Ethical Futures and Public-Private Partnerships: Peering Far Down the Track

This article employs an institutional perspective in formulating predictions about the ethical futures of privatization partnerships. Although this paper focuses on ethical concerns in the U.S. public sector, it incorporates a multinational dimension in (a) comparing the meaning of privatization among societies and (b) probing privatization financing in the global economy. Five assumptions that flow from institutional reasoning are made explicit as supports for subsequent predictions. The institutional logic shifts privatization conversation away from conventional debate about competition and efficiency toward centralizing forces in both sectors in response to globalization. In that regard, this study identifies the systemic erosion of (local) community integrity as the key privatization problem of the future.

Probabilistic Insurance

Probabilistic insurance is an insurance policy involving a small probability that the consumer will not be reimbursed. Survey data suggest that people dislike probabilistic insurance and demand more than a 20% reduction in the premium to compensate for a 1% default risk. While these preferences are intuitively appealing they are difficult to reconcile with expected utility theory. Under highly plausible assumptions about the utility function, willingness to pay for probabilistic insurance should be very close to willingness to pay for standard insurance less the default risk. However, the reluctance to buy probabilistic insurance is predicted by the weighting function of prospect theory. This finding highlights the potential role of the weighting function to explain insurance.

It is suggestedin this response that the individual basis of this analysisrestricts the extent of possible conclusions. A comparison withdifferent research findings is made, and it is suggested thatthere are implications for social work education and the collectiveresponsibility the profession has for beginning social workers.
