Global experience with pro‐poor growth and empirical work spanning India, Malawi and Zimbabwe demonstrates the importance of agricultural growth for poverty reduction in poor rural areas, while also pointing to the need for complementary non‐farm sector growth. Theoretical arguments, historical evidence and livelihoods modelling in poor medium‐potential rural economies suggest that, contrary to thinking dominating much of current development policy, subsidies to relieve critical seasonal credit and cash restraints and reduce market and input supply uncertainties need to help in ‘kick‐starting’ agricultural markets if increased smallholder productivity in food‐grains is to drive rural non‐farm growth. Establishing the base conditions for these to work, designing and implementing them to be effective, and then phasing them out are major challenges facing policymakers.  相似文献

This article analyses trends in wheat consumption and imports in sub‐Saharan Africa since 1980, and estimates the economic and demographic determinants of this rising demand for wheat. Results point to rising incomes, growing populations, and increasing women's labour‐force participation as key drivers. Urban wheat‐expenditure shares generally exceed rural ones and SSA's demand is met largely by imports and partly through domestic production on large‐scale farms. Rising demand may therefore entail few farm–non‐farm synergies and minimal prospects to spur broad‐based economic development. The article concludes by discussing policy options for African countries to meet their staple food needs while also promoting pro‐poor agricultural growth.  相似文献

This article makes an initial analysis of the implications of income diversification for technical change and agricultural research policy in Africa, leading to two insights. First, that the dilution effect of income diversification means that, as the proportion of non‐farm income increases, so must the expected gains from adopting a new agricultural technology. Second, that diversified producers will face disproportionately large transactions costs associated with information acquisition to inform technology choice decisions. Two hypotheses about how diversified producers are likely to react are then explored. Both point to the conclusion that income diversification among the poor is likely to constrain significantly the direct poverty impacts of agricultural research. The policy implications of these findings are then considered.  相似文献

Western U.S. agriculture is an industry that has shaped and been shaped by a peculiar labor policy: seasonal workers were outsiders who looked to agriculture for jobs, not careers. They did not plan to remain farm workers, and the industry and community in which they worked and lived did not see them as long‐term settlers. The immigration and integration policy, in effect, was to recruit new workers willing to accommodate themselves to seasonal employment, and to avoid their integration in agricultural areas. Thus, for most immigrant workers, economic mobility required geographic mobility. However, the major policy issue is not how to enhance the upward mobility of immigrant farm workers and their children; it is how U.S. agriculture should gain access to immigrant farm workers.  相似文献

Abstract This paper is an empirical test of the dimensionality and predictive value of the alternative‐conventional agricultural paradigm (ACAP) scale developed by Beus and Dunlap. While recognizing that this scale may be appropriate and useful in studies of the agricultural intelligentsia (agricultural scientists, farm policy makers, organization leaders, and farm people actively following and participating in policy deliberations), our data suggest several shortcomings of this scale among a more general sample of farm operators. Initially, the scale is not satisfactorily unidimensional; instead, relatively clear‐cut environmental and family‐farmist dimensions emerged in our analysis of farmer attitudes. Separate environmental and family‐farmist subscales performed better than an omnibus (or paradigmatic) scale in predicting farm operator behaviors.  相似文献

Rosarno and Sermide are two small towns in Southern and Northern Italy, which are both part of a manual‐labour circuit of agricultural work. The article presents an analysis of governance structures in these towns and, by bringing together the literature on migrants' agricultural labour and local policy‐making, explores how public actors address migrant seasonal agricultural workers' needs to investigate outcomes of inclusion and exclusion. The article builds on qualitative research, conducted between 2012 and 2015, to propose a North‐South intra‐country comparison of local policy‐making. The findings show the emergency nature of local administrations' approaches and the critical role of civil society. They highlight the extent to which responses diverge or converge in means and scale, while stressing their convergence in scope to limit migrants' visibility.  相似文献

In sub‐Saharan Africa, there is fairly broad agreement that increased investment in key public goods such as roads and communications infrastructure, agricultural research and water control will be required if revitalised agricultural development is to take place. However, it has proved more difficult to reach agreement on what needs to be done to improve the performance of agricultural markets. In this article we set out an agenda for investment and policy reform in this area, providing a brief theoretical examination of the co‐ordination problems involved before examining in turn demand and supply constraints affecting smallholder farmers, and policies for price stabilisation and the co‐ordination of support services. We also argue that increased attention needs to be paid to governance issues.  相似文献

Responsive and appropriate disability policy is ideally developed through the participation of individuals with disabilities. Using a case study methodology, we have examined the policy review process for a disability income programme in Alberta, Canada. We examined questions of participation and consultation and compared individual and agency involvement. Participation was characterized by sustained interactions with government, face‐to‐face collaboration and transparency. Consultation involved short‐term interactions by invitation only, limited input and was more typical in policy construction. In this study individual involvement was more likely to be consultative, while agency involvement was more participatory. In terms of policy outcomes, neither model was more effective. Instead, the government adhered to its original intent, responding in terms of neo‐liberal ideals of independence and autonomy.  相似文献

The increased access of African countries to international capital markets has put public debt sustainability at the forefront of the continent's policy agenda. Utilising the ‘stabilising primary‐balance’ approach, this article finds that the actual primary balances exceeded those required to keep public debt at the 2007 level in about half the countries studied, and in several cases, those needed to reduce public debt‐to‐GDP to sustainable thresholds. The interest rate‐growth differential (IRGD) drove sustainability, underscoring the importance of growth and borrowing for growth‐enhancing outlays. As the IRGDs are likely to narrow over the longer term, fiscal policies will need to play a greater role.  相似文献

This article explores the limits of public policy as it affects volunteerism in the United States. Our analysis focuses on the potential of the Edward M. Kennedy Serve America Act (2009), the most sweeping volunteer legislation in U.S. history, to raise the level of volunteering and national service in the United States, particularly among young people, older people, and minorities—the primary target populations of the act. The Serve America Act aims to increase service‐learning opportunities and national service placements substantially. However, the long‐term impact of these changes on the rate of volunteering and the composition and character of the volunteering population remains unclear. Using data from the Current Population Survey's annual Supplement on Volunteering, we examine a variety of reasonable policy scenarios to see how the Serve America Act might affect future volunteering through the year 2050. The findings suggest that even if the Serve America Act is fully funded and implemented, it is unlikely to have a long‐term impact on the overall volunteering rate and, consequently, that altering the national volunteering rate might be an unrealistic public policy goal. Nevertheless, the analysis shows that because of naturally occurring changes in the population, the composition of the volunteer pool is likely to change as we move toward 2050—a demographic shift that will present increased challenges for volunteer managers. We discuss these challenges and how managers might deal with them effectively.  相似文献

A significant aspect of public policies in France is the decentralisation of the public sector and the increased importance of local voluntary associations to implement programmes and influence local political arenas. Subsidies to local associations are an important vehicle for the central government in managing its decentralisation policy. Based on a locality sample, data on subsidies to associations were collected in nearly 400 municipalities. Results show that the allocation of subsidies is highly uneven, and part of a complex network in which private non-profit services are linked to the services that were previously part of the public sector. Implications for the French non-profit sector and for the government's decentralisation policy are discussed.  相似文献

The use of modern inputs such as synthetic fertilizers is often put forward as the best way to increase crop yields in an ecologically sustainable way. However, such inputs can be perceived as risky, and adoption may depend on how much extra risk a farm household can afford. This article describes the potential for fertilizer and pesticide use among Ugandan smallholder rice and potato farmers. In addition, it documents patterns observed in socioeconomic data that suggest that risk is an important barrier to sustainable crop intensification practices. We find that households that engage in risk‐management strategies, such as investing in risk‐reducing technology or engaging in precautionary savings, are more likely to practise intensified cropping. Private internal and international remittances are a major source of household money in Sri Lanka, yet their impact on household welfare has long been a research gap. Based on the Migration and Development Theory, this article examines how private remittances affect household expenditure behaviour, using nationally representative microdata and applying quasi-experimental methods. Private remittances have significantly increased household per-capita expenditure and initiated positive behavioural changes via increased allocations for basic needs, human and physical capital investment. Compared with internal remittances, the impact of international remittance shows a strong potential for reducing poverty incidence and improving people's well-being: households in richer/richest expenditure quartiles and urban households invest in education, which supports the country's long-standing record of education. Rural households demonstrate favourable changes in spending behaviour with receiving private remittances. From a public policy standpoint, government favours migration so that remittances are more likely to flow. A proper remittance-transfer mechanism to encourage smooth remittance is thus required.  相似文献

What drives progressive public policy? Because progressive policy challenges the interests of powerful people and interests that dominate policy making, it is puzzling that progressive policy ever happens. This article addresses this question by modeling and appraising institutional political, political mediation, and policy feedback theories and models of progressive policy making. Institutional political theory focuses on political institutional conditions, bureaucratic development, election results, and public opinion. Political mediation theory holds that social movements can have influence over progressive policy under favorable political conditions. Policy feedback theory holds that programs will be self‐reinforcing under certain conditions. The article goes beyond previous research by including and analyzing public opinion in institutional political and political mediation models and addressing positive policy feedbacks. We appraise five models derived from these three theories through fuzzy set qualitative comparative analyses of the generosity of early old‐age policy across U.S. states at two key moments. We find some support for each theory, and the results suggest that they are complementary. Left regimes or social movements can initiate progressive policy, which can be reinforced for the long term through positive policy feedback mechanisms. We discuss the implications for current U.S. politics and for progressive policy elsewhere.  相似文献

Using data from Malawi, this study situates the discourse on migration, entrepreneurship, and development within the context of Africa's social realities. It examines self‐employment differences among three groups of migrants and corresponding group differences in agricultural and non‐agricultural self‐employment. International migrants are found to be more engaged in self‐employment than internal migrants. However, our results suggest that previous findings on the development‐related contributions of returning migrants from the West need to be appropriately contextualized. When returnees from the West invest in self‐employment, they typically shy away from Africa's largest economic sector – agriculture. In contrast, levels of self‐employment, especially in agricultural self‐employment, are highest among returning migrants and immigrants from other African countries, especially from those nearby. We also underscore the gendered dimensions of migrants’ contribution to African development by demonstrating that female migrants are more likely to be self‐employed in agriculture than male migrants. Furthermore, as human‐capital increases, migrants are more likely to concentrate their self‐employment activities in non‐agricultural activities and not in the agricultural sector. The study concludes using these findings to discuss key implications for policy and future research.  相似文献

This study investigates whether the expansion of public child care for children aged younger than 3 years in Germany has been associated with individual‐level change in gender ideologies. The authors develop and test a theoretical framework of the short‐term impact of family policy institutions on ideology change. The analysis links the German Family Panel pairfam (2008 to 2015) with administrative records on county‐level child‐care provision for those aged younger than 3 years and applies fixed effects panel models. The findings show that the child‐care expansion has been associated with moderate changes toward less‐traditional gender ideologies only among mothers in West Germany and mostly among mothers without a college degree. In East Germany, the authors found evidence of more traditional gender ideologies among mothers without a college degree as the child‐care reform unfolded. The results provide evidence that policy reforms may alter gender ideologies also in the short‐term.  相似文献

Land tenure patterns throughout Britain have changed significantly. The popularity of the traditional agricultural tenancy has declined and in response to legislative and policy developments landowners have become reluctant to enter into long-term tenancy arangements with tenants. The result has been a growth in a number of short term leases. In response, legislative reform took place in England and Wales during 1995 and introduced a farm business tenancy. It provides for greater freedom to negotiate individual agreements. However, Scotland has been excluded. This paper illustrates that Scotland has experienced similar changes to those observed elsewhere and that the main short term lease (limited partnership tenancy) currently popular with Scottish landowners is fraught with legal and administrative difficulties. The limited partnership tenancy is not a suitable alternative to the traditional agricultural tenancy and as such there may be a case for the extension of the farm business tenancy to Scotland.  相似文献

Based on study of (a) the HIPC debt relief initiative, (b) the linking of aid to policy conditionality and (c) transactions‐cost arguments in favour of programme aid, this article argues that major elements in the new aid agenda may not be well‐based empirically. This is partly because of inadequate knowledge, but particularly because the evidence often conflicts with political preferences. As a result, it is likely that large amounts of aid resources are being misdirected. Ways are suggested of narrowing the gap between evidence‐based and ‘political’ decision‐making. In the meantime, donors should avoid diverting more aid into debt relief, should roll back their reliance on policy conditionality, and should exercise pragmatic caution in the expansion of programme assistance.  相似文献

This article argues that there is a gap in current Mexican rural development policy that could be filled by a smallholder‐targeted programme. The gap exists because agricultural programmes tend to benefit better‐off farmers, while social programmes tend to focus on long‐term investment in human capital, specifically for the children of today's poor. Drawing on lessons from PROCAMPO and Oportunidades, it offers a specific design for such a programme at a time when the government is considering how to reform PROCAMPO, given that, after 15 years, it is due to come to an end.  相似文献
