西部大开发中的语言教育问题

西部大开发 ,人才是关键 ,人才的基础在教育 ,教育的切入点在语言。语言教育是决定人口素质高低的重要条件之一。西部地区是多民族地区 ,在大开发中 ,要以“多语一通” (尊重多种语言的繁荣发展 ,促进全国通用语言的推行 )、“三语并重” (同时注重民族语言、汉语、外语 )、“汉语牵头” (以汉语的教育带动其他语言的教育 )为纲 ,开创语言教育的新局面。     

Marx’s International Outlook and Its Contemporary Value

Marx probed into the laws of the evolution of world history and the international system from the perspective of grand history, incisively revealing the inherent historical dynamics and evolutionary secrets of the laws of this development and thus providing a new analytical framework for our understanding of the nature of international relations and the characteristics of the era. Compared with related international relations theories of the same period, Marx’s international outlook had a unique class standpoint and methodological principles and adopted rigorous speculative logic and lofty values. Marx conducted scientific research and dialectical analysis of the laws of evolution and the intrinsic nature of international society, especially the historical mission of the proletariat. These ideas, unique in the intellectual and theoretical spectrum of international relations, provide an intellectual guide for the innovation of Chinese diplomatic theory in the new era.     

Model Selection and Estimation with Quantal‐Response Data in Benchmark Risk Assessment

This article describes several approaches for estimating the benchmark dose (BMD) in a risk assessment study with quantal dose‐response data and when there are competing model classes for the dose‐response function. Strategies involving a two‐step approach, a model‐averaging approach, a focused‐inference approach, and a nonparametric approach based on a PAVA‐based estimator of the dose‐response function are described and compared. Attention is raised to the perils involved in data “double‐dipping” and the need to adjust for the model‐selection stage in the estimation procedure. Simulation results are presented comparing the performance of five model selectors and eight BMD estimators. An illustration using a real quantal‐response data set from a carcinogenecity study is provided.     

裂纹方向压应力对混凝土断裂过程区尺度的影响

针对平行于裂纹方向作用有压应力的无限大板I型中心裂纹问题，基于Muskhelishvil应力函数得出的裂纹尖端最大拉应力和最大压应力确定了修正的莫尔强度理论的适用条件；推导了裂纹尖端微裂区临界值的解析表达式；采用幂函数模型描述的拉应变软化模型，确定了断裂过程区临界值。结果表明应用修正的莫尔强度理论评估混凝土I型裂纹尖端微裂区和断裂过程区尺度是合理的；微裂区和断裂过程区尺度随平行于裂纹方向压应力作用的增加而增加。     

名义账户制下城镇职工基本养老保险精算分析

在我国养老保险向部分积累制转型面临巨额转轨成本、做实个人账户试点严重受挫的背景下,是否选择名义账户制便成为一个重大的理论和现实问题.目前对我国城镇职工基本养老保险实行名义账户制的实证研究较少,而已有的实证研究或者建立在“准名义账户制”基础上,或者没有全面考虑“老人”和“中人”,不能真正揭示养老保险模式转向名义账户制后的实际情况.文章在严格按照名义账户制财务平衡机制的要求,既考虑“新人”,又考虑“中人”和“老人”的基础上,构建人口和精算模型,并使用六普及其他新数据进行预测,发现名义账户制虽能在精算上保持平衡,但是“老人”、“中人”、“新人”以及不同缴费年限人群的养老金收入替代率存在较大的差异,从而可能使部分人群退休后陷入贫困的境地.     

基于宁、滁、扬联动发展的滁州市旅游业提升对策研究

区域旅游联动协作发展成为旅游业发展的趋势之一。文章从区域旅游联动发展的角度来探讨如何促进滁州与南京都市圈内的南京和扬州的旅游合作。在对滁州、南京和扬州开展旅游合作的现实条件分析的基础上,就滁州加强与南京、扬州的旅游合作提出了相关的对策和建议。     

市民社会? 法团主义?——海外中国学关于改革后中国国家与社会关系研究述评

改革开放以来,利益多元分化重塑了当代中国国家与社会的关系。市民社会理论与法团主义框架被越来越多地用于认识这一重塑过程。前者预设了多元主义的前提,强调独立于国家之外的社会空间及其对国家权力的制衡与约束。后者则认为社会的自主活动不足以形成秩序,强调国家对于市民社会的参与、控制以及国家与社会之间制度化的联系渠道。其实,市民社会理论与法团主义框架均延续了极权主义理论和利益集团理论所开创的"连续统"思维模式,并不完全符合中国的文化传统与社会结构。对改革后中国国家与社会关系的解释框架必须来源于其自身的经验;即使将西方的概念框架应用于解释中国,也应当是一种"概念再造"。     

Bayesian Analysis of DSGE Models—Rejoinder

We would like to thank all the discussants for their stimulating comments. While our article to a large extent reviews current practice of Bayesian analysis of Dynamic Stochastic General Equilibrium (DSGE) models the discussants provide many ideas to improve upon the current practice, thereby outlining a research agenda for the years to come. In our rejoinder we will briefly revisit some of the issues that were raised.

农民工返乡创业为新农村建设注入了稀缺的资金和人力资本,为农民增收开辟了新的空间,是推进新农村建设的重要方式.针对农民工返乡创业中的融资难、政策支持不足、组织化程度低和经营环境差等问题,需要健全融资体系、出台税费优惠政策、构建创业平台和优化创业环境.     

How do the news media frame crises? A content analysis of crisis news coverage

The present study is a content analysis of crisis news frames found in 2006 crisis news coverage. A total of 247 news stories were analyzed to examine which of five news frames (attribution of responsibility, human interest, conflict, morality, and economic) and level of responsibility (individual and organizational level) were used by the media according to crisis type. While the attribution of responsibility frame was the most predominantly used in crisis news coverage, the use of each of the five frames depended on crisis type. The use of level of responsibility also varied by crisis type and was related to the five frames; individual level of responsibility was used more with morality, human interest, and attribution of responsibility frames. Implications and suggestions based on the results were discussed.
