This article explores the recent changes in mothers’ employment, childcare policies and attitudes towards gender equality in the labour market, in the Czech Republic and Norway, how these factors interact and what impact they have on the provision of childcare. Analysis suggests that there is convergence of the Czech Republic with Norway in terms of female employment, but divergence in childcare policies. The policy feedback – the mutual interrelatedness of attitudes towards mothers’ employment and childcare policies – has shaped refamilialising policies in the Czech Republic, whereas in Norway policies that support gender equality in work and family have emerged.  相似文献

This study concerns itself with a classroom project in English class where the film Bend it Like Beckham was shown to two multicultural classes in a high school in Oslo, Norway, with a view towards exploring students’ understandings and attitudes towards gender. Using an ethnographic methodology informed by feminist approaches, findings indicate that students, on the one hand, valorised modern values such as educational attainment, self-fulfillment and the equal sharing of domestic chores, while, on the other hand, they were equally eager to preserve traditional practices such as wearing the hijab and marrying within their own ethnicity and religion.  相似文献

This paper examines the relationshipamong company performance, corporategovernance arrangements, and CEO compensationwithin the Scandinavian countries of Norway andSweden. Our sample consists of 224 tradedcompanies, 120 of which are from Norway and 104from Sweden. The empirical evidence fromboth Norway and Sweden reveals significantpositive relationships among board size andCEO compensation, foreign board membership andCEO compensation, and market capitalization andCEO compensation. A significant negativerelationship is found between CEO ownership andCEO compensation. In addition, no significantrelationship is found between companyperformance and CEO compensation or CEO tenureand CEO compensation, except in the case ofNorwegian firms when a change in market-to-bookperformance measure is used. Despite itslimited geographical scope, the study adds toour general understanding of internationalcorporate governance issues.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

ABSTRACT

Good quality assessment has a significant role to play in contributing to better outcomes for children in need of protection, so it is important to understand what supports best practice. This paper focuses on the role of professional judgement in assessment, and compares two very different national approaches. In England, governmental responses to perceived failings in the child protection system have led to a highly proceduralised and bureaucratised system and a corresponding down playing of the role of professional judgement. In Norway, professional discretion and judgement have been seen as key to the assessment process, and governmental response to criticism of child protection practice has been to support their use through provision of increased resources. However, too much emphasis on professional judgement and too little procedure may be as problematic as the reverse [Report of Auditor General of Norway. (2012). Document 3:15. So this paper explores the different ways in which professional judgement is understood and addressed in each system and asks what we can learn from them in terms of best assessment practice. Acknowledging child protection as a ‘wicked problem’, we propose a model of Grounded Professional Judgement based on notions of epistemic responsibility and accountability to support the exercise of professional judgement in situations of uncertainty.  相似文献

Abstract

This article explores unaccompanied young refugees’ participation in various learning contexts beyond school. Drawing from a qualitative study based on interviews with unaccompanied young refugees, educators and social workers in Norway, the findings emphasise the need for a holistic approach to refugee education in and across contexts of learning. The refugees originate from countries where access to formal schooling was difficult or disrupted. Many of them have been exposed to traumatic events prior to arrival. As the educational and psychosocial needs of resettled refugees are diverse and complex, it is unlikely that schools are able to meet them all. Participation in diverse settings, activities and practices beyond school may expand young refugees’ opportunities for meaningful learning as well as promote their social inclusion. Facilitating access to adequate learning contexts, along with supporting their own commitment to succeed, is decisive for young refugees’ educational achievement, psychosocial adjustment and inclusion in society. The paper emphasises the need for reconceptualising refugee education as inclusive of diverse learning contexts in and outside of school. Enhanced collaboration between schools, local community organisations and wider society will facilitate and support resettling young refugees’ opportunities to achieve their fullest potential.  相似文献

This research describes strategies that immigrants deploy in face‐to‐face interactions with indigenous locals and links these strategies to their relational frames and networks. By focusing on interconnections between identity management and network management, the author further explores some of the key trends already documented in the contemporary literature on ethnicity. The article also adds new insight to the analysis of stigma and identity by showing how self‐friend and self‐stranger relationships present different opportunities and limitations for self‐presentation. Network fragmentation—commonly associated with a weak degree of social integration—is not necessarily an indicator of unsuccessful integration or segregation; it may be part of a wider immigrant identity project, a way to cope with stigmatization, and an important precondition for integration into mainstream society.  相似文献

This article supplements the limited research on the monarchy by highlighting the symbolic and cultural value of Norway’s Royal House in nation-building. To maintain his unifying and non-partisan role, the king must balance between conflicting perspectives on national identity. Our analysis of royal New Year’s speeches 1960–2014 examines the concepts of ‘Norwegianness’ conveyed, noting the increasing focus on diversity and a multicultural society.  相似文献

This article examines the relationship between Norwegian PR history and the development of modernity. The theoretical starting point is based on historical sociology and especially theories of modernity as formulated by Anthony Giddens and Jürgen Habermas. The study concerns the period from 1800 to 1913, where Norway may be defined as a modern capitalist society. The study shows that there is a mutual interaction between PR history and the development of modernity in Norway: in the same way that PR is a product of modernity, PR activities are also important for the development of modernity. Basic concepts in this development are rationalism (science and technology), nationalism, parliament, law/justice, democratisation, freedom of speech, public spheres, individualism, elitism, discipline/control, civil society, capitalism, industrialism, political parties, and mass participation in politics.  相似文献

This article compares the processes of reforming sickness insurance in Norway and Sweden. Despite the many similarities between the Norwegian and Swedish welfare states, they have taken different paths when it comes to reforming their sickness insurance systems. In the period between 1990 and 2010 Sweden changed its wage replacement levels and levels of employer financing several times, while in Norway they remain basically unchanged since 1978, notwithstanding many reform initiatives by political authorities. Why have the two cases evolved so differently? We address this question by using Peter Starke's review of the retrenchment literature which outlines four major strands of theorizing the politics of welfare reform: neo‐functionalism, conflict theories, institutionalist theories and discourse theory. Rather than treating these as providing competing explanations, the article suggests that elements from all perspectives bring insights to the case. The need for policy reform must always be communicated in a way that can be understood and approved in order to materialize as actual policy change. But discursive change and apparently seductive frames will not always be enough. This comparative analysis illustrates that the chance of success for new frames or discourses depends on the institutional, political and functional context into which they are inserted. Similar attempts at framing the need for reform and cutbacks have had different effects in the two countries depending on the character of the counter forces and extant frames reformers are up against. On the other hand, over time discourses and frames also shape institutions and political relations.  相似文献
