Housing stability is essential for young adult development. Older youth and young adults transitioning from public systems of care, such as foster care, the public mental health system and residential settings, commonly experience high levels of transience and housing instability. In recent years, supportive housing policies and programs have emerged to address this situation, yet we know little about whether (or not) new programs are meeting the needs of youth in transition, and, if so, how they are addressing the unique developmental, social, and emotional needs of this population. This study is one of the first to speak directly with young adults living in a supportive housing program designed specifically for youth transitioning out of children's systems of care. Study participants spoke about both their overall transition experience and their views on the housing program where they reside. The study conducted four focus groups (N = 26) with transitioning youth and young adults, ages 18 to 25 (Mean age = 22), in order to explore the following three broad research questions: 1) what is it like to make the transition to adulthood from public children's systems of care?; 2) how does the supportive housing model they reside in shape their transition experiences?; and, 3) how do they experience the services and staff who are part of the program? Data analysis included grounded theory coding techniques and constant comparison with four coders. Results suggest that participants feel like they continue to be treated as children, and they receive mixed messages regarding their need to be increasingly autonomous, yet follow the rules. Finally, they reported specific aspects of what they found to be helpful in both staff relationships and overall program components. These themes constitute the results of the study. Findings underscore the importance of both listening directly to service users, and developing young adult supportive housing programming expressly designed to meet the unique needs of marginalized young adults transitioning to increased independence and self-sufficiency.  相似文献

Alternative approaches to power in youth politics are needed to overcome the conceptual dichotomy between youth political action that is either linked to – or delinked from – state institutions. This paper offers an alternative drawn from a study that sought to empirically explore, and build theory upon, how teenagers construct their political action. Our qualitative study among 10 activists aged between 17 and 19 in a medium-size city in Northern Sweden found that youth constructed their political action as four different processes: moving from consciousness to action, moving from personal experience to shared goals, moving from social activities to political activities, and moving from single to multiple arenas. We integrated these processes in the concept Youth Politics as Multiple Processes. Youth efforts to bring about these processes were not always fruitful because, as their political action gained complexity, youth faced greater constraints for recognizing, addressing and challenging power from age-based exclusion, state-centered definitions of politics, and adult disinterest in youth demands. According to our findings, youth constructed political action based in an approach to power that was not state-centered. We linked our findings to youth politics research and social movement theory that similarly proposed alternative approaches to power.  相似文献

Young people's ‘ageing out’ of foster care has been described as stark and abrupt, in sharp contrast with the gradual process of transitioning to adulthood experienced by parented youth in the general population. Research has demonstrated that being supported during this transition is associated with a variety of health, social, and educational outcomes. The purpose of this article is to report former foster youths' perspectives on their informal supports, what difference these supports made for them, and what they believed would be useful in their transition to adulthood. Data came from semi-structured interviews with 43 former foster youth aged 19–26. Findings revealed that while approximately half the informants reported having support from family, most did not have family whom they regularly relied upon for emotional, practical and/or financial support. Further, while nearly all youths indicated that having support made a difference to them, many also noted that for daily living, they were on their own. The study's findings are an important reminder of the gulf existing between youth from care and parented youth in terms of their access to support during their journey to adulthood.  相似文献

While ‘care’ has been positioned as a core value of the social work profession since its inception, the increasing influence of neoliberal rationalities have placed care on the periphery of social work theory and practice. Social work scholars have promoted the incorporation of ethic of care theory into direct social work practice as a means of countering the effects of a context that is antithetical to caring practice. I present findings from my Australian study, providing an original contribution by presenting concrete understandings of how social workers enact care in everyday direct social work practice. The study was guided by a grounded theory approach. Fifteen social workers were interviewed using a semi-structured interview schedule. The interviews were analysed using constructivist grounded theory techniques. ‘Meeting needs’, ‘just being there for clients’, ‘building relationships with clients’, and ‘going the extra mile’ were some of the ways that participants demonstrated care in their practice. Constraints on care were challenged and resisted by ‘taking a stand’, ‘bending the rules’, ‘picking battles’, ‘justifying care’, and ‘taking risks’.  相似文献

The literature suggests that residential care for children and youth is associated with a negative social image harmful to their wellbeing. However, the social images of children and youth in residential care and of the residential care institutions have received no systematic study. The current study seeks to examine the social images associated with children and youth in residential care and the respective care institutions in Portugal. The sample of 176 participants in the present study was comprised of individuals with and without professional contact with children and youth in residential care. Participants responded to an open-ended questionnaire requesting attributes and characteristics of children and youth living in residential care as well as attributes associated with residential care institutions. The data collected were analysed through Discriminant Analyses, Z Tests and Multiple Correspondence Analyses. Results show that children and youth are primarily described with negative attributes (e.g., sad, rebellious, deprived, lonely) while residential care institutions are mainly described with positive attributes (e.g., cosy, secure, affectionate, comfortable). Results also show that the social images of children and youth in care and the respective care institutions are heterogeneous and present different profiles. Finally, there will be a discussion of the implications of these results for practice, namely the importance of raising awareness about existing biased social images and how to deconstruct them.  相似文献

Providing the foster child with a forever family through adoption is often seen as a happy ending to the long and painful journey through foster care. This qualitative study explores this complex journey from foster care to adoption from the perspective of 30 young adults aged 18 to 25 who were adopted from the foster care system after the age of 8. The results indicate that the foster and adoption experience for these youth cannot be compartmentalized when trying to understand the impact adoption has had on their overall sense of self. Implications for future research to explore the emerging concept of foster/adoptive identity for older youth adopted through the foster care system are provided.  相似文献

Among child welfare professionals there is agreement on the negative consequences for youth who age out of foster care without an attachment to a caring adult. There is a particularly challenging sub-population of youth in foster care at highest risk for this scenario: special-needs youth who reside in a congregate care setting and who have been freed for adoption. This paper details the “Parent for Every Child” initiative (PFEC), a federally funded diligent recruitment program which targeted special needs youth who resided in congregate care settings and who had been freed for adoption. PFEC had two primary objectives: 1) identify effective recruitment strategies for matching caring adults with youth in need of permanence and (2) improve permanency outcomes for youth in the target population, inclusive of both legal and relational permanence. The methods used for studying the initiative are described as well as the study's randomly assigned participants, inclusive of both intervention and control groups. Findings related to the initiative's main goals are presented with respect to: the various recruitment strategies employed by project staff and staff working in the control condition; the extent to which those efforts yielded “matches” between youth in need and potential resource families; and, the extent to which youth enrolled in the PFEC project had better permanency outcomes compared to youth in the control group. The limitations of the study are discussed as well as promising directions for future research in this area.  相似文献

This study uses secondary data from the Multi-Site Evaluation of Foster Youth Programs, a randomized controlled trial of four independent living programs for youth in foster care. The subject of this investigation is the Life Skills Training Program (LST) of Los Angeles County, CA. We had three interrelated aims: (1) Evaluate the effectiveness of the LST program as compared to services as usual on the change in social support over time; (2) Examine the differences over time in social support by race and ethnicity among LST participants; and (3) Investigate the explanatory value of prosocial activities, educational involvement, current living arrangement, employment, victimization experiences, placement instability, and behavioral health symptomology on changes in social support over time among LST participants. We employed multilevel longitudinal modeling to estimate growth in social support over three time points (baseline, first follow-up, and second follow-up) among 482 youth (n = 234 LST; n = 248 control). We found a significant reduction in social support across the three time points. But, there was no difference in the social support trajectory between the LST and control groups. In addition, no racial/ethnic difference in the social support trajectory was detected. Results underscore the need to critically examine how independent living programming is intended to increase social support and whether modifying these practices can improve promotion and maintenance of social support for youth who age out of foster care.  相似文献

This qualitative study explores the factors contributing to the college matriculation of African Americans formerly in foster care. One-on-one interviews were conducted with 10 participants who were enrolled in diverse colleges and universities. The findings reveal that the participants’ social circumstances and the maltreatment they endured before and while in foster care were key influences on their decisions to go to college. These resilient participants predicted better lives through educational means. The results suggest the need for cultural focused counseling services, mentor programs, and college preparatory programs for older youth interested in college. The implications of the findings for social workers, helping professionals, and higher education systems are presented.  相似文献

This study examines the youth society which was created in the lycées and collèges of France in the nineteenth and early twentieth centuries. Using literary and social-historical records the personal and social experiences of youth in this milieu are delineated. A literary ethnography is constructed that presents a composite portrait of these actors'lives and society. In addition to certain beliefs, practices, and rules, authoritarian/coercive relations and hierarchical social structures are found to characterize this youth society. Attention is directed to the importance of explaining the emergence of this historical instance of a youth society within an elite school system in a way which identifies important structural processes operating in this setting and the larger societal context.  相似文献

SUMMARY

This article contributes to the development of a critical social theory of youth empowerment which emphasizes collective efforts to create sociopolitical change. It draws upon analysis of four youth empowerment models, and upon findings from a participatory research study which identified key dimensions of critical youth empowerment: (1) a welcoming, safe environment, (2) meaningful participation and engagement, (3) equitable power-sharing between youth and adults, (4) engagement in critical reflection on interpersonal and sociopolitical processes, (5) participation in sociopolitical processes to affect change, and (6) integrated individual- and community-level empowerment. It concludes with discussion of the measurement of outcomes, and the challenges and opportunities for empowerment in youth organization.  相似文献

A key but often overlooked aspect of intentional, out-of-school-time programming is the integration of a guiding theoretical framework. The incorporation of theory in programming can provide practitioners valuable insights into essential processes and principles of successful programs. While numerous theories exist that relate to youth development practice, they often remain inaccessible to practitioners. Therefore, the goal of this article is to synthesize two theoretical perspectives, the social development model and self-determination theory, into a practitioner-friendly programming framework. The resulting social development programming model outlines specific components, processes, and outcomes of effective and intentional youth development programs.  相似文献

Paramedics provide emergency service in physically hazardous and socially complex situations. These work settings present unique challenges in terms of managing resources and relationships in a multicrisis context, in order to enable the delivery of emergency patient care. Using data obtained from interviewing paramedics, this study demonstrates the usefulness of symbolic interaction theory for context analysis, by analyzing an important aspect of paramedic practice: scene management. Through grounded theory methodology, this study also presents the first interactionism‐based theory of how paramedics manage emergency scenes. This theory emphasizes the critical role of social processes in establishing social control in work spaces.  相似文献

This study presents findings of a formative evaluation of an innovative pilot program designed to reunify and reintegrate foster youth with complex mental and behavioral needs in residential treatment centers or therapeutic foster care with their families in the community. Data collection methods included in-depth structured case file reviews and semi-structured interviews with the youth, as well as their caregivers, Child Protective Services caseworkers, and pilot program staff. The participants provided important insights regarding system, program, and case-level barriers to the successful reunification of these youth back into the community. Abstract

The purpose of this study is to examine young care leavers’ experiences of supportive and nonsupportive factors after leaving care. Telephone interviews were conducted with 65 young people, between 18 and 26 years old, who had left care in Sweden within the previous 3 months to 3 years. The care-leaving process was in many cases described by the young people as badly planned and compressed. Some interviewees received support from the formal network (social services, foster carers, residential homes, contact persons) for housing (37) and financial matters (36), but few received support from the formal network concerning employment (14) and education (11). Emotional support was mainly provided by partners and friends. Altogether, the results suggest that access to support is a helpful factor for young people leaving care, but also that many of our interviewees had no such access, from neither formal nor informal networks.  相似文献

Researchers and others are worried about the marginalization of vulnerable youth who drop out of school and work. Frontline workers are key support givers for vulnerable youth, but they have been described as professionals who lack a recognized body of knowledge they can rely on. This article investigates vital frontline roles and tasks related to job inclusion of vulnerable youth. Qualitative data are drawn from 16 Norwegian pilot projects aimed at developing social work approaches among vulnerable youth. The challenges and the support provided resemble those in other European countries. Cross-case analysis suggests four main support roles: (1) administration and securing of basic needs, (2) connection and relationship building, (3) job enabling, and (4) job customisation. Combining roles 1 and 2 with roles 3 or 4 seems to improve the outcomes, meaning that they improve the capabilities of vulnerable youth to find and master a job when that is something they have reason to value. Since this topic has been little explored for vulnerable youth, this article contributes to further developing job inclusion support for this target group in particular.  相似文献

African American and Latino youth who reside in inner-city communities are at heightened risk for compromised mental health, as their neighborhoods are too often associated with serious stressors, including elevated rates of poverty, substance abuse, community violence, as well as scarce youth-supportive resources, and mental health care options. Many aspects of disadvantaged urban contexts have the potential to thwart successful youth development. Adolescents with elevated mental health needs may experience impaired judgment, poor problem-solving skills, and conflictual interpersonal relationships, resulting in unsafe sexual behavior and drug use. However, mental health services are frequently avoided by urban adolescents who could gain substantial benefit from care. Thus, the development of culturally sensitive, contextually relevant and effective services for urban, low-income African American and Latino adolescents is critical. Given the complexity of the mental health and social needs of urban youth, novel approaches to service delivery may need to consider individual (i.e., motivation to succeed in the future), family (i.e., adult support within and outside of the family), and community-level (i.e., work and school opportunities) clinical components. Step-Up, a high school-based mental health service delivery model has been developed to bolster key family, youth and school processes related to youth mental health and positive youth development. Step-Up (1) intervenes with urban minority adolescents across inner-city ecological domains; (2) addresses multiple levels (school, family and community) in order to target youth mental health difficulties; and (3) provides opportunities for increasing youth social problem-solving and life skills. Further, Step-Up integrates existing theory-driven, evidence-based interventions. This article describes Step-Up clinical goals, theoretical influences, as well as components and key features, and presents preliminary data on youth engagement for two cohorts of students.  相似文献

Although several criminologists and social scientists have drawn attention to the high rates of mental and cognitive disability amongst populations of young people embroiled in youth justice systems, less attention has been paid to the ways in which young people with disability are disproportionately exposed to processes of criminalisation and how the same processes serve to further disable them. In this paper, we aim to make a contribution towards filling this gap by drawing upon qualitative findings from the Comparative Youth Penality Project – an empirical inter-jurisdictional study of youth justice and penality in England and Wales and in four Australian states. We build on, integrate and extend theoretical perspectives from critical disability studies and from critical criminology to examine the presence of, and responses to, socio-economically disadvantaged young people with multiple disabilities (complex support needs) in youth justice systems in our selected jurisdictions. Four key findings emerge from our research pertaining to: (i) the criminalisation of disability and disadvantage; (ii) the management of children and young people with disabilities by youth justice agencies; (iii) the significance of early and holistic responses for children and young people with complex support needs; and (iv) the inadequate nature of community based support.  相似文献
