电子计算机与现代通讯技术的结合,给图书馆带来了一个全新的网络环境。高校图书馆作为校园网中一个重要的子网,有必要从新的视角对信息服务进行充分探讨。     

论《儿童个人信息网络保护规定》之完善——以美欧儿童网络隐私保护立法的比较和借鉴为视角

由国家互联网信息办公室起草颁布的《儿童个人信息网络保护规定》于2019年10月1日正式实施,这是我国第一部保护未成年人网络个人信息的专门法.《儿童个人信息网络保护规定》借鉴了美国《儿童在线隐私保护法》和欧盟《通用数据保护条例》的基本原则,被国外观察者视为中国版本的《儿童在线隐私保护法》.本文在分析《儿童个人信息网络保护规定》出台的立法背景和比较法环境的基础上,探索《儿童个人信息网络保护规定》所借鉴的美欧儿童个人信息保护主要原则,并通过探讨2019年美国启动《儿童在线隐私保护法》新一轮修订所征求到的建议,提出进一步完善我国《儿童个人信息网络保护规定》的方案.     

Keeping things simple: why the Human Development Index should not diverge from its equal weights assumption

Using a range of statistical criteria rooted in Information Theory we show that there is little justification for relaxing the equal weights assumption underlying the United Nation’s Human Development Index (HDI) even if the true HDI diverges significantly from this assumption. Put differently, the additional model complexity that unequal weights add to the HDI more than counteracts the improvement in goodness-of-fit. This suggests that, in some cases, there may be limited validity in increasing the complexity of a range of other composite sustainability indices.     

A critical review of end-user information system satisfaction research and a new research framework

This paper presents a critical review of research in end-user information system satisfaction (EUISS). An extensive literature search is conducted from which over 50 EUISS related papers are identified. It is found that the past research is dominated by the expectation disconfirmation approach. To provide more insights into the psychological processing of the information system performance construct and its impact upon EUISS, we propose an integrated conceptual model based on the equity and needs theories. The implications of the proposed model for EUISS are discussed, and suggestions are made for testing the model.     

Coordination in supply chains: an evaluation using fuzzy logic

Supply chain coordination (SCC) is an effective approach to improve supply chain (SC) performance. The coordination can be achieved when interdependent entities work together by sharing resources and information to achieve common objectives aligned to maximise customer value for the entire SC. There are a number of mechanisms by which the SC members can coordinate, e.g. contracts, information sharing, information technology and collaborative initiatives. To communicate frequently and effectively, the partners are required to have good information systems and capability to share information. To coordinate with each other the SC members are required to have capabilities to implement coordination mechanisms effectively. In this paper, a model is proposed to measure the effect of these mechanisms on the extent of coordination. Currently, there is no scale of measurement reported in the literature to measure the SCC. A fuzzy logic approach combined with the analytic hierarchy process (AHP) is proposed to evaluate the extent of coordination. The proposed methodology is demonstrated through a case study of an automotive parts manufacturer.     

Fit between sourcing capabilities and organisational structure on IT outsourcing performance

Thus far, relatively few studies on the supplier side of Information Technology (IT) outsourcing arrangements have been based on empirical quantitative research. Previous research identified a recurring supplier problem, a lack of sustainability in IT performance. The literature revealed that a supplier's capabilities and organisational structure affect the supplier performance. We hypothesise that realising a fit between the necessary sourcing capabilities and organisational structure on the IT supplier side will result in a sustainable sourcing performance. We executed a survey research among employees involved in sourcing activities of three different IT outsourcing suppliers (N?=?135). The results from our analysis provide evidence that these constructs can be used to analyse differences between the three types of service suppliers. Results indicate that suppliers who focus on establishing a fit are more willing or able to monitor if they achieve a sustainable performance.     

Decision Making Using Rating Systems: When Scale Meets Binary

This article investigates how different decisions can be reached when decision makers consult a binary rating system and a scale rating system. Since typically decision makers use rating information to make binary decisions, it is particularly important to compare the scale system to the binary system. We show that the only N‐point scale system that reports a rater's opinion consistently with the binary system is one where N is odd and is not divisible by 4. At the aggregate level, however, we illustrate that inconsistencies persist regardless of the choice of N. In addition, we provide simple tools that can determine whether the systems lead decision makers to the same decision outcomes.     

Appropriate Theorizing about African Women and the Internet

The WomenAction 2000 case data illustrate that the Internet situation among women's organizations in Africa is highly problematic. The women have specific computer network needs - and even among this 'group' the needs vary. They further represent grassroots women who have no access to computer networks. The survey data illustrate that appropriate theorizing on Internet working by women in Africa must address both technological and social issues. It must also integrate gender, North-South, context and other aspects. For this purpose, available approaches are neither complete nor entirely adequate. Together however, they offer enough building blocks to study African women and Internet introduction appropriately. Constructivist technology studies (including gender and technology approaches) offer good starting points for an appropriate model. Nevertheless, constructivism needs additions to support gender empowerment in the South. Critical development studies and the integrative view on global communications offer useful additions to this end.
