A "black kid of no early promise," Colin Powell became the youngestgeneral in the U.S. Army, and then in short order national securityadvisor, chairman of the Joint Chiefs of Staff, and the nationssecretary of state. What does this extraordinary story revealabout contemporary American political life? Analyzing surveyssupplied by the National Election Study and the National BlackElection Study, we first establish that Powells rapidrise to prominence is matched by his remarkable popularity amongthe American public. Next, we develop and test two possibleexplanations for Powells popularity. One supposes thatthe secret to Powells high standing with the public liesin his association with success on the battlefield: Powell asthe victorious general. The other explanation invokes racialprogress, the disappearance of racism among whites, and thedecline of identity politics among blacks: Powell as raciallytranscendent. In the final section of the article, informedby our results, we offer some speculations about American politicstodayabout the political implications of military accomplishmentand about the multiplicity of conditions that are required forAmericans to "see through" race. 相似文献

The interactive effects of stimulus characteristics and attentional state on infants' distraction latency were studied. As 7‐month‐old infants explored initial stimuli that were composed of either a single nonmoving component or multiple moving components, one of several types of distractors was presented in the periphery. Infants' distraction latencies (the amount of time they took to turn from the initial stimulus to the distractor) varied as a function of the interaction between the infants' attentional state at distractor onset and the characteristics of the stimuli. Variations in the visual characteristics of the distractor stimulus (solid rectangle vs. checkerboard) had a larger effect on distraction latency when infants were in a focused attentional state than when they were in a casual attentional state. Similarly, variations in the auditory characteristic of the distractor stimulus (1 intermittent tone vs. 2 alternating tones) had a larger effect when infants were engaged in a focused attentional state toward the multicomponent toys. Thus, infants' distractibility in this context reflects an interaction between the infants' attentional state and the competition between external stimuli for their attentional focus. 相似文献

Wavelet shrinkage (WaveShrink) is a relatively new technique for nonparametric function estimation that has been shown to have asymptotic near-optimality properties over a wide class of functions. As originally formulated by Donoho and Johnstone, WaveShrink assumes equally spaced data. Because so many statistical applications (e.g., scatterplot smoothing) naturally involve unequally spaced data, we investigate in this paper how WaveShrink can be adapted to handle such data. Focusing on the Haar wavelet, we propose four approaches that extend the Haar wavelet transform to the unequally spaced case. Each approach is formulated in terms of continuous wavelet basis functions applied to a piecewise constant interpolation of the observed data, and each approach leads to wavelet coefficients that can be computed via a matrix transform of the original data. For each approach, we propose a practical way of adapting WaveShrink. We compare the four approaches in a Monte Carlo study and find them to be quite comparable in performance. The computationally simplest approach (isometric wavelets) has an appealing justification in terms of a weighted mean square error criterion and readily generalizes to wavelets of higher order than the Haar. 相似文献

Adolescence is defined in part by heightened exposure and sensitivity to stressors. In a longitudinal cohort of youth at risk for substance use problems, we examined the age-varying relationship between stress exposure and traits that are central to the dual systems model. The positive associations between stress exposure, impulsivity, sensation seeking varied as function of age. Specifically, the influence of stress exposure on impulsivity strengthened during early adolescence and remained stable into early adulthood, while the influence of stress exposure on sensation seeking strengthened from early- to mid-adolescence and weakened thereafter. These findings suggest that the maturational imbalance between the capacity to regulate impulsive tendencies and sensation seeking may be exaggerated for youth who are exposed to a high number of stressors. 相似文献

Root cause analysis can be used in foodborne illness outbreak investigations to determine the underlying causes of an outbreak and to help identify actions that could be taken to prevent future outbreaks. We developed a new tool, the Quantitative Risk Assessment-Epidemic Curve Prediction Model (QRA-EC), to assist with these goals and applied it to a case study to investigate and illustrate the utility of leveraging quantitative risk assessment to provide unique insights for foodborne illness outbreak root cause analysis. We used a 2019 Salmonella outbreak linked to melons as a case study to demonstrate the utility of this model (Centers for Disease Control and Prevention [CDC], 2019). The model was used to evaluate the impact of various root cause hypotheses (representing different contamination sources and food safety system failures in the melon supply chain) on the predicted number and timeline of illnesses. The predicted number of illnesses varied by contamination source and was strongly impacted by the prevalence and level of Salmonella contamination on the surface/inside of whole melons and inside contamination niches on equipment surfaces. The timeline of illnesses was most strongly impacted by equipment sanitation efficacy for contamination niches. Evaluations of a wide range of scenarios representing various potential root causes enabled us to identify which hypotheses, were likely to result in an outbreak of similar size and illness timeline to the 2019 Salmonella melon outbreak. The QRA-EC framework can be adapted to accommodate any food–pathogen pairs to provide insights for foodborne outbreak investigations. 相似文献

Many organizations are trying to improve the generation and utilization of knowledge. The activities associated with these efforts are identified as organizational knowledge management (KM). While much has been written about knowledge management from the organizational level, the success of such efforts over the long run will depend upon on how KM activities impact important outcomes as perceived by those at the employee level who actually implement the activities. This study used the input‐process‐output framework of team effectiveness to investigate the relationship between selected KM‐related activities on integrated product and process development team members' satisfaction with their project's success and the impact they expected it to have on the organization. The results indicate that team‐level leadership and support (i.e., inputs), along with knowledge generation and dissemination (i.e., processes), are key drivers of member performance‐related ratings (i.e., outputs). Finally, and possibly most importantly, a number of interactions were evident suggesting that the KM processes moderate the effects of the KM inputs. We consider the activity‐based costing situation, in which for each of several comparable operational units, multiple cost drivers generate a single cost pool. Our study focuses on published data from a set of property tax collection offices, called rates departments, for the London metropolitan area. We define what may be called benchmark or most efficient costs per unit of driver. A principle of maximum performance efficiency is proposed, and an approach to estimating the benchmark unit costs is derived from this principle. A validation approach for this estimation method is developed in terms of what we call normal‐like‐or‐better performance effectiveness. Application to longitudinal data on a single unit is briefly discussed. We also consider some implications for the more routine case when costs are disaggregated to subpools associated with individual cost drivers. 相似文献

This paper establishes the asymptotic distribution of an extremum estimator when the true parameter lies on the boundary of the parameter space. The boundary may be linear, curved, and/or kinked. Typically the asymptotic distribution is a function of a multivariate normal distribution in models without stochastic trends and a function of a multivariate Brownian motion in models with stochastic trends. The results apply to a wide variety of estimators and models. This study describes a novel method of assessing risk communication effectiveness by reporting an evaluation of a tsunami information brochure by 90 residents of three Pacific coast communities that are vulnerable to a Cascadia Subduction Zone earthquake and tsunami—Commencement Bay, Washington; Lincoln City, Oregon; and Eureka, California. Study participants viewed information that was presented in DynaSearch, an internet-based computer system that allowed them to view text boxes and tsunami inundation zone maps. DynaSearch recorded the number of times each text box or map was clicked and the length of time that it was viewed. This information viewing phase was followed by questionnaire pages assessing important aspects of tsunami hazard and sources of tsunami warnings. Participants gave the longest click durations to what to do in the emergency period during earthquake shaking and in its immediate aftermath before a tsunami arrives—topics that should be displayed prominently in tsunami brochures and emphasized in talks to community groups. The smallest adjusted click durations were associated with advance preparations for a tsunami—topics that can be posted on websites whose URLs are printed in the brochures. 相似文献
