本文对历经六十年的中阿关系进行了回顾，政治上双方相互支持，维护权利，经济上优势互补，合作共赢。2010年底中东发生动荡后，中国一直密切关注，希望阿拉伯国家早日结束动乱、恢复稳定。随着时间的推移，阿拉伯国家会增加对中国尊重国家主权独立、坚持不干涉内政、主张政治解决争端立场的理解，会越来越体会到中国是可以信赖、可以交往的国家。在“一带一路”战略下，中阿关系将茁壮成长。     

The impact of age,BMI and sex hormone on aging males’ symptoms and the international index of erectile function scores

Objective: To analyze the impact of age, BMI and sex hormone on aging males’ symptoms (AMS) and the 5-item version of the international index of erectile function (IIEF-5) scores in middle-aged and elderly Chinese men.

Methods: A population-based cross-sectional study was conducted in Jiashan County. A total of 969 men, aged between 40 and 80 years old, were admitted. Physical examination and the sex hormones were measured, and AMS and IIEF-5 scores were assessed.

Results: The oneway ANOVA analysis indicated older age groups had higher AMS total-scores, somatic and sexual sub-scores, and lower IIEF5 scores (all p?r_pairwise) analyses showed the significant associations between AMS and age or sex hormone (cFT, Bio-T, SHBG, and LH) levels, and similar for IIEF5. However, when age was adjusted, the correlation coefficients (r_partial) weakened, and correlation significance disappeared, except LH (for AMS: r_partial?=?0.096, p?=?.009; for IIEF-5: r_partial?= ?0.140, p?=?.001). Multiple linear regressions confirmed the influence of increased age and LH on the AMS and IIEF5 scores.

Conclusion: CFT, Bio-T and SHBG failed to yield any additional predicting information when age was adjusted. To improve the male reproductive health, future research should pay more attention on aging-related comorbidities and how to improve general wellness.

杀人犯罪被害人是指因杀人犯罪行为而遭受直接侵害的自然人。杀人犯罪被害人参与刑事司法，具有重要意义和价值，其途径主要有量刑参与和刑事和解。此外，在被害人具有过错的情况下，其也以独特的方式参与到刑事司法程序之中。     

Examining implementation and preliminary performance indicators of veterans treatment courts: The Kentucky experience

Veterans’ Treatment Courts (VTCs) are posited as a solution to offer rehabilitation for veterans involved in the criminal justice system. Despite the pervasive implementation of VTCs, there is little research focused specifically on VTC implementation and outcomes, which are based on other problem-solving court models such as drug court. The current study presents qualitative process evaluation data from key stakeholders (n = 21) and veteran participants (n = 4) to show accomplishments, challenges, and lessons learned during first-year implementation at two VTC sites. Quantitative performance data is also presented on veteran participants (n = 19) served during the first year to show: types of services, monitoring, judicial interaction, sanctions/therapeutic responses, and rewards, as well as preliminary data on recidivism. Qualitative data, from both key stakeholders and veteran participants, suggests that offering rehabilitation via various program components, services/referrals, and accountability are critical to the success of the VTC. Data also provides valuable lessons learned for VTC implementation including communication, collaboration, information/protocols, and resources. Performance data shows that a variety of services are utilized and that frequent judicial interaction, drug testing, and sanctions are cornerstones of the VTC. Implications and future directions for research are discussed.     

政治过程视角下的执政党实现人民利益能力建设

实现人民利益有利于执政党的长期执政，而能否实现好人民利益，又要依靠党的执政，依靠党的实现人民利益能力的不断提升。从人民利益实现过程分析，党实现人民利益的能力主要包涵人民利益表达能力、综合能力、决策能力、执行能力以及反馈能力。现阶段执政党要提高实现人民利益能力，需要进一步加强思想建设、组织建设、作风建设以及制度建设，不断开创党的建设这一伟大工程的新局面。     

Young People Leaving Care: Participatory Research to Improve Child Welfare Practices and the Rights of Children and Young People

Abstract

This paper discusses participatory research with young people who are leaving public care in Finland to begin independent lives. The aim of the research, organised by SOS Children's Villages International, was to bring about change in alternative care arrangements, particularly those involving young people's transition to independence. The project used a participatory research design based on employing care-leaving peers as co-researchers. This paper adheres to the methodological principles of empowerment in analysing the personal experiences of young people leaving alternative care with the goal of informing good practice. The findings suggest that the peer research method can be an effective means of empowering young people to develop research skills and to be involved in knowledge production, as well as serving as a means of promoting improved services for “care-leavers”, those young people who are leaving either foster care or institutional care. The participatory and peer research method challenges the traditional understandings of expertise and knowledge production. Although the hierarchy between adult researchers and young people as co-researchers is still evident, the method provides possibilities for better understanding the social- and health-service systems and their challenges and pitfalls from a user's perspective.     

Synthetic double sampling s chart

This study proposes a synthetic double sampling s chart that integrates the double sampling (DS) s chart and the conforming run length chart. An optimization procedure is proposed to compute the optimal parameters of the synthetic DS s chart. The performance of the synthetic DS s chart is compared with other existing control charts for monitoring process standard deviation. The results show that the synthetic DS s chart is more effective for detecting increases in the process standard deviation for a wide range of shifts. An example is provided to illustrate the operation procedure of the synthetic DS s chart.     

80后农民工的城市就业现状与对策建议

分析了80后农民工在城市的就业特征,主要从四方面提出了对策建议:建立健全80后农民工就业的社会保障机制;改革创新80后农民工就业培训模式;为农民工塑造良好的工作环境;构建农民工双向流迁就业体系。     

新形势下上海引进外资问题研究

基于新形势下上海引进外资出现的新情况、新问题,通过对上海投资环境、定位和区位的具体分析,建立上海吸引高端外资的系统框架,并提出上海在市场开放方面,应扩大外资进入领域,鼓励外资投向"上海制造"、"上海服务"、"上海创造"的高端产业,依次引导外资的产业结构升级;在投资环境方面,应建立统一和可预见的法制环境,完善社会信用制度,以此维护市场的竞争秩序;在市场准入方面,应放宽行业限制,不断调整和优化利用外资结构。     

浅析微博问政在党的执政能力建设中的二重性作用

近年来,随着互联网Web2.0技术的发展应用、政府职能角色的转变以及公民意识和权利意识的觉醒,微博和微博问政蓬勃兴起,使我们党的执政环境发生了重大而深刻的变化。微博问政是把＂双刃剑＂,一方面成为提升党的执政能力建设的助推器;另一方面,也对新时期党的执政能力建设提出了新的严峻挑战。因此,必须正确认识和分析微博问政的二重性作用,积极探索完善微博问政的有效途径,才能更好地推动党的执政能力建设迈上新台阶。
