Rosarno and Sermide are two small towns in Southern and Northern Italy, which are both part of a manual‐labour circuit of agricultural work. The article presents an analysis of governance structures in these towns and, by bringing together the literature on migrants' agricultural labour and local policy‐making, explores how public actors address migrant seasonal agricultural workers' needs to investigate outcomes of inclusion and exclusion. The article builds on qualitative research, conducted between 2012 and 2015, to propose a North‐South intra‐country comparison of local policy‐making. The findings show the emergency nature of local administrations' approaches and the critical role of civil society. They highlight the extent to which responses diverge or converge in means and scale, while stressing their convergence in scope to limit migrants' visibility.  相似文献

The violent outburst of Owerri's civil society in September 1996 arguably signaled a new order in the fighting of corruption – through self‐help efforts. This outburst was a demonstration of public discontent over the activities of a few rich citizens in that town who were believed to have been involved in varied corrupt practices in making “fast” wealth. It was also a vociferous indictment on the State and its agents for ineptitude in fighting corruption, and complicity in criminal acts. Drawing from both primary and secondary sources in social research, this study critically examines the chain of events preceding, and the dynamics of the developments surrounding the societal conflicts in Owerri, Nigeria, popularly dubbed “Otokoto Saga.” It analyzes the varied dimensions of the societal conflicts, the authentic roles of civil society agency in a “self‐help strategy” and the responses of the State (and its actors) to the inadvertent eruptions. It further shows how Owerri's civil society agency “forced” the state to take critical steps towards the restoration of sanity in the town. The paper argues that civil society's critical awareness of its own roles in maintaining a corrupt‐free society was instrumental to their violent reactions. It concludes that deep‐seated fear and frustration underlined the reactions of the civil society, while moral panic and outrage triggered such reactions.  相似文献

Both civil society in China and research on Chinese civil society have developed profoundly over the last three decades. Research on Chinese civil society can be classified into two categories: a structure‐oriented approach and an agency‐oriented approach. Both approaches acknowledge the state's dominant position in restricting the political space for civil society engagement, but they differ in their understanding of state–civil society relations. A key concern within the structure‐oriented approach is to analyze how the autonomy of civil society organizations is shaped by their structural position vis‐à‐vis the state. Agency‐oriented scholars, on the other hand, reject the analytical focus on structural autonomy. Instead, they build on a more nuanced understanding of the authoritarian yet nonmonolithic context in China and analyze how civil society organizations develop specific strategies to be able to operate within their restricted political space. In particular, agency‐oriented scholars have analyzed two ways in which organizations exercise agency: by strategically developing formal or informal ties with state actors and by bringing their engagement into the public sphere to raise awareness and express their voice. What could be further developed in the agency‐oriented approach is, however, a deeper understanding of the political dimensions of civil society agency.  相似文献

This article investigates policy in the Philippines relating to the protection of children, which, despite policy efforts in this space, and growing evidence of child maltreatment and its impact, remains unexamined by the literature. It examines constructions of childhoods utilising a critical policy analysis of national policy documents concerning children's welfare and protection. Analysis finds conflicting representations of children's agency, defining children as ‘becomings’, but also as rights holders and social actors, viewing children as both embedded in, and reliant on, family, consequently detailing important insights into Filipino policy‐making and society.  相似文献

Scholarship on civil society in Singapore has tended to emphasize the structural and institutional constraints on civil society space. Conversely, little attention is paid to the broader cultural and discursive realms in which civil society and state actors operate. This article seeks to address this gap by analysing the day‐off campaign for migrant domestic workers in Singapore. We demonstrate that by employing the cultural mediation strategy of vernacularization, civil society was able to frame migrant rights claims in a manner that resonated with the institutional logics and cultural repertoire of Singapore society. Civil society actors gained headway by adapting the discourse on migrant rights to Singapore's socio‐cultural and political context in three ways: by reframing rights claims into a moral appeal; by appealing to the cost‐benefit logics of Singaporean employers of migrant domestic workers; and by situating the provision of migrant labour protections as a relative market position.  相似文献

Transnational networks and organizations are often hailed as embodiments and carriers of global civil society, yet these assessments remain incomplete due to a lack of empirical research on their internal dynamics. In this article, I investigate whether or not transnational NGOs embody the cooperation across multiple social, cultural and political cleavages central to definitions of global civil society by exploring how multiple memberships are negotiated in the context of their everyday tasks. Using organizational documents and interview data with staff of two Protestant Christian development NGOs in China, I analyse how actors within these transnational organizations successfully manage their multiple memberships in national polities, national cultures, religious communities and a world culture. While multiple memberships exhibit the potential both to enable and to constrain an NGO's organizational tasks, the key to making such ties enabling are staff who act as skilful cross‐cultural brokers. Thus, the type of social capital required to render multiple memberships beneficial and not harmful to the organizations also makes these organizations true indicators of a developing global civil society.  相似文献

The term ‘global civil society’ has taken on increasing significance within scholarly debate over the past decade. In this article we seek to understand transnational political agency via the study of a particular transnational actor, Oxfam. We argue that various schools of thought surrounding the global civil society concept, in particular the prevailing liberal‐cosmopolitan approach, are unable to conceptualize transnational political action in practice – due largely, in the case of liberal‐cosmopolitanism, to a shared normative agenda. We also assess what contribution literature on development and civil society has made to the analysis of groups such as Oxfam. In investigating Oxfam's own perceptions of its context and the meanings of its agency, we discover an anti‐political perspective derived from an encounter between Oxfam's longstanding commitment to liberal internationalism and globalization discourse. Existing scholarship has insufficiently identified the local or parochial nature of the identities of global civil society actors.  相似文献

Malnutrition is the single greatest contributor to the global burden of morbidity and mortality, with most cases arising in low‐ and middle‐income countries. However, the multi‐sectoral nature of nutrition policy‐making adds considerable complexity to the implementation of effective programmes. This raises questions about why or how relevant policy change can come about within different country settings. This article examines multi‐sectoral nutrition policy‐making from the health sector perspective, specifically focusing on different sectoral perspectives and the role and use of evidence within this. Ethiopia provides a unique example of the challenging nature of multi‐sectoral nutrition policy‐making, even with a strong co‐ordinating infrastructure. In December 2014 we undertook 23 in‐depth semi‐structured interviews with stakeholders from key health sector organizations, along with a related documentary analysis. Participants represented a diverse range of perspectives, including government representatives, policy stakeholders, aid providers from multi‐lateral organizations and academic researchers. Our respondents described how nutrition framing in Ethiopia is changing, with greater consideration of overweight, obesity and non‐communicable diseases, as well as undernutrition and micronutrient deficiencies. However, overweight‐ and obesity‐related concerns are still less evident in key documents. Some health actors described the challenge of enacting structural policy changes when doing so requires engagement from the agriculture sector. While multi‐sectoral plans and infrastructure to address malnutrition are in place, respondents suggested that the mandate for addressing nutrition resting with the health sector was reinforced by the nature of evidence collected. This study of nutrition policy‐making in Ethiopia highlights the complex interaction of evidence within different conceptualisations of policy problems and responses. Despite Ethiopia's strategic framework and its progress in achieving terms of nutrition targets, it shares the challenge of countries elsewhere in addressing nutrition as a multi‐sectoral issue.  相似文献

The article focuses on the contribution of the European Union (EU) in promoting sustainable development through the involvement of civil society in partner countries. More specifically, it analyses the main features and outcomes of the projects implemented by civil society organizations (CSOs) in Kyrgyzstan under the EU thematic programme Non‐State Actors and Local Authorities in Development (NSA/LA). Despite its importance—this is the only EU programme providing direct support to non‐state actors and local authorities engaged in poverty reduction—to date, there has been very little research on the functioning of this instrument on the ground. This article seeks to fill this gap in the literature by examining the EU’s contribution to sustainable development through a case study on Kyrgyzstan. The study is based on primary data: 10 semi‐structured interviews conducted with the EU‐funded organizations implementing the NSA/LA programme. The NSA/LA projects were analysed by considering two major fields of engagement of non‐state actors in the development process: as service providers and as advocates (Banks & Hulme, 2012). Overall, the organizations awarded EU support were not only focused on fulfilling short‐term needs but also sought to introduce new ways of dealing with poverty and inequality, positioning themselves between the “Big‐D” and the “little‐d” approaches to development (Bebbington, Hickey, & Mitlin, 2008). Nonetheless, the EU‐funded projects were too limited and fragmented to be able to sustain long‐term structural change. Therefore, the EU should place new emphasis on creating synergies between new and old structures at the grassroots level and establishing mechanisms and bodies that could merge and co‐ordinate their efforts. In addition, the calls for proposals could highlight the need to share the lessons learnt by “obliging” the beneficiaries to act as multipliers and to pass on their positive experience to neighbouring communities. Finally, the EU could stimulate the funded organizations to experiment with innovative mechanisms of involvement in the policy‐making process, by making this aspect a mandatory requirement of the projects implemented with its support.  相似文献

Evidence‐informed policy creates the conditions for families to perform the functions they provide for their members and society. To increase research utilization in policymaking, we must better understand policymakers and the professional and institutional cultures in which they operate. This exploratory cluster analysis examined within‐group differences in valuing, seeking, and use of social science research among 68 legislative staffers and 56 high‐ranking officials from 8 family‐serving executive agencies in Wisconsin. The findings are compared with a parallel study of 109 legislators from New York and Wisconsin. Among all 3 policy actors, a substantial proportion highly value research, actively seek it, and frequently use it in policy decisions; these Enthusiastic High Users of research are more attuned to political considerations compared to other clusters. Enthusiastic High Users in the legislative institution place a higher priority on innovative and action‐oriented research, whereas those in the agency institution prioritize the quality of research.  相似文献

Africa's external relations are currently undergoing major changes. Non‐traditional state actors like China and India are reviving their ties with African economies and thereby affecting power relations between African states and traditional partners. Meanwhile, high commodity prices and improved credit ratings make external finance available for African governments. This article examines how non‐traditional state actors affect the possibility of African governments setting and funding their own development priorities. It argues that while the current situation may increase the policy autonomy for African economies this is largely a consequence of the increased availability of external finance – and not just from non‐traditional state actors.  相似文献

This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.  相似文献

Immigration policy is a very unlikely case for EU integration. EU policy‐making is constrained by member states' sovereignty claims and interest heterogeneity. Still, tentative integration towards EU conditions of entry and residence for some immigrant categories can be observed. By using the example of the skilled labour migration directive, the article explains how deadlock in policy‐making was overcome. It explores the factors that led to agreement in the EU immigration policy area, from the Commission's first proposal on labour migration in 2001 to its adoption in 2009. Explanations for integration in the policy area are member states' venue shopping the EU level for changing domestic legislation, their interest in locking‐in national standards in EU law, and the EU Commission's agenda‐framing. Strategic partitioning of policy was also used by actors to overcome deadlock in policy‐making. The reframing of policies, by reducing their scope to a few narrowly defined immigrant categories, influenced their adoption. This mechanism was observed in studying the eight years of policy‐making leading to the labour migration directive. The longitudinal analysis helps to identify the key dynamics that define this nascent EU policy area.  相似文献

The purpose of this article is to describe the work of welfare‐reliant women and to reveal commitment to work in the experiences of 84 welfare‐reliant, rural women interviewed for this study. Understanding the domains where welfare‐reliant women exhibit commitment to work may help policy makers, trainers, and employers design and implement interventions that enhance chances of success for these women in the formal, paid workforce. Discussion focuses on the women's formal labor force participation in the past and desire for wage work in the future; barriers to labor force participation, both personal and in the rural job market; informal work and the work of care; support networks; survival strategies for making ends meet while receiving welfare; and the stigma of welfare receipt.  相似文献

Recent decades have seen dramatic changes in the global political arena, including shifts in geopolitical arrangements, increases in popular mobilization and contestation over the direction of globalization, and efforts by elites to channel or curb popular opposition. We explore how these factors affect changes in global politics. Organizational populations are shaped by ongoing interactions among civil‐society, corporate and governmental actors operating at multiple levels. During the 1990s and 2000s, corporate and government actors promoted the ‘neoliberalization of civil society’ and the appropriation of movement concepts and practices to support elite interests. Not all movement actors have been passive witnesses to this process: they have engaged in intense internal debates, and they have adapted their organizational strategies to advance social transformation. This article draws from quantitative research on the population of transnational social movement organizations (TSMOs) and on qualitative research on contemporary transnational activism to describe changes in transnational organizing at a time of growing contention in world politics. We show how interactions among global actors have shaped new, hybrid organizational forms and spaces that include actors other than states in influential roles.  相似文献

The deliberative‐development approach to policy‐making has gained popularity in both academic and policy circles. However, insufficient attention has been paid to the requirements necessary for deliberation to have beneficial effects on policy, some of which are detailed in this article, in particular the need for equality among deliberators. The article examines Bolivia's 2000 National Dialogue and demonstrates the effects of inequality — not between elites and non‐elites, but between groups within civil society — on the legitimacy of the outcome. Its findings have important implications for the design of deliberative‐development institutions.  相似文献

This article explores the changing terrain of women's organizations in the reform period in China. It identifies the internal and external factors which have triggered both changes within the All-China Women's Federation (ACWF), the officially designated mass organization representing women's interests, as well as the emergence of new, more autonomous women's organizations. It looks closely at the influence of these organizations on government policy. While the ACWF is particularly well positioned, as a Party organization, to influence policy, the ability of new women's organizations to bring about policy change is more limited. Through the study of women's organizations the article draws broader conclusions about the changing nature of civil society in China. Though women's organizations do not have political change as their prime organizational motive, they are nevertheless symbolically important. As occupiers of non- governmental organizational space and as components of a critical public sphere, they have implicit political agency, and as such, are as much makers of herstory as its product.  相似文献

The article provides an overview over European policies designed systematically to push and implement the European information society. It looks at their rationales and points out critical areas and their potential impact on the individual as well as democratic society. In addition, comparisons are made within the triad Europe‐US‐Japan to show the global perspective of information society policies and actions. The wealth of usually enthusiastic documents that the European Commission and related actors issue with regard to the information society clearly indicates the priority that policy makers give to the information society. However, scepticism is still called for in terms of unsolved problems. The pace of solutions and the pace of technology are at times at odds. Even if the policy trail shows that attention is increasingly paid to users and citizens, it remains to be seen how the actual impact of the inevitable information society will match the needs of its users in the most productive way.  相似文献

Researchers and policy‐makers are increasingly concerned with children's well‐being in Early Childhood Education and Care (ECEC) and Outside School Hours Care (OSHC) settings. Recent research identifies the value of using qualitative methods to understand children's experiences of well‐being in ECEC/OSHC, but there remain few such studies. This article presents findings from a child‐centric qualitative study with Australian children of nurses and police, which sought to understand their experiences of well‐being in ECEC/OSHC. Children's experiences of well‐being were shaped by parental relationships, how informed they were about the rationale for their care arrangements and the degree of age‐appropriate autonomy they experienced.  相似文献

Abstract

The increasing complexification of society has challenged the established practice of government by exposing its deficiency of requisite variety. Governments have responded in two ways to amplify their variety: co-optation of elite actors from the private sector and from civil society on the one hand and devolution of state power to local actors on the other. These breaches in the traditional edifices of state governance have been hailed as real utopias in that they portend even greater possibilities for self-management in society. It is proposed that Stafford Beer's Viable System Model (VSM) holds the key not only to comprehending these developments but of dealing with many of the so-called problems of liberation  相似文献
