The United Nations Convention on the Rights of the Child, advances in the sociology of childhood and the consumer rights movement have placed the spotlight on children's rights in society, challenging those working with children to examine how they share power and ensure that children's views are taken on board. While childrens’ service practitioners are broadly supportive of the concept of participation and there are numerous examples of how children's participation has been realised in practice, many are unsure where to begin due to the range of options, considerations and challenges associated with participatory work. This article describes and analyses the process used by Barnardos in developing and implementing a participatory approach in a children's IT project in Galway City, Ireland. The process employed, the challenges encountered and the added value the participatory approach brought to the project are outlined. Finally, four broad lessons emerging from the experience are discussed, namely, that a clear framework and reflective practice is valuable that good participatory work is inextricably linked with good project management; that small efforts at participatory work can increase capacity and appetite for further work; and that there is a role for informal approaches in the context of a formal participatory framework. © 2006 The Author(s) Journal compilation © 2006 National Children's Bureau.  相似文献

The legal and policy framework on child trafficking is dismissive of children's agency and regards them as vulnerable personalities. This paper examines the scope of children's agency in their transportation to other communities for fishing in Ghana. Using a phenomenological design, 17 child returnees' views were elicited on their movement for fishing activities. Findings revealed that children's agentive capabilities progressed primarily from consent giving to negotiation. Highlighting the relational and material context within which children's agency unfolds, the study suggests that it is erroneous to generally ascribe the discursive label of ‘innocence’ to children who are considered as trafficked.  相似文献

Children and young people regard the external physical environment as important for their needs. Their use of space varies according to age and circumstance and includes designated play and leisure facilities as well as other informal areas within their neighbourhoods. However, children have little influence over the development of public space as they do not have the opportunity to contribute their views to local processes. This paper explores children's and young people's views and experience of public space in regeneration areas. It considers whether children's perspectives are accurately reflected in public policy. It draws on primary research with young people aged ten to 14 years and representatives from local organisations in a disadvantaged urban area in Scotland.  相似文献

ABSTRACT

How do local cultural agents in particular places adopt new policies towards street art as having commercial and political value? The present article takes up this question through a discussion of street art festivals and their role within urban culture and cultural policies in two large Russian cities. It considers the activities of cultural intermediaries promoting street art vis-à-vis the existing constellation of over-centralized politics, creative industries, urban development and precarious labour. Drawing on fieldwork in these cities and conducting critical sociological analysis of the street art curating, I show how the appropriation of street art by cultural intermediaries is subtly changing its ecology and values and argue that this change contributes to the range of ambivalences of neoliberal cultural politics. The article also sheds light on cultural policy and practice in Russia at a juncture characterised by the impact of globalization, on the one hand, and the country's isolationist and conservative politics, on the other.  相似文献

Due to an increasing emphasis on children's rights, children's participation in studies about social issues has become a trend. The research community has been liberally utilizing the concept of participatory action research (PAR). Thus, oversimplification of children's involvement and misinterpretation of their voices has become a concern for many scholars. This review is an attempt to support the critical conversation about PAR, especially in regard to (1) its methodological features, as well as (2) outcomes of genuine children's participation in PAR for children and youth themselves, social service organizations, and communities. Forty-five articles were selected and coded for analysis in accordance with integrative review methodology. PAR with children and youth showed evidence of positive outcomes for children, organizations, and communities. However, PAR with children and youth still faces the challenges of involving very young participants, providing meaningful participation opportunities and addressing power differences between children and adults in diverse cultural contexts. Discussion of methodological challenges and review of critical outcomes of the PAR approach is provided.  相似文献

Abstract

This paper reports on a small-scale, qualitative study on children's perspectives about their participation in decision-making processes regarding supervised contact. The paper begins with an overview of the study and a summary of findings in relation to four key research questions framed around the idea of children having a say, that is, children's views and perspectives of their participation in family law decision-making processes. These key questions include: What are children's experiences of having a say? What are children's understandings of having a say? Did children want a say in the decision for them to have supervised contact? How did having (or not having) a say feel? Discussion focuses on what importance children place on having a say in family law matters, a finding that is contrasted with children's experiences of marginalisation and exclusion from decision-making processes and of ambivalence and reluctance sometimes expressed around having a say. Children's idea of having a say as taking place in and through particular forms of dialogue and conversation, thus enabling the recognition of children and respect for what they have to say, are also explored. We conclude by reflecting on the implications of the study for professionals working in family law  相似文献

This article draws on ethnographic research with children and their caregivers to explore the interaction between poverty and the nature and quality of child care in a resource-poor urban community in South Africa. The authors attend to issues such as mobility and “family fragmentation,” the role of the extended family and other networks, and children's contributions to their own and others’ care, all matters that provoke particular concern in the context of HIV/AIDS. The research challenges some of the more conventional interpretations on these matters by pointing to the continuities children experience in what can appear a disrupted care setting as well as the positive aspects of children's involvement in care. It also supports the case for a closer look at men's participation in various child-care roles in a climate where they are often dismissed as absent or unemployed and therefore non-contributory. Future research and policy on child care would benefit from the conceptual approach adopted across this work, which employs a relational lens and encompasses the dynamic contexts in which care is experienced and performed.  相似文献

This study examined the process of cultural socialization among 6- to 8-year-old girls adopted from China, with a focus on adoptive mothers’ decisions about their children's socialization and children's interest in and knowledge about China and being Chinese. Qualitative interviews of 10 mothers and their children were analyzed using a grounded theory approach. Three main categories were identified to further specify parental cultural socialization: (1) motivation, (2) approaches to differences, and (3) type of activities that differed in their contextual layers and their degree of structure. Findings additionally revealed the interplay between parents’ cultural socialization practices and children's interest in socialization, patterns of participation, and knowledge and understanding about China or being Chinese. Results suggest that parental cultural socialization in families with children adopted internationally and transracially is more dynamic, complex, and layered than previously thought.  相似文献

This paper considers the agency of children moving to the streets of Accra, Ghana's capital city. A much used but largely unexamined concept, agency is nevertheless commonly deployed in childhood studies as a means to stress the capacity of children to choose to do things. In the literature on street and working children, and a cognate area of study concerned with children's independent migration, this has involved accounts of children's agency made meaningful by reference to theories of rational choice or to the normative force of childhood. It is our argument that both approaches leave unanswered important questions and to counter these omissions we draw upon the arguments of social realists and, in particular, the stress they place on vulnerability as the basis for human agency. We develop this argument further by reference to our research with street children. By drawing upon the children's accounts of leaving their households and heading for Accra's streets, it is our contention that these children do frame their departures as matters of individual choice and self‐determination, and that in doing so they speak of a considerable capacity for action. Nevertheless, a deeper reading of their testimonies also points to the children's understandings of their own vulnerability. By examining what we see as their inability to be dependent upon family and kin, we stress the importance of the children's perceptions of their vulnerability, frailty and need as the basis for a fuller understanding of their agency in leaving their households.  相似文献

To assess children's willingness to participate in decision-making about urban environments, Iranian children were invited to tell their stories about child inclusion in city affairs. The findings demonstrate children's enthusiasm to have a say, their suggestions of how their ideas can be integrated into planning, and their competency for participation. Despite their willingness, participants indicated awareness of patriarchal cultural views of children and childhood which continue to exclude them from planning involvement. Being denied the exercise of their rights to the city generates a marginalised status, alienating children from achieving appropriate engagement.  相似文献

Child‐oriented researchers have long recognised children's right to be heard in research about their lives and, as experts about childhood, their perspectives should inform social policy and research. While it is encouraging that more children are consulted about matters of importance to them, some children's voices remain silenced. When researchers have to liaise with adults, such as parents and social workers, to recruit children, these adults make decisions about who participates. An account of recruiting children of mothers with intellectual disability, a potentially disadvantaged group, is presented. The reasons for gatekeeping and the implications of this are explored.  相似文献

This article explores agency policy in relation to children's participation in the child protection process. This was done by examining policy documents and conference minutes and by interviewing social workers and conference chairs working in child protection in Wales. Issues and dilemmas surrounding the participation of children and young people in the child protection process are identified and examined. The lack of children's more direct participation was noted, but many agencies were taking action to inform themselves of children's views indirectly. Advocacy was being more frequently used, and highly valued where it was available, but did raise some role dilemmas. The essentially child‐unfriendly nature of child protection processes (particularly the conferences) was identified as a significant barrier to promoting children's voices. The contradiction of trying to promote children's direct participation in a process that is inherently not geared towards their direct involvement was noted. Social scientists refer routinely to a range of social and cultural contexts in trying to understand children's lives, but this range may not include what children think or say about what they do. In this article, I examine how two girls thought about their efforts to mummify a Barbie Doll as part of a school project. Attending to what the girls said about their project led me to regard strings of related activities—as defined by kids—as an important but neglected context of children's action. After reviewing how the girls’ work cut across the contexts familiar to social scientists, I examine the implications of “activity series” for visualizing kids and their contexts, in theory and in photographs.  相似文献

Policymaking is one of the most challenging arenas in which children's participation rights are implemented. The goal of this study is to portray patterns of children's participation in public policymaking and characterize various adults' reactions to children's participation. The study draws on protocols of committees operating in the Israeli parliament and interviews with an advisory group of children and young people who had participated on the committees. The findings show the potential of children's participation in national policymaking to mobilize policy change and to contextualize policy discussions. They also demonstrate that children's comments in policy discussions may evoke extreme responses, expressed as either fawning or dismissing. The conclusions offer practices that may assist in preparing both the participating children and the policymakers and in diversifying the children's voices.  相似文献

The United Nation Convention on the Rights of the Child has created practical challenges for nation states and institutions particularly in relation to children's rights to participation. The limited research that is available has tended to use survey methodology; qualitative accounts of children's daily lives are rare. The present study investigated the nature of children's participation in their education in two primary and two secondary schools; in particular the right to express views freely in all matters affecting the child. The study found that children's opportunities to express their views were extremely limited even when school councils were in place. It is concluded that the goal of active citizenship espoused by recent national curriculum developments will remain illusive unless educational practice changes to a focus on school processes rather than products. I problematise my own concept of children's voices in research by reflecting on certain practices in a study that I conducted in a kindergarten classroom in a city in Saudi Arabia. I examine the cultural and social contexts of my research by drawing on my experience of obtaining children's assent or dissent, my assumptions regarding the possibility of reducing power differentials, and finally, my understanding of the ways children voice their feelings and views. I conclude that voices manifest themselves in multiple ways that extend beyond visual or verbal media. Voices are constructed socially and are shaped culturally to reflect norms regarding how individuals should express their views and feelings within a particular setting and time.  相似文献

The persons who are social work's constituencies are typically disenfranchised and excluded. This is particularly the case with children whose voices are routinely suppressed. This paper outlines why Children's Article 12 Rights under the UN Convention on the Rights of the Child to express their views on all matters concerning them should also apply to social work research. The ethical issues around research with children are explored and a number of different research methods are outlined in order to offer a starting point for social workers wishing to place children's viewpoints and voices at the centre of their research.  相似文献

The article introduces four case studies from Wales, France and Finland and explores the situated, intergenerational and dynamic nature of collective participation in child welfare settings. Collective participation is conceived of as a process of engagement in which children and young people have some influence over the initiation or direction of a project; and as seeking a product, or outcome. The case studies represent a range of forms of collective engagement and highlight some key resources which supported children's participation (communicative spaces, time, money, knowledge, social position, attitudes, social networks, institutional commitment, equipment, food and transport). Challenges encountered in achieving effective participation in different nations within Europe are also identified, related to generation barriers and the distribution of resources. These elements are used to construct a lattice of participation: a model for conceptualising children and young people's collective engagement in participatory projects. The model provides a tool for visualising how, at different stages of a project, actors (children, young facilitators, adults and institutions) exercise influence by directing the use of different resources, such as finance and time. It invites reflection on why influence is limited in some stages of a participatory project, and how it is supported in other stages.  相似文献

Studies have shown that there are important differences in children's subjective well-being across nations. However, it has been difficult to explain why this level is lower or higher in certain countries. Using data from the Children's Worlds project, this study examines how much of the country-level children's subjective well-being can be explained by various social and cultural contextual factors. More specifically, we decompose the levels of children's overall subjective well-being to seven factors that are known to be important for children's well-being including leisure, environment, learning, money, relationship, freedom to choose, and self. After the decomposition, the unexplained part (intercept and residual) for each country is considered to represent cultural reporting bias. We found that cultural reporting bias cannot explain all of the variances in children's subjective well-being across nations. Rather, we found that the freedom to choose and self are the two most important factors that explain vast share of the variances in the overall levels of children's subjective well-being across nations. The paper also provides social policy implications of the study results.  相似文献
