ABSTRACT

Researchers often approach employers to investigate employees’ work and family experiences. Organizational willingness to grant access to employees can vary, especially when the research topic is seen as controversial or contentious for the employer. This paper explores this methodological challenge using a research example from Manitoba, Canada, which explored the use of parental leave by male employees and the impact of managerial attitudes and corporate culture on usage. Sixty large employers were recruited with only seven of those organizations agreeing to participate. In this paper, the reasons organizations gave for declining to participate and the implications of their decisions for the research are examined. Although the final sample included 905 managers and employees, participating organizations tended to be employee-focused and family-friendly employers. Organizations declined participation for a variety of reasons: avoiding raising the issue with unions, awareness that their policies unfairly benefited female leave takers, and simply not seeing the relevance of a topic relating to men’s work–family experiences. A dialogue often absent from the literature, it is important to understand how employers can limit researchers’ access to employees on controversial topics. The existence of such barriers suggests alternative avenues to recruit participants directly when topics are contentious for employers.  相似文献

Abstract

This article examines the intersection of family caregiving, work, and long-term care. Supporting families who provide care in order to minimize negative work effects while enhancing the acceptability of care options is of common concern to employers, state and federal policymakers, and the homecare professionals in the community-based care system. The contribution of families to the long-term care system, how employer policies have developed, how the public policy agenda has addressed family caregiving, and the importance of a more effective partnership on the state level are discussed.  相似文献

Men and women increasingly express egalitarian preferences for organizing family life, but workplace norms and practices are still based on relatively traditional assumptions about the gender division of labor in families. In this article, we unpack this discordant feature of the cultural landscape with recent sociological research on gender, work, and family. We begin by discussing the growing body of evidence on preferences for gender–egalitarian relationships and specify how these egalitarian desires are incongruous with workplace norms and practices. Such a mismatch between desires and reality tends to produce negative personal and career outcomes, including work–family conflict, stress, and job and marital dissatisfaction. Then, we offer a critical review of the recent actions taken by some employers and policymakers to address this issue. We observe some progressive changes in both the public and private sector in regard to family leave policies, flexible work arrangements, childcare support, and fertility benefits, but these policy initiatives still fall short of supporting gender–egalitarian arrangements for working families. We conclude with a discussion of how researchers could better evaluate and increase the effectiveness of workplace initiatives.  相似文献

The United States is the only high-income country that does not have a national policy mandating paid leave to working women who give birth. Increased rates of maternal employment post-birth call for greater understanding of the effects of family leave on infant development. This study examined the links between paid leave and toddler language, cognitive, and socioemotional outcomes (24–36 months; N = 328). Results indicate that paid leave was associated with better language outcomes, regardless of socioeconomic status. Additionally, paid leave was correlated with fewer infant behavior problems for mothers with lower levels of educational attainment. Expanding access to policies that support families in need, like paid family leave, may aid in reducing socioeconomic disparities in infant development.  相似文献

Abstract

The Family and Medical Leave Act provides unpaid leave but a key component is its intergenerational structure, permitting employees to take time off from work to care for an infant as well as an ill elderly parent. However, in an effort to provide paid leave, 23 of 28 states dropped the elder care provision in new initiatives introduced between 2000 and 2003. This article argues that in reforming leave policy in the future, the leave should be paid, remain intergenerational, cover more workers, and be adaptable to changing family patterns in an aging society. Also discussed is California's paid leave law, which meets these criteria.  相似文献

ABSTRACT

Paid parental leave for fathers is a promising social policy tool for degendering the division of labor for childcare. Swedish fathers have had the right to paid parental leave since 1974, but they take only one-fourth of leave days parents take. There are strong cultural norms supporting involved fatherhood, so couples typically want to share leave more than they do. This article explores how workplaces can constrain Swedish fathers’ use of state leave policy, in ways that fathers can take for granted, a topic that has received less attention than individual or family-related obstacles. Based on interviews with 56 employees in five large private companies, we found that masculine workplace norms can make it difficult for fathers to choose to take much leave, while aspects of traditional workplace structure building on these norms can negatively affect fathers’ capabilities of taking much leave. Workplace culture and structure seemed to be based on assumptions that the ideal worker should prioritize work and has limited caregiving responsibilities, setting limits to fathers’ ability to share leave with mothers. Gender theorists suggest such assumptions persist because of male dominance at the workplace and the endurance of gendered assumptions about the roles of men and women.  相似文献

This decade review centers on 2 disconnects between rhetoric and reality. First, public investments in families continue to grow, yet family policy is still not a term widely used by policymakers or the public. Second, social science studies increased in number and sophistication, with some family sensitive and others policy relevant. Few focus on both, which is what is most needed if research is to inform family policy. In exploring these disconnects, we summarize recent trends in family policies and the influence of research on family policymaking. We suggest a rationale for family policy and illustrate its value using the examples of early childhood, welfare reform, and parent education policies. ABSTRACT

Parental leave, with a special quota for fathers as its hallmark, is a welfare-state contribution in Norway aimed at mobilizing fathers as carers. Research has documented that individualized, non-transferable parental leave is effective for promoting more gender equal fathering practices in caring and employment. Studies have not, however, explored the processes of constructing these outcomes. We have investigated this issue by means of interviews with middle-class immigrant fathers from various European countries to Norway. The ‘outsider-within’ perspective represented by immigrants’ experiences is a novel intake to understanding the leave system. Results show that the fathers’ quota, being a statutory right and generously compensated for, is understood as accepted by employers and universally used by fathers. The principle of earmarking and non-transferability is experienced as a great possibility to care for their children and perceived as important since both male and female employees are constructed as potential parents who will take parental leave. It is in comparison with the care regimes of their homelands that this insight becomes perceptible. These results can be seen as supporting the tendency to convergence, not in the actual care policies, but in the attitudes towards parental leave held by the fathers from these countries.  相似文献

Objective: The aim of this study was to examine differences in students’ physical activity motivation, competence, and weekly exercise metabolic equivalent units (METs) between universities with different physical activity education (PAE) policy arrangements (ie, a required PAE vs. an elective PAE). Participants: Participants (N?=?953) were purposefully recruited from two universities with different PAE policies 1 week before the start of fall term 2015. Methods: Participants completed questionnaires assessing their physical activity motivation, competence, and weekly exercise METs. Results: The results of this study suggest that having a required PAE policy allows for more students with lower self-determined forms of motivation (ie, amotivation) to be reached in comparison to the elective PAE policy. Conclusions: This finding highlights that a primary value of having a required PAE policy is its ability to reach less motivated students.  相似文献

ABSTRACT

Much workplace support to parents offered by employers is gender neutral in design, but fathers’ usage rates are generally very low and far below that of mothers. This paper reflects on men’s dual roles as fathers and employees in relation to formal and informal work policies and practices, with the aim of answering the question: How could fathers feel supported by their work environment to take a more active caregiving role in the lives of their children? We take a capabilities approach to explore models of change, which supports the assumption that many fathers are somehow not fully enabled by their organisations to use policies. Focus groups were conducted within a large public sector organisation in the UK to capture the individual and interactional experiences of fathers. Findings suggest that workplace culture, line manager relationships, the ‘modelling’ behaviour of peers and gendered leave practices all impact on how fathers feel about using work-family balance policies, and whether they are likely to use them. The limits of workplace support for fathers can be challenged via the consideration of some key institutional conversion factors which if addressed may better enable fathers to exercise greater agency with regard to work-family balance entitlements.  相似文献

ABSTRACT

Parental leave has important benefits for women, men, and families. This study examines how individual, family, and workplace factors are associated with the length of parental leaves taken by workers in diverse jobs and work contexts, but with the same employer, focusing on gender differences in the factors associated with longer parental leaves. The data are the result of a collaboration between university researchers and a municipal employer. We find that gender was a major driver of the duration of parental leaves for these workers, who must use their accumulated paid time off or take unpaid leave for parental leave; women’s leaves were almost three times longer than men’s. We also find gender differences in the factors associated with leave duration. For women, socioeconomic status seemed to matter most, while for men, family and workplace context influenced leave length. The results indicate the centrality of financial considerations in parents’ leave decisions, reinforcing the importance of having a dedicated paid parental leave policy. We argue that paid parental leaves would help reduce disparities between and within genders at work and in the family.  相似文献

Work and family mutually influence one another. Whereas evidence supports the impact of spillover between these domains on employees and employers, less evidence exists about how it affects other family members, especially children. Using spillover theory as a framework, youth participants (N=111) completed a self-report survey to test parental spillover and work attitudes. Correlation and independent t-test analyses helped answer hypotheses about the role of family structure on youth perceptions of positive and negative spillover as well as on youth reports of anxiety. Results suggest family structure does impact perceptions of positive spillover and that youth perceptions of negative parental spillover is related to levels of anxiety. These findings are important since the impact of parental spillover on youth largely is absent from spillover research.  相似文献

ABSTRACT

Despite federal and state laws and policies aimed at preventing sexual misconduct by school employees, one in ten American students will experience sexual abuse or misconduct at the hands of a K-12 school employee. To explore why such sexual misconduct continues to occur, this study examined the effectiveness of education policies by investigating whether and how school employees understand these policies, how they are implemented, and how loopholes may undermine their intent. This qualitative case study was conducted in three Virginia school districts and included 46 semi-structured interviews with school district employees and county, state, and federal government employees associated with cases of school employee sexual misconduct, and extensive document analysis of school policies and procedures, laws, and court records. Analyses revealed an absence of policy implementation, demonstrated most seriously by a lack of awareness and understanding of policies among school employees, underreporting, and ineffective data collection. The study also identified a number of loopholes in the implementation of policies, resulting from a mismanaged intergovernmental system. The analysis suggests that understanding and implementation of policies meant to prevent sexual misconduct by school employees are fragmented; this fragmentation may be contributing to the continued prevalence of sexual misconduct by school employees.  相似文献

Conclusion The rapidly increasing use of Internet and e-mail in the workplace has introduced complicated issues related to the areas of potential liability of employers arising from the improper use of the Internet and e-mail by employees, as well as creating numerous privacy issues which must soon be addressed by all employers — union and nonunion. If employers specify and disseminate clear and concise e-mail and Internet use policies, they will be able to significantly reduce the risk associated with employee misconduct in this area. Not only should the policies be clear and concise, but they should also be communicated to the employees in such a fashion that all employees understand the policy and the consequences of breaching that policy.  相似文献

ABSTRACT

This article highlights the importance of social policy and working life contexts for employed fathers’ use of parental leave. It directs attention towards the Norwegian model, which is known for its gender equality aims and welfare-state support to families, but which is also active in the regulation of working life. Based on interviews with fathers who have used the father’s quota (a statutory, earmarked, non-transferable leave), findings run counter to work–family research where gendered assumptions in work organizations are found to prevent active fathering. The interviewed fathers report positive attitudes and supportive practices among employers. Fathers’ stories show that their use of the leave is subject to cooperation and compromising processes at the workplace level that research on fatherhood and organizations have hardly addressed.  相似文献

ABSTRACT

Official Spanish policy seeks greater gender equality by, among other things, encouraging men’s use of their legal rights to parental leave and requiring employers to implement equality plans. This article contains a first-ever analysis of the extent to which company equality plans are used to improve upon the legal provisions governing parental leave and whether those improvements actually encourage greater leave use by men, help to degender leave use and promote fathers’ co-responsibility for childcare. The improvements implemented by companies are analysed against a backdrop of economic crisis (2007-2016), during which public policy underwent no substantial change. An analysis of the gender equality plans in place among 107 ‘gender equality employers’ (GEEs) revealed that most included no enhancement of the existing legislation and only a few work organizations provided incentives for men to use leaves as part of their work-life balance strategies. Substantial progress in this regard can only be expected through increasing government provision of parental leave aimed at men and/or increasing government pressure on companies to encourage leave taking by men.  相似文献

Objective: The objective of this study was to test how a father's paternity leave affects the within‐household gender wage gap among heterosexual couples. Background: Previous studies focus on the actual number of days of leave the father takes, but if an important driver of the gender wage gap is the effect of parental leave on gender‐specific household specialization, absolute variations in the father's leave should not be the key interest. Instead, this article tests the effect of the extent of the father's leave relative to that of the mother's leave because it is this variation that plausibly affects the division of household labor and through this the within‐household gender wage gap. Method: Full sample, administrative data are from Statistics Denmark. Causal inference was facilitated by exploiting 5 Danish parental leave reforms on 5 separate samples of all households who become first‐time parents within the year before and after each reform (N1 = 2,304; N2 = 45,683; N3 = 16,668; N4 = 42,328; N5 = 38,978). Results: Father's leave reduces the within‐household gender wage gap through increasing mother's wages. Father's leave furthermore causes an increase in total household wage incomes. Conclusion: Father's stronger involvement in the household may be one route to more gender equality, but more so to increased financial well‐being among families.  相似文献

A crucial and overlooked facet of social justice in family therapy is political and policy advocacy. Family therapists have unique insight into how social policies and political discourse shapes clients’ lives and the life of our profession. Such knowledge can inform policymakers and political debate, yet few family therapists are trained to engage in political action. In this randomized, national survey of licensed family therapists’ (N = 174), we explore beliefs about and barriers to engagement in political and policy processes. The findings suggest that there are significant barriers and uncertainties surrounding family therapists’ engagement, including time, feelings of efficacy, and interest. Given these barriers we discuss practical suggestions for clinicians and family therapy training programs.  相似文献

Abstract

Objective: To assess how Ohio colleges conform to recommendations that address barriers to reporting sexual assault. Participants: A study sample of Ohio 4-year colleges (N = 105). Methods: College Web sites were examined between March and November 2011 for their availability of sexual assault policies using 8 measures. Results: Of the colleges in the sample, 66% had an online sexual assault policy. Less than 1% of colleges included definitions for applicable sexual offenses in the Ohio Revised Code. All colleges with a policy included on-campus personnel to whom a victim could report. Approximately 25% and 31% of colleges included confidential or 24/7 reporting options, respectively. Conclusions: Many colleges are failing to offer basic reporting options to victims of sexual assault. Having a clearly labeled sexual assault policy on a campus Web site that includes 24/7 reporting options and defines acts of sexual assault can aid victims in the reporting process.  相似文献
