Neighborhood change within the Canadian ethnic mosaic, 1986–1991

This paper examines the neighborhoodpatterns in three major Canadian metropolitan areasbetween 1986 and 1991. Data are obtained from 1986 and1991 profile census files and two Special Tabulationsof 1986 and 1991 Canadian census. The data indicatethat the first pathway of neighborhood change is thediversification that takes place among charter-onlyneighborhoods with the introduction of a sizableEuropean presence, followed by Asians and then blacks. The second pathway featuring racial uniformityprimarily takes place in multi-ethnic neighborhoodscontaining one or more visible minority groups. Multivariate analysis suggests that the increase inracial and ethnic diversity in neighborhoods isrelated to the efforts of visible minorities,especially Asians, seeking out neighborhoods withEuropeans.

Civic responsibility in a risk democracy

The National Research Council advocates for what they term a risk democracy, in which risk issues require community decision-making based on dialogue. This essay focuses on the promotion of civic responsibility in a risk democracy. Award-winning public awareness campaigns are analyzed to demonstrate how community partnerships and civic responsibility can improve community resilience. First, the role of a community in an emergency is discussed; second, the current focus of the Department of Homeland Security on prevention rather than preparation as illuminated by interviews with emergency managers is critically examined; and finally, public awareness campaigns are presented to show how personal and civic responsibility can assist in emergency planning and response.     

共同体精神与和谐社区

本文在对经典文献中共同体及其精神辨析的基础上,详细考察了中国传统社会家庭、家族、宗族以及在此基础上形成的礼俗文化和绅士在社会治理中所发挥的不可替代的作用,并由此而得出结论认为,中国传统社会具有较好的自治传统和共同体精神。由于社会发展总是具有一定的延续性,因此,在当今社区建设中,最为核心的使命乃是培育出适应现代社区发展的共同体精神,如此才有可能把社区建设成为和谐社区。     

The influence of network structures of Wikipedia discussion pages on the efficiency of WikiProjects

As a platform for discussion and communication, talk pages play an essential role in Wikipedia to facilitate coordination, sharing of information and knowledge resources among Wikipedians. In this work we explore the influence of network structures of these pages on the efficiency of WikiProjects. Project efficiency is measured as the amount of work done by project members in a quarter. The study uses the comments on WikiProject talk pages to construct communication networks. The structural properties of these networks are studied using ideas from social network theory. We develop three hypotheses about how network structures influence project effectiveness and examine the hypotheses using a longitudinal dataset of 362 WikiProjects. The evaluation suggests that an intermediate level of cohesion with a core of influential users dominating network flow improves effectiveness for a WikiProject, and that greater average membership tenure relates to project efficiency in a positive way. We discuss the implications of this analysis for the future management of WikiProjects.

社区组织是社区建设的重要载体,也是构建和谐社区的结构性要素。目前东北城市社区组织效率不高、结构单一、缺少多元化和协同化,更缺少民间、非盈利性的社区组织的介入。借鉴国内外社区组织建设的理论和经验,提出建设多元化和协同化的社区组织,大力发展民间的、非盈利性的社区组织的构想,以促进东北城市社区组织的建设和发展。     

新冠肺炎疫情影响下的白俄罗斯及其与中国合作

新冠肺炎疫情对白俄罗斯经济、社会和政治造成巨大冲击,暴露并加剧了白俄罗斯国家和社会治理领域存在的问题。在疫情背景下,白俄罗斯第六届总统选举触发政治危机。卢卡申科政府通过采取有效措施应对使紧张局势逐渐趋于缓和,国内恢复正常秩序,内外政策随之调整,对内宣布启动修宪,对外加强非西方外交,尤其加强与俄罗斯的联盟关系。疫情发生以来,中国与白俄罗斯开展了行之有效的合作,对于促进白俄罗斯稳定与发展发挥了积极的作用,并为后疫情时代构建中白卫生健康命运共同体奠定了良好基础。     

全球治理视角下中国与中亚地区绿色合作:现状与前景

当今世界正面临复杂的全球治理危机,其中生态环境危机已成为全世界国家和人民发展的共同威胁。在国际政治和经济秩序都发生深刻变化的背景下,中国提出旨在实现人类低碳和可持续发展的绿色"一带一路"倡议。绿色"一带一路"作为全球治理的新型公共产品,是对全球治理理念的改革性创新,是对人类生存与发展问题的全面而深刻的思考与探索,也是中国与中亚国家推进"一带一路"合作的重要路径。中国与中亚地区绿色合作起步不早,也面临诸多问题,了解合作现状与现存问题有利于中国在推进绿色"一带一路"合作时,实现统筹安排和精准定位,切实提高合作效率,提高域内国家人民的福祉,最终实现构建人类命运共同体的最终目标。     

发展社区组织,完善社区养老功能

针对成都市老年人的人口特点及养老服务中存在的资金缺口大、服务人员缺乏、服务项目少、社会化程度低及年青人敬老爱老观念淡薄的现状,提出坚持政府为主导,政府除做好财政支持和监管工作和基础建设外,更重要的是整合社区资源,调动社区民间组织积极性,开展丰富的养老服务形式,倡导敬老爱老的社区文化的解决措施,完善社区居住、文体教育、互助的功能,使社区养老模式不仅解决养老的困难还起到丰富老年人的精神生活,提高老年人生活质量的作用。
