This essay examines the visit to Mexico in February 2000 by Erica-Irene Daes, then chairperson of the United Nations Working Group on Indigenous Populations. I use the occasion of this visit to analyze the relationship between a regional indigenous organization in the state of Guerrero, the Mexican national state, and the United Nations within the larger context of the development of international law. I argue that the persistence today of a centuries-old bias in international law that privileges the "nation-state" and a related individualistic bias in the conception of human rights make UN support for indigenous self-determination highly equivocal. I begin with an examination of the Consejo Guerrerense and how its experience helps to illustrate the issues confronted by the indigenous rights movement in Mexico today. Then I provide background to place this movement and the United Nations in the context of the development of international and human rights law. The discourse of international human rights and the ways in which these rights are defined and advocated by the UN has serious limitations for Indians in Mexico. This is a cautionary tale about the real possibilities for social change in our global world.  相似文献

I have been a keen student of international intervention since long before my command of the United Nations forces in Cambodia. My military career has spanned much of the Cold War years and has taken me to places like Malaysia during the period of confrontation over its formation, Vietnam, Europe at the height of the strategy of Mutually Assured Destruction, and most of Southeast Asia. I was an instructor at the British Army Staff College at the time of the establishment of UNIFIL – the United Nations Interim Force in Lebanon – a serious aberration in the determinedly passive international peacekeeping approach to that time. The earlier intervention in the Congo in the 1960s seemed to have warned the UN off anything forceful in disrupted states, leaving it to former colonial powers to extract themselves from their former areas of engagement with as much saving grace as they could muster. The role of non-governmental organizations (NGOs) in the United Nations (UN), as well as in world politics in general, is increasingly gaining the attention of scholars of international law, political science and social anthropology. Using extensive earlier research on NGO-UN relations and on the concept of global governance, it is concluded that although NGOs are becoming increasingly influential actors on the international arena, several problems impede their influence from growing within the UN. Once the inefficiencies of NGOs participation in United Nations’ bodies and institutions have been described, we propose some modalities of reform of this Organization, with the purpose of improving the involvement of world civil society in UN decision-making processes, and increasing its democratic profile. Finally, the study suggests several areas that require future research and more in-depth study in order to make predictions about how NGO-UN relations will evolve in the coming decades.

The general audience for a global crisis can become a grassroots force in the ultimate fate of policy decisions. Focusing on the North Korean nuclear crisis case, certain contingent factors (dominant coalition characteristics, external threat, and external public characteristics) were overall strong predictors for public estimation about the government stance. Further, perception of situational factors (external threat and external public characteristics) was a stronger predictor for the participants’ stance estimation than perception of predisposing factors (dominant coalition characteristics). Formula One is the most technologically advanced and financially lucrative form of motorsport in the world with global audiences in the billions over the course of a season. A highly unusual and potentially deadly set of events took place during the Friday practice for the sixth annual United States Grand Prix at the Indianapolis Motor Speedway. Controversy and blame soon followed. Using Benoit's public relations and image restoration strategy framework, this paper examines the different strategies employed during the crisis by the Formula One teams, Michelin, the Federation Internationale De L’Automobile, Formula One Management, and the Indianapolis Motor Speedway. An examination of the crisis situation at the United States Grand Prix allows this study to expand Benoit's initial framework into sport as well as examining the implications for public relations and image repair strategies.  相似文献

SUMMARY

This article discusses access to and involvement of non-governmental organizations (NGOs) in the United Nations Fourth World Conference on Women held in Beijing, China, in September 1995. It also looks at the impact on consensus-building of the growing diversity of NGOs participating in these global UN events and at the effect on the international women's movement of the frustrations and difficulties faced in the follow up to Beijing as agreements have been reopened or rolled back. In this climate, women activists and feminist analysts are questioning the future viability of the United Nations as a political space for women's organizing, and under conditions of rapid globalization, are increasingly divided on strategies for implementation and activism.  相似文献

This article analyzes the influence of Archibald MacLeish's “strategy of truth” and the principles of the Government Information Manual for the Motion Picture Industry in the production of Frank Capra's documentary series Why We Fight. One of the main contributions of this research is to show how this series is the most important example of the application of the strategy of truth and, at the same time, one of the main examples of public relations audiovisual product realized to be addressed to American Army as well to the American public opinion. It is argued that Capra's Why We Fight made a substantial and long-lasting contribution to public relations, particularly in terms of its discourse and the use of analepsis has PR narrative resource. Overall, the article positions Why We Fight as one of the greatest efforts ever made in the history of military public relations.  相似文献

The United Nations Convention on the Rights of the Child (UNCRC) acknowledges that young people without parental care are entitled to special support and assistance from the State. In detailing their expectations, the UN Committee have issued Guidelines for the Alternative Care of Children which recognise that State parties have a number of responsibilities towards care leavers. The paper explores how the UNCRC reporting process, and guidelines from the Committee outlining how States should promote the rights of young people making the transition from care to adulthood, can be used as an instrument to track global patterns of change in policy and practice. Content analysis of State Party Reports and Concluding Observations from 15 countries reveals that to date there has been limited engagement with understanding and promoting the needs of this group in the reporting process; although where a government is committed to developing legislation and practice then this does find its way into their national reports. Data supplied by affiliates of the International Research Network on Transitions to Adulthood from Care (INTRAC) reveals that national concerns, political ideology, public awareness, attitudes and knowledge of the vulnerability of care leavers influence service responses to protect and promote the rights of this group and the attention afforded to such issues in reports to the Committee. Findings also suggest that global governance is not simply a matter of top down influence. Future work on both promoting and monitoring of the impact of the UNCRC needs to recognise that what is in play is the management of a complex global/national dynamic with all its uneven development, levels of influence and with a range of institutional actors involved.  相似文献

This study examined the distinct exigency of a compounding crisis, a crisis that occurs in close succession to another (potentially unrelated) crisis before an organization has had the opportunity to rebuild legitimacy. Specifically, we identified the public relations challenges faced by the US Federal Emergency Management Agency during the formaldehyde travel trailer crisis and examined how the Hurricane Katrina crisis encumbered the agency’s response efforts. We offer a theoretical frame for understanding the public relations challenges inherent in compounding crises and propose that, in a compounding crisis, organizational legitimacy and social capital decrease while stakeholder risk perceptions and attribution of crisis responsibility increase. A new phenomenon termed the pariah effect is offered to explain when an organization experiencing a compounding crisis is ostracized by other organizations that could assist with the crisis response to avoid negative spillover effects that could result from associating with the offending organization. This study also demonstrates how attribution of responsibility in a compounding crisis can create an exigency in which an organization must take actions beyond the scope and original mission of the organization.  相似文献

Abstract

Since 1978, the United Nations has formally recognized the important role of human settlements in reaching the goals set by the UN Charter. In 1978, following the first HABITAT Conference, held in Vancouver in 1976, the General Assemble established the UN Centre for Human Settlements. With the growing pressure of urbanization, the second and formative conference on Human Settlements was held in Istanbul in 1996. The documents for HABITAT II led, in 2002, to the General Assembly's expansion of UN – HABITAT into the lead UN Agency on issues facing human settlements, both rural and urban, with the clear recognition of the shift from rural to urban life and the increasing number of mega-cities, particularly in developing countries. This article samples the work and transition in the United Nations Centre for Human Settlement (UNCHS) from 1976 to the present.  相似文献

Multigenerational and intergenerational relations are used interchangeably by the United Nations in official documents. However, the terms are not universally considered synonymous. This article explores the origin of terminology usage and how these terms are used differentially in the literature on intergenerational relationships. It is almost a decade since the last empirical study of Australian public relations appeared in the academic literature. This paper reports on a survey conducted immediately prior to the onset of the global financial crisis aimed at revealing the state of public relations in Australia. In particular, the study investigated levels of professionalisation in terms of such criteria as the strategic orientation of public relations, its position within organisational hierarchies, and the importance placed on ethics and professional development. The findings show Australian PR professionals to be highly educated, comparatively well paid and frequently in positions of influence with their CEOs. Paradoxically despite these strengths, the profession in Australia does not seem to have outgrown public relations’ pervasive identity crisis.  相似文献

ABSTRACT

The launch of the post-2015 Agenda and its Sustainable Development Goals (SDGs) by the United Nations (UN) initiates a new set of global priorities to replace the Millennium Development Goals (MDGs). Over a three-year process, governments and civil society representatives at the UN planned and negotiated the post-2015 Agenda and a set of SDGs and targets. Unlike the MDGs which focused almost entirely on developing countries, the new agenda is intended to be universal and therefore applicable to Europe and North America. The goals address a wide range of issues including poverty and inequality, health, international trade, climate change and gender, with a strong emphasis on the environment. This article will provide an overview of the post-2015 process and explore the implications of this agenda for social work globally and locally. It will highlight areas of particular interest to the profession, especially prospects for addressing growing global inequality within and between countries, and concerns over the role of human rights protection. The advantages and limitations of linking social work’s global agenda to the new UN priorities will be assessed.  相似文献

As funding for public health promotion is increasingly limited in the U.S., public relations research informing management of crises that threaten public health is especially critical. Crisis planning models such as Reynolds and Seeger’s (2005, 2014) crisis and emergency risk communication model offer comprehensive directives for crisis managers and present opportunities to extend the utility of best practice recommendations. A survey of public information officers (PIOs) (n=208) at local public health departments across the U.S. examines the quality of their relationships with partners in public health crisis management, including first responders, media, law enforcement, and hospitals, and reveals that relationships with key publics in crisis management are lacking. Further, PIOs at state governed health departments may face critical delays in releasing crisis messages, as their messages are required to clear more levels of approval than locally (city/county) governed departments. Implications and future research for these key variables extending public relations crisis communication research with a focus on inter-organizational relationships are discussed.  相似文献

More than a trillion of taxpayer dollars are currently being used to bail out the US banking, mortgage and car industries. This invokes an interesting connection to public relations the last time drastic US government involvement with corporations was contemplated. This pre-First World War crisis of the free enterprise system involved a deficit not of money but of favourable public opinion. The requirement was for vast amounts of public opinion and public policy work by a reported at least 1200 – what were at that time called – press agents. This was the period when public relations emerged as a fundamental plank of US and ultimately of global culture. The thesis of this article is that many aspects of the world we live in cannot be properly understood without a better analysis of the first bailout of US corporations—the public relations bailout.  相似文献

Americans have a strong preference for multilateral foreignpolicies over unilateral foreign policies. But do Americansknow their own preferences? Data from a national survey showwide misperceptions of public opinion on foreign policy. WhileAmericans strongly prefer multilateral policies, they overestimatepublic support for unilateral policies. For example, while only23 percent of respondents agreed that the more important lessonof September 11 is that the United States should work aloneto fight terrorism rather than work with other countries, respondentsestimated that almost 50 percent of Americans endorsed thisview. Moreover, misperceptions of public opinion were relatedto subsequent judgments of specific policies. For example, respondentswho incorrectly perceived the unilateral view as the majorityview were 1.84 times more likely to support a presidential decisionto invade Iraq without the approval of the United Nations (UN)Security Council than respondents who correctly perceived theunilateral view as the minority view. Misperceptions of publicopinion were also associated with the belief that the currentforeign policy reflects the opinions of the American people.This belief in the legitimacy of the foreign policy was as stronga predictor of support for specific unilateral policies as respondents’attitudes.  相似文献

Crisis management is a form of issues management in which crisis managers attempt to control the terms used to describe corporate actions. In this sense, a crisis can be seen as an opportunity to demonstrate the organization's commitment to responsible behavior and to outline the steps being taken to eliminate the problem. The organization's decision-making process is evident in its communication response (public relations versus legal) strategies.This study examines the crisis communication strategies employed by Odwalla, Inc. during its juice contamination crisis, a crisis whose impact on public health and safety gave it the potential for developing into an issue that required public policy relief. An analysis of the content of published responses made by Odwalla officials showed that public relations response strategies dominated legal response strategies throughout the crisis, followed by mixed public relations and legal strategies. This case provides a clear example of the collaborative approach to crisis management in terms of legal versus public relations strategies. In addition, Odwalla exerted control over the crisis through its recall, the development of a process to eliminate the problem, and raising the issue of pasteurization.  相似文献

Grounded in first and second level agenda building and agenda setting, the relationships among public relations, global media, and public opinion were explored in the context of the 2008 United States presidential election. Two candidates’ speeches, press releases, and foreign media coverage were analyzed and compared with global public opinion. The results showed that object salience (issue and candidate) relationships were found between public relations messages and global media coverage while affective attribute (tone) salience relationships were partially found among public relations messages, global media, and public opinion.  相似文献

Notwithstanding the ubiquity of public relations in contemporary society, little attention has been devoted by researchers to its image in popular culture, especially the nearly-universal mass entertainment medium of film. This article reviews the screen image of the public relations professional in public administration.Of twenty flack flicks, several attributes were consistent in most of them. The characters were almost all men, they worked for the federal government and especially in the military, they primarily conducted media relations and were disproportionately present in movies made in the 1990s rather than earlier decades. Other characteristics showed greater bipolarity. In about half the movies, the government public relations officer was a comic figure, a serious character in the other half. Finally, he was as often the good guy to be cheered by the audience as a bad guy to be jeered.  相似文献
