The Privatization of Welfare

The different forms of privatization all imply some diminution of the state's role in the provision, financing or regulation of welfare. Privatisation does not simply mean the sale of public assets and greater reliance on private enterprise and competitive markets; it also means the transfer of welfare responsibilities from the state to the voluntary and informal sectors. This is partly an ideological issue, concerning the state's relationship with individual citizens and social groups, and partly a matter of practicalities. Welfare pluralism implies a less dominant role for the state in the provision (as opposed to the financing and regulation) of welfare services: its major themes are decentralization and participation. Some doubt is cast on the capacity and the desirability of the informal and voluntary sectors substituting for the state in social service provision. The family is undergoing substantial changes which may reduce its capacity to provide care and, at the same time, the number of dependents is increasing. The voluntary sector is beset with problems of uneven and incomplete coverage, equity, fragmentation and accountability. The chief consequence of welfare pluralism has been the rapid development of the commercial sector.     

Support for Income Maintenance Benefits: Attitudes of a Group of Non-Recipients Toward Three Benefits

This paper compares attitudes of a small sample of people not in receipt of income support benefit recipients in the Melbourne metropolitan area towards three benefits: the aged pension, unemployment and sole parent benefits. From 159 responses to telephone interviews, attitudes are analysed as to availability of benefit by family support, availability on the basis of need, amount of benefit level, and on a self—interest dimension including preparedness to pay additional tax to increase benefit and expected future use of benefit by the respondent. Results indicated strong support for aged pension and weak support for unemployment benefit. Self—interest factors coupled with age and gender characteristics influenced responses. Further research into the relationship between present and future expectations regarding pension/benefit costs and benefits is indicated.     

A framework for progressively improving small area population estimates

Summary.  The paper presents a framework for small area population estimation that enables users to select a method that is fit for the purpose. The adjustments to input data that are needed before use are outlined, with emphasis on developing consistent time series of inputs. We show how geographical harmonization of small areas, which is crucial to comparisons over time, can be achieved. For two study regions, the East of England and Yorkshire and the Humber, the differences in output and consequences of adopting different methods are illustrated. The paper concludes with a discussion of how data, on stream since 1998, might be included in future small area estimates.     

The Conversation

A critical, interpretive reading of Francis Ford Coppola's 1974 film The Conversation is offered. As an example of reflexive cinema, this film unravels the ideological arguments that support the investigative-voyeuristic gaze, whether that is the gaze of the ethnographer, the sociologist, or the wiretap expert. The relationships between sociological, ethnographic and cinematic realism are examined. The need for greater reflexivity in our sociological–investigative practices is suggested.     

Introduction to the special section: The role of cognitive-behavioral interventions in couple and family therapy

Marriage and family therapists' perspectives on cognitive–behavior family therapy (CBFT) have seen major changes over the years. The focus on cognitions and behaviors in treatment is now widely embraced by marriage and family therapists because of the effectiveness of the approach and its flexibility and integrative potential. This article provides an introduction to the special section and a brief history and overview of the application of CBFT to the field and some of the benefits it can provide to the growing and ever-challenging area of couples and family therapy.
