This article uses national data to look at the differences between children in kinship and non-kinship care arrangements. Three groups are compared: children in non-kin foster care, children in kinship foster care, and children in “voluntary” kinship care. Children in voluntary kinship care have come to the attention of child welfare services, are placed with kin, but unlike those in kinship foster care, these children are not in state custody. Findings suggest that children in the kin arrangements faced greater hardships than those in non-kin care. They more often lived in poor families and experienced food insecurity. They were more likely to live with a non-married caregiver who was not working and did not have a high school degree. And fewer kin than expected received services to overcome these hardships. In addition, nearly 300,000 children lived in voluntary kinship care arrangements; these children are of particular concern because they are not in state custody and therefore may or may not be monitored by a child welfare agency.  相似文献

In Australia, adoptions from care are infrequent and mostly conducted in New South Wales (NSW) despite being legislated in other states. This qualitative study explored the experiences of the adoption process and post-adoption contact of eight foster parents adopting children in their care through the public welfare agency in NSW. The interviews were analyzed following a structured approach, by means of thematic networks. The study revealed that adoption processes and maintenance of birth family relationships depend on a number of factors (e.g., the behavior of the professionals, adoptive and birth parents, children's reactions, policy and practice contexts). However, the adoptive parents' experience of the adoption process was largely determined by the system, and in most cases this appeared to subsequently influence post-adoption connection in the families. The findings and the adoptive parents' recommendations are likely to apply beyond specific geographical jurisdictions. In addition, the reported complexities regarding connections through open adoptions at times resemble those tensions faced by children living in other family types such as those referred to in the foster care literature. Further research on some of these commonalities may expand in some countries the debate regarding adoption as an inherently contestable practice.  相似文献

ABSTRACT

Although a rather extensive literature concerning informal kinship care and kinship foster care has emerged over the past 30 years, much less is known about the children and families involved in kinship adoption. This article pays particular attention to recent research that investigates placement decisions and outcomes for former foster children adopted by relatives. This review suggests conclusions similar to broader reviews, in that kinship placement tends to show some consistently favorable outcomes across a range of study populations and methods. Financial need may be the greatest concern for relatives who adopt. The Fostering Connections to Success and Increasing Adoptions Act of 2008 expands adoption subsidies and provides states with the option of providing ongoing subsidies to certain relatives who take guardianship of family members from the foster care system. However, relative caregivers often are not well informed about financial supports afforded them by federal and state policies. Specialized programs for kinship adoptive families are still limited. Much of the growth of kinship placement has been due to the absence of other placement options for many children and value-based decision making that places a premium on kinship, rather than on evidence of the advantages of kinship adoption.  相似文献

New legislation in England and Wales requires adoption agencies to specify the contact adopted children will have with their birth families and obliges agencies to offer all parties support to maintain such contact. This study, based on responses from 112 adoption social workers in England and Wales, used a case vignette methodology to explore workers' attitudes towards supporting post-adoption contact. The findings suggest that social workers think primarily about the child's needs and about providing services to or on behalf of the child. In contrast, adults' needs, especially the relationship between birth parents and adoptive parents, were less often considered. Workers were least orientated toward supporting birth parents. Workers from different agencies had very different attitudes towards the case vignette. This study suggests that supporting post-adoption contact is a complex professional task likely to be influenced by workers' own attitudes. Implications for training, support and supervision are discussed.  相似文献

This paper describes the population of children in care in New South Wales, Australia, who were adopted by their foster families (N?=?372) from 2003 to 2014. Data pertaining to 370 of these adoptees were available and obtained from administrative records accompanying adoption applications. Most of these children had been placed with their subsequent adoptive family during infancy. However, adoption orders occurred much later in their lives. According to the available information at the time of adoption, these children did not suffer the high levels of mental health problems typically identified in populations of children in foster care. Though the data do not include follow-up to determine if the contact agreed upon at the time of adoption orders translated into practice, the most frequently postadoption arrangement recorded was face-to-face contact, four times a year with mother and siblings. The high levels of openness and face-to-face contact in Australian adoptions from care are a significant point of difference with other adoption models, and presents a need for research in the area.

IMPLICATIONS
  • Following the change of legislation in New South Wales, Australia, that prioritises open adoption over foster care, social workers in the field of child protection are well placed to assist in this process.

  • Social workers can assess children entering care to identify those who will benefit from adoption in a timely manner; undertake casework and administrative aspects of the adoption process; work closely with the child, and birth and adoptive families by delivering pre- and post-adoption supports; and conduct longitudinal research on the outcomes for children adopted from care.

Although children who have been adopted are referred for mental health services more often than their non-adopted peers and might be overrepresented within residential treatment centers (RTCs), little is known about adoptive families' experiences with RTCs. The present study sought to understand the experiences of families whose children were placed in residential treatment facilities after a finalized adoption. Qualitative interviews were conducted with a total of ten families who had adopted 21 children. Of these, 13 children had been placed in an RTC after the finalized adoption. Most of the children in the sample were between zero and five years of age at placement. Adoptive families reported the need for in-the-trenches training and community-based services that could provide ongoing support post-adoption. Implications from these findings include increasing in-home services and other options within the adoptive families' own communities. Future research could incorporate a larger sample to assess whether the experiences of families in this study are similar to other adoptive families.  相似文献

The concept of continuity--keeping children within their own kinship, community, and cultural networks--has found international favor in contemporary child welfare practice. This principle is reflected in the 1989 New Zealand Children, Young Persons, and Their Families Act. The Act represents a significant shift--from the state to the family--in responsibility for children in need of care. The increasing use of the Family Group Conference process allows families to make decisions about the future of kin children and reflects the belief that, although most abuse is intrafamilial, the family will also be the most committed to keeping the child safe. Other countries have adapted this model to suit their own cultural child welfare needs. The international trend toward formal use of kinship care for children who have suffered abuse or neglect is likely to continue as foster care resources shrink. Drawing on qualitative research, this article describes the experiences of caregivers and their kin children who have been the subject of a care and protection order.  相似文献

Data from the 2012 National Adoptive Families Study (NAFS) were used to examine the relationships between adoptive parents' need for and utilization of post-adoption services and adoption dissolution. NAFS was an online survey administered to adoptive parents (N = 437) who had adopted a child from the United States foster care system. The study found that needing and accessing post-adoption services predicted 26% of the variance in dissolution. Substance abuse treatment, educational advocacy, and parent support groups were the only significant predictors of adoption dissolution. Both needing and accessing substance abuse treatment increased the likelihood of adoption dissolution. Needing educational advocacy increased the likelihood of dissolution, but actually accessing it decreased the likelihood of dissolution. Accessing parent support groups similarly decreased the likelihood of dissolution. Policy and practice implications of the findings are discussed.  相似文献

As the population of children in foster care has increased and more children are freed for adoption, foster and adoptive families are needed in ever increasing numbers. One avenue for expanding the pool of families is through placement of children with families in other counties and states. This article considers the policy and practice implications of interjurisdictional placement in the context of foster care, adoption, and kinship care and suggests directions for interjurisdictional adoption practice and policy.  相似文献

Researchers have raised concerns about the adequacy of the training and services for foster families in general and kinship families in particular. This study examines the training and services received by kinship and nonkinship family foster caregivers. The article compares kinship and nonkinship caregivers in terms of an array of training and services. The authors examine the demographic characteristics of these two groups and the problems of the foster children placed with them to better understand their needs. Consistent with previous research, levels of training and services received were inadequate for both groups. Contrary to previous research, few differences between kinship and nonkinship caregivers were found in training or services, in demographic characteristics, or in foster children's problems.  相似文献

Kinship foster parents have the same responsibilities as nonrelative foster parents and are held to the same standards of rehabilitative care. Nonetheless, their rights to financial supports and their access to other services vary across states depending on the federal eligibility of the child, and/or the licensing criteria caregivers may or may not meet. We know little about the financial supports, well-being, or services of kinship caregivers receiving differential payment schemes and whether or not these financial supports and services make any difference. More fundamentally, in states that operate two- or more -tiered funding schemes for kinship foster parents, we currently cannot even estimate what proportion of kin caregivers receive more, less, or nothing from the government, even though all are entitled to something. Kin and non-kin caregivers in two California counties responded to a written survey focused on the financial wellbeing and income supports available to families. Sources of support were associated with the availability and utilization of other child welfare services for caregivers and for children.  相似文献

Abstract

This study examined the mental health problems and service utilization patterns of kinship families who accessed services in an urban outpatient child psychiatry clinic. A random sample of children who completed the intake process during a calendar year yielded 47 children, or 19% of the sample, whose primary caregiver was a relative, other than a biological parent; approximately half of those families were involved with the child welfare system. Data from an administrative database and from medical records describe the diagnoses, identified problems, and services used by the kinship families. Academic or school-related problems emerged as an identified problem in approximately half of the kinship cases, but school intervention was not a primary target for clinicians. The kinship sample was also compared with a random stratified sample of children who were living with primary caregivers other than kin. Kinship families were more likely to be African-American, but few differences were found between kin and non-kin cases on diagnoses and frequency, duration, or type of services received. The findings suggest that collaboration with schools might increase the engagement and retention of kinship families in mental health services.  相似文献

The post-adoption service use and needs of 125 families who had adopted children with developmental disabilities were examined using a structured mail questionnaire. Although satisfaction with services used was generally high, many families did not have access to basic family support services such as respite care, life planning and support groups. Income was the only demographic variable which correlated with service need. Middle income families (mean = $30,000 to $34,999) were more likely to need support groups and babysitting for other children than either lower or higher income groups. Of particular note in this study is the relatively high incidence of transracial adoptions. Thirty-one percent of the sample had adopted children of a different race than the family. The implications of the findings and service recommendations are discussed.  相似文献

This study used data from the National Survey of Adoptive Parents (NSAP) to compare post-adoption contact in families with non-relative private domestic and foster care adoptions. This study is the first to use a nationally representative sample to examine and compare the extent of post-adoption contact in both private and foster adoptions. The results suggest that children adopted from foster care were less likely to experience post-adoption contact with their birth families than children adopted privately despite the fact that they were more likely to have lived with their birth families.  相似文献

This study investigates whether the type of pre-discharge placement, kinship versus non-kinship foster care, has a net impact on children's likelihood of re-entering substitute care after controlling for possible selection biases through the use of regression adjustment and propensity score matching (PSM). Children in kin and non-kin foster care are compared on their rates of foster care re-entry, using bivariate comparisons and accelerated failure time (AFT) models. Lower rates of foster care re-entry after reunification from kinship homes are attributed to differences in child characteristics at removal, greater stability of kin placements, and gate-keeping functions that agencies and courts exercise over discharge and re-entry options. Children adopted from kinship and non-kinship homes exhibit similar re-entry rates, but the results for legal guardianship are mixed.  相似文献

This paper reports the results of a quantitative 42-item survey that explored foster, adoptive, and kinship parents’ (N = 160) utilization of different types of respite services (formal, informal, and a mixture of formal and informal), as well as their impressions of the impact of respite care on aspects of their lives related to family cohesion and stability, caring for their children, and their personal wellbeing. An exploratory cross-sectional, survey design was used to assess both the formal and informal respite care experiences of the foster, adoptive, and kinship caregivers. Two-tailed Fisher’s exact tests were used to examine the relationship between the type of respite received and caregivers’ respite experiences. Findings indicated that parent experiences differed depending on the type of respite services they received. Specifically, parents who used a mixture of formal and informal respite reported positive experiences related to respite more frequently than the other two types of respite groups, while those who received only informal respite reported less benefit than others. Parents who used formal respite (either alone or mixed with informal respite) reported greater stress reduction. The greatest increase in family stability was reported by parents who received a mix of informal and formal respite. While this study revealed clear benefits for families to using both informal and formal respite services, the findings suggest that formal respite care was helpful to parents regardless of whether used alone or in combination with informal care.  相似文献

Abstract

The objectives of this comparative study were to examine adoptive family functioning with a sample of gay, lesbian, and heterosexual adoptive parents and their children. The results suggested that parent sexual orientation is not a significant predictor of adoptive family functioning, adopted child's behavior, and parent's perceptions of helpfulness from family support networks. Furthermore, a regression analysis suggested the following variables were associated with higher levels of family functioning: adoptive parents who were previously foster parents and children who had more previous placements prior to adoption. Lower family functioning was associated with children adopted through CPS; with children who had mental health diagnoses, learning disorders, or other handicapping conditions; and with children who were in a higher grade in school. The results of this comparative study of adoptive families support the need for more methodologically rigorous research that includes gay and lesbian adoptive parents along with heterosexual parents.  相似文献

As the next century unfolds, adoption will be influenced by economic, social, and political factors that will influence the number of children needing adoption and the number of families seeking to adopt. For children in foster care who need adoption, these forces are likely to challenge current policy and practice and place greater demands on the child welfare system to respond to the needs of a growing number of children who cannot be reunited with their birth families. Demographic data and the sociopolitical factors impacting the adoption of children in foster care suggest that adoption demand will increase dramatically in the near future, far outstripping the current, already inadequate supply of adoptive families. While demand is not likely to be amenable to any significant level of change given the poverty-related forces already at work, supply can be more readily effected by policy and practice that embrace creative strategies to recruit and support adoptive families. The dynamics of supply and demand can provide the conceptual framework to support resource reallocation and shape a positive future for the adoption of children in foster care  相似文献

Due to changing trends in international adoption, a greater number of placements are now special needs. While most special needs adoptions are successful, they do present a higher risk for placement instability. Thus, adoptive parents and children are faced with an increasing need for support services. This article explores literature related to support throughout the international special needs adoption process including medical, information/education, social support and direct intervention both pre- and post-adoption. While many support strategies, both formal and informal, are utilized by families and adoption professionals, and some are promoted in policy related literature, few have been validated through empirical evidence. Findings reveal a need for further research around effective pre-adoption training programs for parents, preparation tools for children, and larger scale studies to evaluate post-placement services for each sub-group of international special needs adoptees.  相似文献

Abstract

This study explored the transracial adoption experiences of Caucasian parents who adopted children from Korea. Self-report data from parents of 117 adoptive families were used to compare mothers and fathers' perceptions in three key areas: parent reasons for adopting, family adjustment related to the adoption, and racial identity of adoptees. On the topic of adoptee's racial identity, parents' perceptions were compared over a seven-year period. Overall, mothers and fathers' perceptions were more similar than different, and parents appear to downplay their Korean children's race. The findings have implications for post-adoption training for transracial adoptive families.  相似文献
