We present a model of courtship in which the timing of marriage is affected by the cognitive dissonance between perceived norms and personal aims. We argue that as long as the family has been the main provider of social protection, marriage has been favoured by strongly felt social norms, and thus people accepted less-than-ideal partners early on in their search in order to minimise the dissonance caused by the non-adherence to the custom. Once the Welfare state has replaced the family, these norms have lost their strength, so that agents can afford the luxury of searching their preferred partners at length without feeling at odds with their social duties. The model yields predictions in line with relevant stylised facts: the raising age of marriage, the prevalence of assortative mating and the common occurrence of divorce in the early years of marriage. We finally discuss the impact of late marriages on fertility, and argue that there need not be negative consequences if the declining role of the family becomes socially accepted, and alternative arrangements are made possible and indeed encouraged by means of an appropriate family policy.  相似文献

Literature on social protection, inequality, and poverty suggest that social protection programs are the policy tool for the eradication of poverty and inequality. The exact targeting of beneficiaries is the most important pillar behind the success of every social protection schemes. Asian Development Bank introduced Revised Social Protection Index in 2010, which is used by several studies for the evaluation of social protection schemes. The current study estimates the revised social protection index of Pakistan for the years 2011 and 2013. During 2011, the average per capita expenditure on social protection was 5.1% of the poverty line expenditure, whereas during 2013, average per capita expenditure on social protection was 5.3% of the poverty line expenditure. The disaggregated form of social protection index indicates that the coverage of social protection programs are low in Pakistan. The expenditures on social protection programs are high for the non-poor and very low for poor. The gender-based disaggregated form of social protection index shows that women have a lower value of social protection index than do males.  相似文献

In recent years there has been a renewed interest among European social workers in providing family support in the growing area of child and adolescent mental health. As the European Union enlarges and embarks on the development of social policy, the opportunity arises to learn from experience in each member country and share knowledge. This paper reflects on the British experience where professional social work practice has attempted to shift from a residual child protection stance, towards a more preventive and supportive mode. This paper examines a range of family support policy and practice interventions with particular reference to models of assessment, methods of support, and measures of effectiveness. The conclusion is that there is in Britain a renaissance in indirect, voluntary, non-governmental family support more usually associated with continental European countries. However, this is on the basis of limited empirical evidence of long term effectiveness, and could, paradoxically, contribute to the retrenchment of professional social work throughout Europe, as enlargement puts economic pressure on countries to cut costs and reduce the scope of professional social work activity.  相似文献

The paper describes how the involvement of non-profit organisations (NPOs) in welfare politics in Italy has historically developed in a mutual accommodation with the state, which has prevented the growth and the public recognition of an independent third sector. Using data from official statistics and recent research on non-profits, three analytical dimensions of the relationship between State and the third sector are considered: the resource exchange; the division of responsibility for delivering public services; and the dynamics of social policy making. The study indicates that distinctive features of the ‘welfare mix’ in Italy have been: the attribution of public status to many NPOs as a consequence of an arrangement between Church and state; the weakness of state guidance, in spite of the generous economic assistance provided to NPOs by the state; the substitutive role of NPOs in providing basic public services; and the emergence of informal arrangements between public authorities and NPOs mediated by political patronage. In Korea, family policy as a public policy gained interest in the 1980s, when the Ministry of Health and Social Affairs (since January 1995 the Ministry of Health and Welfare) renamed the Maternal and Child Bureau the Family Welfare Bureau. This paper first presents a brief overview of the traditional family system and values in Korea and examines changes in economic and social indicators, changes in family functions and roles, and changes in attitudes toward family that have occurred following industrialization and urbanization. The paper then briefly explains some of the problems Korean families face today. It next examines the Family Planning Program and its results. This article investigates how “social innovation” made its way onto the European Union (EU) agenda and how this notion has been creatively used to advance distinct policy goals. It does so by analysing the resources the EU provided to promote social innovation over the period 2006–2014. Three main conclusions arise. First, between 2006 and 2010 the label social innovation was rarely used, although several EU instruments and processes supported it. Second, throughout 2009–2010, the European Commission’s Bureau of European Policy Advisers played a key agenda setting role in flagging social innovation on the eve of the Europe 2020 Strategy. Consequently, and third, since 2010 social innovation has been explicitly mainstreamed into the EUs new growth strategy. This phase is characterized by a stronger emphasis on “social entrepreneurship” and “social experimentation”. As a result, social innovation has become an important tool in the European Semester’s focus on the reform of the welfare state.  相似文献

Beginning in the 1980s, Mexico's social and labour policies took a neoliberal turn which exacerbated inequalities, poverty and social exclusion. The change of policy course that has occurred over the past decade has so far failed to bring about a critical review of the country's economic model and its social consequences. The role of the State has been systematically cut back; social services have been outsourced to the market; and informal family‐based social protection has gained ground. Mexico's social model has thus been reduced to a system that is almost exclusively concerned with protection for those living in extreme poverty.  相似文献

The issue of family–employment reconciliation has rapidly evolved from being ignored to a certain dejá vu perception in public debate, as a result of its media success during the last decade. This is even more the case in Spain, where it was only in the late 1990s, when a law was passed to regulate and extend parental and other leave for workers with close relatives in need of care, that reconciliation policies began to be generally discussed and considered. In a context of quick population aging as a consequence of low fertility, concern on labor force supply in the middle term is high on the agenda. Women are increasingly considered to be necessary both as workers and mothers (of future workers), thus raising awareness of the importance of social policies to make their double presence in both worlds possible. There is now general agreement from the right to the left on the urgency to develop family–employment policies. But what is not generally addressed is the impact of such policies on gender equality, a dimension which tends to be either ignored or taken for granted. Not all reconciliation measures have the same effects on the women and men relationship. Some of them push forward equality, whereas others go backwards. Efficiency in making job and family responsibilities compatible does not always go hand in hand with increasing equality. The paper presents a theoretical model for the reconciliation of work and family life from a gender equality perspective. The three main kinds of instruments available in social policy – services, leave, and cash – are examined in four different cases: care of under-threes, care of sick children, coordination of work and school schedules, and care of children during school holidays. Each case is looked at considering its effects on social and gender equality, as well as child welfare. The model includes as active agents of the system the State (promotes and regulates), families and individuals (those directly implicated), and the market as labor market, on the one hand, and supplier of private services, on the other.  相似文献

Welfare reform in the United States restricted non‐citizens' eligibility for public assistance programs and strengthened economic benefits from naturalization. We examine the impact of these policy changes on elderly immigrants' naturalization, considering their level of need for public benefits. Using individual data from the Current Population Survey as well as state‐level data, we employ a differences‐in‐differences approach to consider variations in time, state policy, and probability of Medicaid participation. Results show that naturalization significantly increased among elderly immigrants who were likely to participate in Medicaid, suggesting that elderly immigrants in need of Medicaid became naturalized to maintain their eligibility for public benefits after welfare reform.  相似文献

This article attempts to contribute to the historically relevant debate about the role of social work in poverty situations, focusing on the emblematic and radical question whether the poor actually need social work. In the context of the currently dominant policy framework in European welfare states, that is underpinned by the emerging paradigm of social investment, we argue that it is extremely relevant to readdress this question. Within this development, the eradication of child poverty has been considered a key target of poverty reduction strategies and child and family social work has consequently been assigned a pivotal role in the fight against the intergenerational transmission of poverty. We demonstrate that the rhetoric of social investment has found a practical implementation in social work constructing the problem of poverty in terms of education and activation of both the child and the individual parent. Based on an extensive review of literature, we discuss underlying assumptions, consequences and pitfalls of the paradigm of social investment for social work and tease out whether, and on which conditions, poor families need child and family social work.  相似文献

Asian Indians in the United States are one of the fastest growing ethnic groups, yet empirical research on this population remains extremely scarce. This might be partly due to the “model minority” assumption that implies research on this population is not needed. This study is one of the first studies to examine the effects of social support on parental nurturance of children in a sample of Asian Indian parents and investigate the mediating role of parenting self-efficacy in this relationship pathway. We used newly available data from the Survey of Asian American Families and conducted analyses in the Asian Indian sub-sample (N?=?211). The regression models controlled for a rich array of parent and child characteristics and family socioeconomic status. We found that parental nurturance was positively associated with family support but not with support from partner or friends. Parenting self-efficacy played a significant mediating role in the relationship between family support and parental nurturance. These findings have important implications for social work practice and policy interventions that address the needs of the growing ethnic minority population of Asian Indians in the US.  相似文献

European welfare states have substantial provision to ensure that children are brought up in conditions that meet the articles of the United Nations’ Convention of the Rights of the Child. In our analysis of two preventable deaths in Germany and England, we focus primarily on Article 18, which directs states to ensure that there is adequate provision to support parents in their responsibilities, and Article 19, which ensures children’s safety and protection. We outline the legal framework, which existed at the time of two child deaths: Kevin from Bremen and Peter in London, both young children who were subject to formal state supervision and oversight. The events – including the press response, their aftermath and the subsequent changes to social work practice through legislation and guidance will be examined. Our subsequent analysis will evaluate the extent to which events altered the balance between Articles 18 and 19 in the two countries, and the extent to which a Children’s Rights approach in this area offers new insights. The analysis will suggest that a rights-based approach offers some benefits for a comparative framework and understanding child and family social work, but also that it is not without some difficulties.  相似文献

Almost 25% of Canadian families are headed by a lone parent (Jensen 2003) and over 90% of poor lone parents are women (National Council of Welfare 2002). In Canada lone mother‐led families have been significantly impacted by two major and interrelated changes in Canada; welfare reforms that resulted in the elimination of a separate family benefit and includes the imposition of a work requirement combined with dramatic changes to the labor market. The reduction of welfare benefits and the increase in precarious or non‐standard work have created a high level of social jeopardy for lone mothers and their children. This paper explores the different realms of life where lone‐mothers are particularly disadvantaged and argues that governments need to clearly identify areas of policy intersection before the inequalities that lone mother‐led families face can be ameliorated.  相似文献

Current discussions regarding the relationship between welfare governance systems and employment promotion in disability policy appeal to a rejuvenated neo-liberal and paternalistic understanding of welfare governance. At the core of this rationality is the argument that people with disabilities not only have rights, but also duties, in relation to the State. In the Australia welfare system, policy tools are deployed to produce a form of self-discipline, whereby the State emphasises personal responsibility via assessment tools, ‘mutual obligation’ policy, and motivational strategies. Drawing on a two-year semi-longitudinal study with 80 people with a disability accessing welfare benefits, we examine how welfare governance subject recipients to strategies to produce productive citizens who are able to contribute to the national goal of maintaining competitiveness in the global economy. Participants’ interviews reveal the intended and unintended effects of this activation policy, including some acceptance of the logic of welfare-to-work and counter-hegemonic resistance to de-valued social identities.  相似文献

During the next fifty years, the absolute number of elderly in Japan will increase while the absolute number of children and persons in the working age groups will decline. The main cause of this demographic trend is low fertility, which can in turn be traced mostly to delayed and foregone marriages. Absent policy measures and sociocultural change to reduce young women's opportunity costs of marriage and childbearing, it is difficult to imagine this demographic situation changing. Policy makers have stressed the importance of keeping elderly workers in the labour force. However, the problem is not elderly labour force participation per se (which is already very high for a country with Japan's per capita income) but rather the relatively low productivity of elderly workers, who are often employed part-time, work informally in private unincorporated enterprises, etc. Reforms to Japan's public pension system, which is essentially financed on a pay as you go basis with benefits linked to wages, have not been very effective to date. Official projections call for steep increases in the payroll contribution rate. In contrast to the pension system, the Japanese health system has managed to deliver high-quality care at a relatively low cost as measured by health spending as a proportion of GDP. More must be done, however, to expand the availability of long-term disabled elderly. The article concludes with a few observations elicited for European policy makers.  相似文献

The aim of this article is to investigate the remittance behavior of host country‐born children of migrants – the second generation – in various European cities. We address the following question: Are second‐generation remitters driven more by altruism or by self‐interest? Data from “The Integration of the European Second Generation” (TIES) survey are utilized and encompass individuals with at least one migrant parent from Morocco, Turkey, or former Yugoslavia. Using logistic models, we test different classical theories on microeconomic determinants of remittances and add some additional expectations for the second generation. The results show that those second‐generation Moroccans, Turks, and former Yugoslavs who send money are motivated by two main reasons: Emotional attachment to their parents' home country (altruism motive) or to pay people who look after their investments or other material assets that are likely to be part of their preparation for “returning” (self‐interest – exchange motive). These two motives are not necessarily exclusive: As part of a well‐prepared return, to integrate easily once back “home,” it is not only relevant to ensure that people take care of one's investments and other material assets, but also to strengthen social ties and be well informed about the situation in the country of origin. This interpretation fits closely with the return model, which deserves more attention in the theoretical literature on remittances.  相似文献

European countries show substantial variation in family policy and in the extent to which policies support more traditional male‐breadwinner or more gender egalitarian earner–carer family arrangements. Using data from the European Social Survey, the authors implemented multilevel models to analyze variation in fertility intentions of 16,000 men and women according to individual‐level characteristics and family policy across 21 European countries. Both traditional and earner–carer family support generosity were positively related to first‐birth intentions for men and women. In contrast, only earner–carer support maintains its positive relationship with second birth intentions. Family policy is not in general related to third and higher order parity intentions.  相似文献

This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献
