公共服务社会化—中国行政改革的必由之路

20世纪70年代,西方一些国家兴起行政改革浪潮,公共服务社会化是其中一个重要内容.公共服务社会化实质是政府收缩公共服务范围,将原来由政府承担的一些公共服务职能大量的转移给非政府公共组织和私人部门.借鉴西方国家成功的改革经验,我国推进公共服务社会化是行政改革的必由之路.     

Statistical Inference in Context Specific Interaction Models for Contingency Tables

Abstract.  Context specific interaction models is a class of interaction models for contingency tables in which interaction terms are allowed to vanish in specific contexts given by the levels of sets of variables. Such restrictions can entail conditional independencies which only hold for some values of the conditioning variables and allows also for irrelevance of some variables in specific contexts. A Markov property is established and so is an iterative proportional scaling algorithm for maximum likelihood estimation. Decomposition of the estimation problem is treated and model selection is discussed.     

High-risk families: the unequal distribution of infant mortality in nineteenth-century Sweden

An analysis of infant mortality (based on 133,448 births) in two regions, Sundsvall and Skellefte?, in north-eastern Sweden during the nineteenth century shows that infant mortality was highly clustered with a relatively small number of families accounting for a large proportion of all infant deaths. Using logistic regression, two important factors were found to be associated with high-risk families: (i) a biological component evidenced by an over-representation of women who had experienced stillbirths, and (ii) a social component indicated by an increased risk among women who had remarried. The results strengthen the argument for using the family rather than the single child as the unit of analysis. The clustering of infant deaths points to the need to re-evaluate our interpretations of the causes of infant mortality in the past.
