No Country Left Behind? Performance Standards and Accountability in US Foreign Assistance

The accountability movement in public policy hails a new programme for US foreign assistance – the Millennium Challenge Account established in 2004 with the aim of ‘picking winners’ for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Attempting to measure public‐policy performance limits the range of choice available to policy‐makers, and may inadvertently limit true performance.

Principles of Total Quality Management and Their Application to Employee Assistance Programs:

Total quality management (TQM) has been thrust into the psyche of corporate America. TQM is not a new phenomena. Introduced in the early fifties to Japanese managers by an American management expert, it served to make Japan an international economic leader. U.S. companies have generally had little international competition. They now recognize he formidable challenge that quality based companies represent and are striving to replicate these successes. To do so will be to remain competitive. To discount the impact of TQM initiatives could spell economic disaster. Employee assistance program (EAP) management is modeled after American management principles. EAPs are also now having to compete for market share in ways for which they were never prepared. The TQM initiatives currently being implemented in many companies may be applied equally well to EAPs. This article presents an overview of the TQM principles formulated by W. Edwards Derning. The article also attempts to critically analyze some of the areas that have been problematic in EAP management. Further, it examines how TQM initiatives could serve to ameliorate some of these problems and lend additional impetus to the competitiveness of employee assistance programs with other behavioral health care service delivery and cost management programs.

特殊情况是弱势群体的特殊情况,弱势群体是特殊情况的弱势群体,这两个概念之间往往难解难分,"结伴"而行。住房问题既是弱势群体非常现实而重要的问题,也是构建社会主义和谐社会的题中应有之意。鉴于此,本文在对弱势群体的住房问题成因分析的基础上,拟从法律救失,尤其是出入机制及其相关法律法规和政策的建立与完善的方面予以探讨。     

Consumer Direction in Community-Based Long-Term Care

Abstract

Recently, a growing number of community-based long term care programs have been incorporating a concept of consumer direction (CD). Consumer Direction allows long-term care consumers to take more active roles in their care management, by hiring, training, supervising, and firing care providers. A limited number of existing studies show that CD consumers indeed feel they have more choice and control over their care compared to those under the traditional model. However, other studies show problematic working conditions for care providers under CD. Questions also remain unanswered regarding how CD effects different important stakeholders, including family caregivers, formal paid caregivers, and governments. More research, administrative, and practice efforts are needed to ensure CD can benefit all sectors of communities.

"你幸福吗?"是为数不多的、经由主流媒体产生的2012年度"热词",但其热度的背后应贯穿我们冷静的思考。本文选择从社会救助角度切入,主要从个人家庭、社会建设、政府建设、政权合法性等方面论述社会救助的重要性,从资格获取、资金使用和所涉人员观念转变上论述社会救助的复杂性,最终导出社会救助本然的国家责任伦理本位、社会参与格局和基于政治体制改革后府民关系的初步设想,呼吁落实宣传口号于切实的治理行为。本文并不囿限于"幸福"或者社会救助的概念作讨论,转而向更深层次的体制、制度做了初步挖掘,观点多属个人之见,不免偏狭愚陋,只求探讨和商榷。     

1920年～1937年河南灾荒性移民与社会救助

1920年～1937年间,河南水旱灾害迭现,兵燹匪患频仍,由此引起的移民潮频繁而剧烈。灾荒性移民是这一时期河南最为重要的人口迁移类型,它体现了河南移民问题的特殊性。社会救助以有组织的灾民移送最为成功,救助团体在移民过程中发挥了举足轻重的作用。新铁路线的开通也使跨省际的远距离迁移更加容易实现,从而极大地促进了移民的运送工作,使人口迁移由此进入到更为深远的地区。虽然这一时期河南的社会救助取得了局部的成功,但还远远不能满足现实的需要。
