The article is based on the premise that, from a macro-economic viewpoint, cyber attacks with long-lasting effects are the most economically significant, and as a result require more attention than attacks with short-lasting effects that have historically been more represented in literature. In particular, the article deals with evaluation of cyber security risks related to one type of attack with long-lasting effects, namely, theft of intellectual property (IP) by foreign perpetrators. An International Consequence Analysis Framework is presented to determine (1) the potential macro-economic consequences of cyber attacks that result in stolen IP from companies in the United States, and (2) the likely sources of such attacks. The framework presented focuses on IP theft that enables foreign companies to make economic gains that would have otherwise benefited the U.S. economy. Initial results are presented.  相似文献

This cross‐sectional quantitative study expands the knowledge on the level of involvement of social work academics (SWAs) in social policy formulation processes, and the factors associated with this. SWAs are an interesting case for exploring the academia–policy nexus because they are affiliated with a profession in which the discourse regards social policy as a target of intervention. The study took place in Israel, where social work is strongly embedded in academia and enjoys relatively high professional status. The study drew upon a sample, which consisted of 57 per cent of all SWAs in Israel, and employed questionnaires developed specifically for the study. The findings show that the highest levels of involvement were in activities characterized by more active, public sphere routes of influence within the policy arena that were undertaken in conjunction with traditional social work partners. Social work scholars engaged in these activities more during the initial stages of the policy process. These forms of policy involvement reflect the dual impact of academia and the social work profession upon SWAs. Associated with level of involvement were individual factors, which included academic rank, perception of the social role of academia, perceived individual policy role, and perceived policy competencies. By contrast, factors linked to institutional support for policy engagement were not found to be associated with policy involvement.  相似文献

The importance of establishing effective inter‐agency working between adult mental health services and child care services in order to safeguard children has been repeatedly identified by research, policy, inquiries and inspection reports. This article reports on the evaluation of an initiative in one health and social care trust in Northern Ireland that aimed to facilitate joint working and so improve service provision and protection for children and families. The Champions Initiative involved identifying a Champion in each multidisciplinary community mental health team and in each family and child care team that would have responsibility for providing information, promoting joint working and identifying any obstacles to better cooperation. The evaluation of this Initiative assessed levels of experience, training, confidence, understanding and awareness in the Champions and their team members at baseline. The Champions and their Team Leaders were then followed up after six months to obtain their qualitative views of the impact of the initiative. The results include comparisons between mental health and child care staff, and crucially, views about whether the initiative has had any impact on working together. This study also generated recommendations for further service development in this complex and important area of practice. Copyright © 2010 John Wiley & Sons, Ltd.

The cost of an uncontrolled incursion of invasive alien species (IAS) arising from undetected entry through ports can be substantial, and knowledge of port‐specific risks is needed to help allocate limited surveillance resources. Quantifying the establishment likelihood of such an incursion requires quantifying the ability of a species to enter, establish, and spread. Estimation of the approach rate of IAS into ports provides a measure of likelihood of entry. Data on the approach rate of IAS are typically sparse, and the combinations of risk factors relating to country of origin and port of arrival diverse. This presents challenges to making formal statistical inference on establishment likelihood. Here we demonstrate how these challenges can be overcome with judicious use of mixed‐effects models when estimating the incursion likelihood into Australia of the European (Apis mellifera) and Asian (A. cerana) honeybees, along with the invasive parasites of biosecurity concern they host (e.g., Varroa destructor). Our results demonstrate how skewed the establishment likelihood is, with one‐tenth of the ports accounting for 80% or more of the likelihood for both species. These results have been utilized by biosecurity agencies in the allocation of resources to the surveillance of maritime ports.  相似文献

A necessary and sufficient condition for dominant strategy implementability when preferences are quasilinear is that, for every individual i and every choice of the types of the other individuals, all k-cycles in i’s allocation graph have nonnegative length for every integer k ≥ 2. Saks and Yu (Proceedings of the 6th ACM conference on electronic commerce (EC’05), pp 286–293, 2005) have shown that when the number of outcomes is finite and i’s valuation type space is convex, nonnegativity of the length of all 2-cycles is sufficient for the nonnegativity of the length of all k-cycles. In this article, it is shown that if each individual’s valuation type space is a full-dimensional convex product space and a mild domain regularity condition is satisfied, then (i) the nonnegativity of all 2-cycles implies that all k-cycles have zero length and (ii) all 2-cycles having zero length is necessary and sufficient for dominant strategy implementability.  相似文献

This article discusses research in the Northern Territory on Aboriginal civil and family law needs. It is based on focus group discussions and interviews with legal services providers and other associated organisations. The article argues that key areas of legal need involve discrimination, housing, child protection, social security, credit/debt and consumer law problems. It further argues that welfare conditionality, particularly as embodied in the NT Intervention and subsequent Stronger Futures policies, has exacerbated the need for legal assistance and advocacy for Aboriginal people.  相似文献
