One of the strategies of the modernization of public services is the decentralization of responsibilities and organizing work in autonomous co‐ operative teams with varied tasks. The empowerment of the public service workers in the front line is therefore a strategy in local government in Norway today. Under the assumption that women have ‘natural’ skills in caring, workers on the lowest levels are given responsibility for care and nursing. A study of the decentralization of public care for the elderly in their homes showed that being given interesting tasks and increased responsibility mobilized the efforts of the care workers. However, since the power of resources has been centralized, this has led to an intensification of work. In gendering the relevant discourses by explaining women's experiences of an over‐heavy workload as a result of their ‘mothering’ and their inability to set limits, women care workers were constructed by their managers as unprofessional and not to be taken seriously. This has made the public care organization a greedy organization for the women care workers.  相似文献

This paper discusses the professional role of social workers in the new Norwegian Nav system. The Nav reform merged the state social insurance office, the state employment office and components of municipal social services. The aim is to include clients in the work force by making the services more holistic and efficient. The paper presents a discussion of the introduction of the ‘Nav reform’, drawing on a qualitative multi-method study. The material sheds light on a social worker's role under pressure to work in a more standardised and ‘simplified’ way. Social workers at the Nav offices must adjust to expectations that require a general, basic and common competence for all employees, as one type of comprehensive, but simplified and non-specialised, approach. The study describes the dilemma of how to combine one-stop service and specialist principles. The paper attempts to criticise ‘the flexible system’ related to Whole of Government perspectives and one-stop service principles as a generalist ‘light’ approach, as opposed to the generalist approach in social work. The findings provide a basis for raising questions about the development of the social worker's role in light of the post-New Public Management (NPM) reforms and the potential threat to the professional basis of social work.  相似文献

This short paper emerges from an engagement with the paper by Morgan in this special edition which argues that the social model of disability can be viewed as a threshold concept which students struggle to ‘get’. I suggest that introducing social work students to philosophical concepts such as recognition at an early stage of their learning about skills, values and anti-oppressive practice, could facilitate the transition over this disability studies threshold, reducing the potential for ritualised performance instead of true understanding. It will be argued that Honneth's account of recognition in particular can be helpful in reducing the risk of psycho-emotional disablism within professional relationships between social work students and disabled service users. However, I also suggest that encouraging students to engage with philosophical questions about personhood and humanity are crucial to maintaining true anti-oppressive practice at a time of financial cutbacks in social work services.  相似文献

The professional terms for occupations that provide welfare services are changing, and here the introduction of new public management in the Nordic countries since the 1990s is indicative of wider developments. The article explores professional projects in welfare service work from both conceptual and empirical perspectives. The aim is to produce a gender‐sensitive analysis of the professional projects at the lower levels of the occupational hierarchies in health care. The first part reviews the literature conceptualizing the societal and institutional embeddedness of professional projects. The institutional matrix of welfare states emerges as a key context in shaping the welfare service work performed by women‐dominated professional groups. The second part examines the case of Finland and suggests that recent reforms have created new inequalities in the system of professions, in which occupational groups in welfare service work are becoming marginalized. This signals a move away from ‘democratic professionalism’ towards a revival of ‘old professionalism’.  相似文献

Recent debates on the relationship between women's work orientations and their labour market behaviour have been marked by a polarization between those who emphasize personal choice and those who argue that constraint is equally, if not more, important. However, in both approaches ‘orientation’ is understood primarily as a choice between prioritizing paid work or family (understood almost exclusively in terms of childcare responsibilities) for all women regardless of socioeconomic class. Drawing on in‐depth qualitative interview data, this article outlines some of the similarities and differences in the work orientations of women in professional/managerial, intermediate and routine/manual socioeconomic classes in Oxford. It develops the concept of ‘work orientation’ to include the meaning of paid work as well as labour market behaviour for women with and without children. The data presented here suggest that there are important class‐based differences in women's attitudes and that apparently similar work orientations may have very different causes and labour market consequences.  相似文献

Little is actually known about women's occupational health, let alone how men and women may experience similar jobs and health risks differently. Drawing on data from a larger study of social service workers, this article examines four areas where gender is pivotal to the new ways of organizing caring labour, including the expansion of unpaid work and the use of personal resources to subsidize agency resources; gender‐neutral violence; gender‐specific violence and the juggling of home and work responsibilities. Collective assumptions and expectations about how men and women should perform care work result in men's partial insulation from the more intense forms of exploitation, stress and violence. This article looks at health risks, not merely as compensable occupational health concerns, but as avoidable products of forms of work organization that draw on notions of the endlessly stretchable capacity of women to provide care work in any context, including a context of violence. Indeed, the logic of women's elastic caring appear crucial to the survival of some agencies and the gender order in these workplaces.  相似文献

Nonprofit organizations (NPOs) play an important role in the provision of health and social services. In Canada the nonprofit sector includes 7.5 million volunteers and employs over 1.6 million paid workers. The sector is overwhelmingly female‐dominated — women make up over 80 per cent of workers in these nonprofit services. Work performed by women has traditionally been undervalued and invisible. It has often been considered safe by researchers, employers, policymakers and sometimes even workers themselves. Although there is some indication that jobs in the restructuring social services sector can be characterized by constant demand, high stress and violence, research into the working conditions and health hazards of these types of jobs has not been a priority. Using data from a qualitative study examining work in NPOs, we trace the ways that work performed in these workplaces is both gendered and invisible. We identify three types of invisible labour. ‘Background work’ facilitates and supports more visible and recognized organizational activities. Certain organizational language obscures the full spectrum of work that takes place in the organizations and the risks it may involve. ‘Empathy work’ includes the relationship building, counselling and crisis intervention that comprise key components of social service delivery. ‘Emotional labour’ involves the management of client emotions and workers' own emotions in the process of working with clients and delivering care under conditions of scarcity and contraction. The invisibility of these activities means that much of the day‐to‐day work done in the organizations, while particularly important in the context of social service restructuring, is taken‐for‐granted and undervalued by organizational outsiders. As a result, many of the hazards present in the jobs are hidden from view and workers' health may be compromised. We argue that the invisibility and taken‐for‐grantedness of certain types of work in NPOs is reflected in, and constitutive of, particular exclusions and shortcomings of current occupational health and safety systems designed to protect the health of workers.  相似文献

This paper focuses on ‘streetwalkers’ and ‘street sex workers’ who are unlicensed sex workers not belonging to a brothel and subject to criminalization. They often face great stigmatization and are usually considered victims by service providers. Five Singaporean ex-streetwalkers (n = 5), who had left the streets for at least six months and were currently receiving or had previously received skills training at a social service agency, participated in this study. Using an agentic framework and social relational theory principles, this qualitative study explored the impact of streetwalkers’ relationship with their children on their decision to enter and leave the streets and reasons for their successful help-seeking experiences. Findings revealed them to be agents who actively used strategies to meet their goals and to sustain close relationships with their children. The mother–child relationship context was a key influence on their decision to enter and/or leave the streets. Social work practice implications include tailoring service delivery to tap into their agentic capacities and identity as mothers; research and training in provision of proactive social services in a non-judgmental manner to preserve the dignity of these women while meeting both their own and their children’s needs.  相似文献

For more than 30 years there have been calls in the UK to improve training for social workers in relation to substance use. Yet very little research has explored what training practitioners have received or what their training needs are. This study sought to establish practitioners' experiences of previous training in substance use and identify their current training needs. An online survey was disseminated to 3,164 practitioners in adults' (AS) and children's (CS) social care and 12 vignette-based focus groups were also held. Of the final sample of 597, more than a third of social workers had not received any training and a further fifth only received between one and four hours. Other social care staff fared worse. Overwhelmingly, respondents said that substance use knowledge and skills were very important to their practice but their professional education had not prepared them well. They identified a number of training needs including ‘how to talk to people about substance use’ and ‘the types of intervention and treatment available’. Most social care professionals report not being adequately prepared for working with substance use, particularly basic knowledge and skills which would help them to conduct assessments and signpost people to specialist substance services.  相似文献

This article seeks to explore the world of the gynaecology nurse. This world defines the gendered experience of nursing; that is, women in a women's job carrying out ‘women's work’. It is also a world that receives scant public recognition due to its association with the private domain of women's reproductive health. Many issues dealt with on a daily basis by gynaecology nurses are socially ‘difficult’: cancer, infertility, miscarriage and foetal abnormalities; or socially ‘distasteful’: termination of pregnancy, urinary incontinence, menstruation and sexually transmitted disease. The ‘tainted’ nature of gynaecology nursing gives it the social distinction of ‘dirty work’ but does not deter the gynaecology nurse from declaring her work as ‘special’, requiring distinctive knowledge and skills. Qualitative data collected from a group of gynaecology nurses in a North West National Health Service hospital displays how they actively celebrate their status as women carrying out ‘dirty work’. Through the use of ceremonial work that continually re‐affirms their ‘womanly’ qualities the gynaecology nurses establish themselves as ‘different’, as ‘special’, as the ‘other’.  相似文献

This paper examines employment trends in social welfare occupations and challenges to the industrial and cultural recognition of professional social work in the new human services market place. Following examination of the threats posed by market reform and the crisis in public confidence in some domains of human services work, I focus on three key concerns. First, through analysis of Census data from 1996 to 2001, I compare trends in the employment of social workers, welfare workers and community workers. Second, drawing on the work of Nancy Fraser (1997), I argue that the challenges facing social workers can be understood as problems of ‘recognition’. Using this framework, I examine the external contests to the valuing of professional social work and also the internal challenges, that is, threats from within the social work profession to the industrial and cultural recognition of social work. Finally, I will consider how social workers, particularly new graduates, can respond to the challenges facing them in the new human services marketplace. I propose that social workers should claim a position as practice leaders and I outline practical strategies for achieving this goal.  相似文献

This paper is a critique of Hakim's theory of the gendered character of work with its key idea of the ‘heterogeneity of women’ centring on the distinction between those who are ‘family oriented’ and those who are ‘career oriented’. Such patterns of work commitment are claimed to be developed by early adulthood and to steer women in one direction or the other. Our critique is based on interviews with two groups of young adult women generating rich data on their attitudes to employment, families and the relationship between the two. The first group (‘single workers’) when first interviewed were single, childless and employed full-time. The second (‘early mothers’) were partnered mothers with at most part-time employment. The substance of the critique is threefold: 1.The single workers could not be clearly separated by ‘career’ or ‘family’ orientation. They wanted both, which then left them in Hakim's residual category as ‘drifters’, a wholly inappropriate characterization. 2.The early mothers were certainly homemakers but our data doubted that this was by choice and suggested that many were becoming more career oriented. 3.Longitudinal data from the single workers show the importance of analysing ‘orientation’ or other aspects of agency in the context of social structure rather than as a prime mover in itself.  相似文献

This article examines sexual harassment in the context of the new economy and highlights the manner in which the changing nature of work — and in particular the acknowledged rise of sexualized ‘body work’ — troubles conventional understandings of what constitutes sexual harassment in the workplace and the means to address it. Using data from a small‐scale qualitative study of service workers and professional employees, we explore the ways in which those definitions of sexual harassment now fail to match participants' accounts of their working lives. We examine sexual harassment in the context of the rise of service roles that require forms of increasingly sexualized ‘body work’ from employees, increased demands for workers to ‘self‐manage’, and new flexible modes of employment that blur the boundaries between being ‘on’ and ‘off’ the job. We conclude that these ‘new’ modes of work may provide the conditions for the revival of ‘old’ stories which limit the capacity of individuals to recognize and label behaviours as ‘sexual harassment’.  相似文献

The meeting between service users and social workers is emotional, since it is centered on significant challenges and changes in the service users' lives. Emotions are thus always at play in social work, but are managed in various ways by the professional. In an explorative qualitative case study at two Danish social services departments, we identified three types of emotional labor: (1) when the social worker shuts off emotions both during and after the meeting; (2) when the social worker defers emotions and processes them at a later time; and (3) when emotions dominate, and a case gets ‘under the skin’ of the social worker. Emotional labor can have both positive and negative effect on the work, and knowledge about different kinds of emotional labor can aid professional discussion about emotions at the work place as well as the psychosocial working environment for the social workers, factors which help improve practice. The study showed that emotional labor is a multidimensional concept, hence it is not just managed in different ways by social workers; it is always related to the specific emotion culture and the community of practice at the work place.  相似文献

Drawing on detailed case studies of four large service sector organizations this paper finds little evidence of training provision that links skills development with incremental career progression. Past policies of ‘delayering’ have opened up a ‘gap’ in the job ladder and this has both increased the organizational costs of formal training and reduced the likelihood of informal on‐the‐job training being seen as the basis for promotion to the next level. Managers are thus faced with the challenge of how to establish a new set of premises upon which to strengthen the workforce's loyalty and commitment to the organization, in the context of problems of high staff turnover and low job satisfaction. What we find is a greater emphasis on certificated training provision. However, in the absence of a transparent career path employers rely on more intensive techniques of appraisal and selection of workers for a ‘winner‐takes‐all’ career path. Given the importance of skills acquisition as an important building block of the ‘learning society’, our findings suggest that policymakers in Britain cannot rely solely upon the employer to bridge the skill gap evident in large service sector organizations.  相似文献

Despite a huge increase in the number of women lawyers employed in professional service firms (PSFs) over the last four decades, the proportion of women at partnership level has changed at a much slower rate. This article investigates men's and women's understandings of women's careers and promotion to equity partner. The findings show that one reason why few women advance to equity partner level is that both men and women understand this role as requiring them to privilege work considerations over family. We recommend that PSF researchers and practitioners reflect more on the management of diversity and alternative work arrangements and organization.  相似文献

This article explores gender reflexivity through the accounts of men discussing women and of women discussing men as professional nurses. Drawing on data from an Australian‐based study, and with an orientation to gender as practice, it investigates the skills and aptitudes that each is seen to bring to the job, how men and women view the other's performance as caregivers and the experiences and challenges of working with the other group. Previous work has suggested there is a link between reflexivity and transformation as individuals self‐consciously shape identities and as they reflect critically on their social conditions. The results from this study question the nature and extent of these transformative powers and suggest different levels of reflexivity based on the extent to which individuals challenge gender norms. These levels are linked to experiences of dissonance as men and women work with each other in a ‘feminized’ context of nursing care.  相似文献

Social workers exercise their practice skills by helping clients find strengths and solutions. In order to comprehensively practice skills for diverse client situations, it is crucial to practice and fine-tune the applications of various therapeutic approaches through clinical drills. This paper presents an experiential learning model, expanded from Kolb's Learning Cycle, which fits the dynamic pedagogical needs of the social work profession. It examines the implementation of the use of the ‘Five-Way Experiential Learning Model’ based on practice learning through personal reflections and professional evaluations. This practice learning study helped 79 MSW students define their ‘five-way learning’ and to analyze its impact on their acquisition of social work skills and clinical practice competencies. This process demonstrates the importance of the transtheoretical connection to achieve a better understanding of clients' situations through the process of change and peer input. Discussions will focus on the model elements, results on experiential learning, and ethical considerations.  相似文献

In recent years, attention to the psychological and emotional aspects of doing child protection has been largely ignored in the literature and squeezed out of understandings of welfare practices. This paper argues for the establishment of a coherent psycho‐social perspective at the core of social work education and practice and in inter‐professional child protection work more generally. Central to this must be recognition of the complexities of service users, especially the challenges of working with resistant and often hostile ‘involuntary clients’ and the impact of violence and other health, safety and contamination fears on the capacities of workers and professional networks to protect children. These issues are grounded in a critical analysis of the Victoria Climbié case and the Laming report into her horrific death which, despite its strengths, presents rational and naïve solutions to what must be understood as often irrational and inherently complex psycho‐social processes. A psycho‐social reading of the case permits us to explain the unexplainable in how Victoria's abuse was missed. The general implications of these arguments are drawn out for education, training and practice.  相似文献
