstrates that the events of September 11 did not initiate the insecurities, uncertainties, ambiguities and complexities in regards to migration policy; rather they accelerated dynamics that were already deeply rooted in the emerging European internal security regime. The paper concludes that the discourse that links migration to security is a construction that is both exaggerated and problematic, yet it has been further reinforced in the post-September 11 context.  相似文献

Intellectual property (IP) rights policy has long been driven by rights-holder interests, leading to IP regimes focused on protecting private property at the expense of broadening public access to cultural works. The rise of instant, low-cost digital sharing practices, however, forces the sociolegal construction of IP as ‘property’ into crisis by contradicting the conception of creative works as commodities that can be exclusively ‘owned’ and exchanged. This cuts into a classic social science debate over how best to balance individual rights against collective interests, which has played out in liberal society through tensions between contradictory principles seeking to uphold the sanctity of private property (the principle of ‘Individual Freedom’) while also correcting social inequality (the ‘Equal Means’ principle). While IP policy has historically developed largely in accordance with Individual Freedom, digital sharing of creative works is premised instead on Equal Means. As these forces collide, the question at stake is whether crisis in the status quo conception of property rights disrupts existing power relations, with implications for the logic of policy development in the digital age. To address this question, I test for continuity of the predominant trend in IP policy-making using recent legislative changes to the Canadian copyright regime. I find that, contrary to expectations, policy changes do not manifestly favor rights-holders. Rather, legislative outcomes are split between modest protections for rights-holders and clear gains for rights of open access. I take this as evidence of the increasing complexification of IP policy in response to mass digitization.  相似文献

This article examines diasporization practices – practices through which homeland and diaspora communities engage each other – as a prism through which to explore the process of nation-building and the formation of national belonging. Instead of treating ‘nation’ or ‘diaspora’ as bounded entities, it explores the various ways through which members of diaspora communities negotiate their position vis-à-vis national homeland movements on the one hand and host societies on the other. Specifically, it examines practices of fundraising, diasporic lobbying, the extension of citizenship to members of diaspora communities, and the consumption of images through communication technologies. Through these ongoing, negotiated encounters, ‘homeland’ as well as ‘diaspora’ are produced. Close examination of these practices may offer fresh insights regarding the process of nation-building in the diaspora that has a heuristic value beyond this particular setting.  相似文献

The 1950s and 1960s were a ‘golden age’ of medical progress: an era of high expectations, widespread faith, and life‐saving innovations. In the 1970s, as it gradually became clear that medicine's technological advance also contributed to the rising costs of health care, policy makers began to question the ways in which new technologies diffused. Sociologists soon found that professional and institutional interests, the search for competitive advantage, and processes of ‘institutional isomorphism’ played major roles. By the end of the millennium, as a result of growing patient (and ‘health care consumer’) activism, and of globalization, the context in which new technologies were developed, introduced, and used had become politicized, and technologies had become more heterogeneous. The patient perspective offered a new vantage point from which to study medical technology in use, and one which fitted many sociologists' normative and methodological commitments. Many recent sociological studies highlight failures, contradictions, and the (often concealed) interests involved in the promotion of new drugs and other medical technologies. However, resources for studies aligned with dominant interests, perspectives, and claims are more readily available.  相似文献

The present article offers an account of Swedish integration policies in the post-war period. The theoretical purpose is to assess Christian Joppke’s hypothesis that recent trends of integration policy convergence have rendered the national model approach analytically useless. The analysis shows that Sweden deviates, in some important respects, from the European trend by not formulating demands that link integration achievements to immigrants’ access to fundamental rights. The conclusion is that the Swedish case does not support Joppke’s hypothesis, but rather indicates that path dependency of national models is a valid explanation to ongoing developments. It is argued that the Swedish exception should be understood as an expression of the persistent impact of a policy logic according to which integration requires that all citizens have equal and universal access to certain fundamental rights. The article builds on general comparisons with European policy developments and uses Denmark as a more specific reference point.  相似文献

This article discusses the emergence, in the field of crime and safety, of a formula of government that can be called neoliberal communitarianism. This is a paradoxical governmental strategy that combines a focus on ‘individual responsibility’, ‘community’ and a ‘selectively tough state’. The discussion is based on the Foucaultian triangle of strategy, political programmes and techniques. The substance of this application consists of a discussion of recent Dutch political programmes and techniques in crime and safety policies. The discussion includes the local case of Rotterdam, a city at times regarded as a ‘policy laboratory’. Specifically, the role that notions of citizenship and community play in crime and safety policies is analysed. We hereby point at two different manifestations of responsibilization – repressive responsibilization and facilitative responsibilization – aimed at two governmentally differentiated populations. In addition, we describe how neoliberal communitarianism entails the selective exclusion of subjects imagined as ‘high risk’. Because the government of crime tells us much about the government of ‘society’, neoliberal communitarianism is a useful concept to grasp contemporary changes in government in the Netherlands and in other European countries.  相似文献

Through an ethnographic examination of legal processes in Family Court, this article maps some of the circumstances which Indian Muslim women confront in the area of Family Law. It provides a portrait of the politically interested spaces which govern their lives, indicating the osmosis between ‘religious,’ cultural and legal realms, rather than essentialisms about the nature of Islam. It provides a reminder that we can no more separate religious practices fundamentally from patriarchal logic than we can separate jurisprudence and the workings of law, indeed the State, from its constitution in multiple embedded sites of patriarchal logic and race and imperial regimes. Optimal strategies for Indian Muslim women to be socioeconomically and legally empowered are also interrogated in this context, as the paper explores the ways in which gender equality and cultural difference and community support can, or not, protect women. It emphasizes the importance of problematizing both notions of ‘community’ and ‘gender equity’ in any attempt to address women's rights and needs.  相似文献

In recent years, organizations on the American Christian Right (CR) have become established actors at the United Nations, working to limit international agreement on developments seen as ‘anti-family’, such as women’s rights, population policy and abortion. At the same time, the Vatican has established itself as a strong voice opposing international law and policy on women’s rights. For both actors, women’s rights represent a direct challenge to the ‘natural family’ and hence a particular world vision premised on a sexual division of labour. While women’s rights is a central preoccupation for both actors, ‘homosexuality’ and the prospect of lesbian and gay rights and ‘gay marriage’ is also a recurrent theme, intricately connected to women’s rights. This article explores the relationship between women’s rights and homosexuality as drawn by these two actors. It asks why, in an international arena that offers little concrete recognition of, or protection for, lesbian and gay identities both the CR and Vatican are concerned about a presumed homosexual agenda. It also explores what role the debate about women’s rights plays in facilitating this ‘homosexual agenda’. In addressing these questions, this article seeks to explore, and raise further questions about international women’s rights as a language for international discussion about social relations.  相似文献

This article examines the narrative strategies through which Polish migrants in the UK challenge the formal rights of political membership and attempt to redefine the boundaries of ‘citizenship’ along notions of deservedness. The analysed qualitative data originate from an online survey conducted in the months before the 2016 EU referendum, and the narratives emerge from the open‐text answers to two survey questions concerning attitudes towards the referendum and the exclusion of resident EU nationals from the electoral process. The analysis identifies and describes three narrative strategies in reaction to the public discourses surrounding the EU referendum – namely discursive complicity, intergroup hostility and defensive assertiveness – which attempt to redefine the conditions of membership in Britain's ‘ethical community’ in respect to welfare practices. Examining these processes simultaneously ‘from below’ and ‘from outside’ the national political community, the paper argues, can reveal more of the transformation taking place in conceptions of citizenship at the sociological level, and the article aims to identify the contours of a ‘neoliberal communitarian citizenship’ as internalized by mobile EU citizens.  相似文献

This paper argues for a renewed research agenda on the transnational mobility of young people across both youth studies and migration studies. We review key literature across these fields, before arguing for a new conceptual framework that helps to further extend the emerging interdisciplinary space of ‘youth mobility studies’ (Raffaetà, Baldassar and Harris 2016). Our central proposition is that mobility has become an important marker and maker of transitions for youth in many contexts globally. We argue that a conceptual advance is required to understand the unique circumstances of a generation ‘on the move’ as they navigate diverse and non-sequential social, civic and economic practices of ‘adulthood’, and propose the conceptual framework of mobile transitions as a timely new agenda. ‘Mobile transitions’ describes transition pathways under conditions of mobility but also emphasises two key claims around the further development of transnational youth mobility research. The first is the importance of an orientation towards spatio-temporal complexity, multiplicity and fragmentation of both ‘youth transition’ and ‘migrancy’ as scholarly concepts and lived experiences. The second is an argument for understanding ‘mobile transitions’ in relation to three intersecting domains – economic opportunities, social relations and civic practices – rather than through linear notions of the achievement of economic and social autonomy.  相似文献

In February 1993 when the Prime Minister proclaimed that ‘society needs to condemn a little more and understand a little less’, and the Home Secretary referred to ‘really persistent nasty little juveniles’ (Daily Mail, 22 February 1993), they set the tone for subsequent policy and practice in relation to children in trouble. It is a policy and practice which in ‘condemning more’ and ‘understanding less’ rides roughshod over the welfare needs of children and negates their claims to justice. Moreover, the representation of children as ‘really persistent nasty little juveniles’ has apparently served to legitimise the harsh excesses of government responses. This paper challenges such ‘legitimacy’ and calls for a fundamental change in the policy and practice relating to children in trouble.  相似文献

Criticizing modern citizenship’s emphasis on the ‘nation’ as a homogeneous body of citizens, recent citizenship conceptions draw attention to diverse group identities and their differentiated rights‐claims. By way of scrutinizing different disability organizations, this paper analyzes the struggles by people with disabilities in Turkey and examines whether these could be perceived as claims to new forms of citizenship. It argues that due to the institutional, political, cultural and historical specificities of Turkey, most non‐governmental organizations maintain relations of patronage with state actors. Far from initiating a rights‐based discourse, their activities cannot be perceived within recent citizenship frameworks. Yet, parallel to Turkey’s accession process to the EU and technological developments, alternative forms of organizing started emerging at the virtual level. These are the harbingers of a relatively more rights‐based discourse.  相似文献

Green technological innovation is the subject of much current research because it is expected to serve ‘competitiveness’ and ‘ecological modernization’. Research needs to be extended to cover institutional innovation and the combined socio‐political impacts of the new environmentalism. One entry into this area is to examine the links between science, environmental protection, innovation, and the distribution of political power. It is argued that institutionalized science — or the research‐cum‐consultancy enterprise — thrives on the claim that it is able to solve fashionable’ problems, especially future ones, by technological progress. There is little historical reason to reject such claims. However, these claims make science, and especially the environmental sciences, of immediate interest to those seeking new powers or defending existing privileges or markets. Proposed solutions tend to be threats to vested interests and distributions of wealth and influence. But the power of science reaches beyond responding to the concerns of the day, it strives to select those problems for society which create markets for planned research agendas and technologies still on the computer screen. The research enterprise, at the root of much technological and technical innovation, is not likely to succeed in imposing its choices on society without support in the market place or from government. It therefore becomes an important, if neglected, political actor, influencing and persuading not only with appeals to rationality, but also with promises of enhanced security, health and wealth. Having identified and selected problems, these are presented to society with pleas for remedial or preventive action. This paper reflects on the impact of these pleas on contemporary world politics. It is concluded that political systems must learn to evaluate and judge scientific claims more cautiously because research networks and the informal influence of science entrepreneurs on ‘the public’ tend to turn environmental change into policy problems. Once technological fixes’ are offered simultaneously, potential implementor and enforcers form alliances demanding state intervention to resolve the alleged problems. How real is the global environmental problem — the allegedly evergrowing ökologische Problemdruck? Does the seeking of green competitiveness in the ‘North’ in the name of preventing catastrophe, whilst de facto opposing industrialization and resource developments in the ‘South’ in the name of ‘sustainable development’, represent the essence of global politics of the 1990s?  相似文献

The meanings of care are contested – the approaches to care in the development and feminist literature have varied greatly. At the same time, care is a common word, loaded with moral meanings concerning notions of duty and love, and care is commonly associated with women. These associations are not innocent; they have concrete effects in shaping different policy agendas and institutional responses to care and care work. While the feminist meanings of care stem from feminist philosophy, feminist economics, and feminist social policy research, these meanings compete with the more conservative and traditional meaning of care in the development discourse. This article provides a conceptual introduction to care, and aims to show how the different understandings of it affect the ways policymakers approach the issue. Depending on the way care is framed, policies and practices can be designed and implemented in transformative ways, in the sense of supporting carers – predominantly women – and lightening their care burdens, while challenging the notion that this work is intrinsically ‘female’ and of lesser importance than work seen as ‘productive’. The article invites development practitioners to reflect on their own views about care, and to identify what can be done to recognise, reduce, and redistribute care at multiple levels.  相似文献
