Evaluation capacity building (ECB) is a context-dependent process. Contextual factors affecting ECB implementation have been explored theoretically and practically, but their influence within a changing environment has seldom been discussed. This study examined essential context-sensitive parameters, particularly those involved in implementing new governmental policies regarding higher education. Taiwan was used as a case study for exploring the effect of contextual change on ECB attributes from the perspectives of training receivers and providers. Surveys and interviews were used for data collection and importance–performance analysis was applied for data analysis. Four prominent features were identified. First, the ECB attributes perceived as important by receivers were performed adequately, whereas those perceived as less important were performed less well. Second, under new policies, training provider designed training covering a wide range of ECB, whereas receivers focused on those can be directly applied in evaluation process. Third, in a small education system such as Taiwan’s, the complexity of peer review is high and ethical issues become important. Fourth, because the evaluation structure has been changed from single- to dual-track, receivers expect more training for institution staff, whereas providers insist on hierarchical training. Summary. In England, so-called 'league tables' based on examination results and test scores are published annually, ostensibly to inform parental choice of secondary schools. A crucial limitation of these tables is that the most recent published information is based on the current performance of a cohort of pupils who entered secondary schools several years earlier, whereas for choosing a school it is the future performance of the current cohort that is of interest. We show that there is substantial uncertainty in predicting such future performance and that incorporating this uncertainty leads to a situation where only a handful of schools' future performances can be separated from both the overall mean and from one another with an acceptable degree of precision. This suggests that school league tables, including value-added tables, have very little to offer as guides to school choice. 相似文献

Abstract The central theme of this article is performance management, defined as activities of organizations aimed at an effective and efficient use of their human resources. The organization focused on in particular is the hospital. Three principles taken from motivation theory are dealt with which are basic to performance management: goal setting, feedback and reinforcement. Next, a recently developed procedure (Pritchard 1990, Pritchard et al. 1988, 1989) for the design of performance management systems is described. This procedure, ProMES: Productivity Measurement and Enhancement Systems, is explained using a team of ward nurses as a hypothetical example. In addition to the nursing wards example, other potential applications of the ProMES technique to several hospitals areas are mentioned. 本文利用我国2008年正式实施环境信息披露制度这一外生冲击构造准自然实验,基于2004-2017年我国285个城市的面板数据,通过双重差分法系统评估环境信息披露对工业污染物排放的影响。克服环境信息披露的测量困难与内生性问题,首次考察环境信息披露的污染减排效果,并借助数理模型对其影响机制进行规范阐释。研究发现,环境信息披露能够显著降低工业污染物排放水平,且该影响具有一定的时滞性和长期性;同时,减排作用会随地区环境污染程度和环境规制力度的增强而呈现递增规律;此外,机制分析的结果表明,其传导机制主要来自于产业结构转型和减排技术进步。为验证研究结论的稳健性,本文提供了平行趋势、工具变量、安慰剂等多种方法的检验结果。本文的研究在经验上丰富了环境信息披露与环境污染治理之间关系的相关讨论,为提升我国环境污染治理水平、打赢污染防治攻坚战提供有益的政策启示。 相似文献

Using meta-analysis, we find a consistent positive correlation between emotion recognition accuracy (ERA) and goal-oriented
performance. However, this existing research relies primarily on subjective perceptions of performance. The current study
tested the impact of ERA on objective performance in a mixed-motive buyer-seller negotiation exercise. Greater recognition
of posed facial expressions predicted better objective outcomes for participants from Singapore playing the role of seller,
both in terms of creating value and claiming a greater share for themselves. The present study is distinct from past research
on the effects of individual differences on negotiation outcomes in that it uses a performance-based test rather than self-reported
measure. These results add to evidence for the predictive validity of emotion recognition measures on practical outcomes.

Determining priority importance is a matter of concerns among the organization to improve their performance. One of the important
aspects that should be considered by the organization is management of human resources, comprising of members who have their
own family life. In this paper, we deliver a new perspective for organization to provide priority importance for their members
with respect to family matters in order to inculcate the sense of belonging in the organization. To be effective in considering
family matters in the organizational policy making, closer look of family characteristics are required. The idea of translating
several family characteristics as quality variables and applying the quality function deployment (QFD) method to these variables
could present a new way of improving the decision making in the organization by considering the process of decision in the
family. Quality function deployment for family (QFDF) produces a friendly interpretation of a highly complex and intangible
matters around family life; thus, making the assessment of a family easier. QFD is applied on the data gathered from a questionnaire
survey based on 1,213 families in West Malaysia, Malaysia. Twelve variables are identified as voice of family, where seven
of them are found to have the highest priority of importance. These variables could also be translated into quality variables
in the context of organization, the strategy of improvement for the family could be interpreted as strategy for improvement
in the organization. Furthermore, the results of this study provide suggestion to improve actions for managing human resource.

Because of budgetary constraints, human service organizations frequently expect consultants to recommend methods to enhance staff performance that require little or no additional funding. The current study utilized a multiple baseline across settings design to evaluate and compare the effects of a single intervention and a packaged intervention including graphic feedback and goal setting on approximately 200 direct care staff as a group, to improve the data collection procedure at a residential treatment facility. Little is known about learning processes in horizontal networks. This study focuses on networks as learning entities, i.e. learning by multiple organizations as a group, and the mechanisms involved in developing and addressing a network-level performance goal. By using a narrative approach, we gather in-depth primary data from network members to examine: how do firms engage in network learning? and, how is network learning coordinated towards a performance goal in a horizontal inter-firm network? Our findings comprise two learning episodes: ‘learning how to compete’ and ‘learning how to perform’. These episodes help us to understand network learning processes; the relationship between network learning and organizational learning; and the regulatory role a hub firm provides towards a collective performance goal. 相似文献
