中国农村银行业金融机构利益相关者分析

针对农村银行业金融机构利益主体的复杂性以及由此引出的经营目标制定问题,以利益相关者理论为基础对中国农村银行业金融机构的利益相关者进行了界定与分类,并对各类利益相关者与农村银行业金融机构的权利-义务关系进行了阐述,得出了农村银行业金融机构应把均衡各类利益相关者的利益作为经营目标。研究结果对农村金融机构经营目标设置具有指导作用。     

双重的约束：女性科技人才成长的制约因素分析

近年来，我国的科技事业发展迅速。然而，科技人才队伍中的女性科技人才却发展较为缓慢，原因在于女性科技人才的发展受到了公私领域的双重约束即私人领域的家庭劳动、家庭决策、家庭教育投资以及公共领域的科技人才准入、培育和评价机制制约了女性科技人才的发展。在这种双重约束下，女性科技人才只能在具有性别排斥的科技领域中充当幕后支撑力量，相反，男性则在科技人才发展中占主导优势，成为主要的受惠群体。     

A slacks-based inefficiency measure for a two-stage system with bad outputs

We model the performance of DMUs (decision-making units) using a two-stage network model. In the first stage of production DMUs use inputs to produce an intermediate output that becomes an input to a second stage where final outputs are produced. Previous black box DEA models allowed for non-radial scaling of outputs and inputs and accounted for slacks in the constraints that define the technology. We extend these models and build a performance measure that accounts for a network structure of production. We use our method to estimate the performance of Japanese banks, which use labor, physical capital, and financial equity capital in a first stage to produce an intermediate output of deposits. In the second stage, those deposits become an input in the production of loans and securities investments. The network estimates reveal greater bank inefficiency than do the estimates that treat the bank production process as a black box with all production taking place in a single stage.     

Towards a job competency profile for agricultural extension instructors: A survey of views of experts

A project is carried out for instructors in the agricultural extension service in Esfahan. Part of the project is study, conducted to inform the process of competency profile development for the instructors. The study, reported in this contribution, focuses on views of experts about competencies needed by the instructors. The survey is based on the methodology for developing models of HRD, in which 257 key experts participated. A mix of methods was used for collecting data. The most important competencies found in this study are subject matter and business understanding, and presentation skill. The most essential outputs are presentation of instructional materials, feedback to learners and equipping learners with new competencies after the course. In this contribution, competencies and outputs are elaborated. Further research is needed regarding performance improvement as a result of the efforts of the instructors, and the views of other stakeholders on the development of the agri-clusters.

WTO规则与中国金融体制改革

WTO关于银行服务贸易的主要规则,是在《服务贸易总协定》的基础上对金融服务贸易规则的深化。加入WTO组织对中国金融体制改革带来重大影响,中国政府在加入议定书中就银行服务业对外开放作出承诺。金融服务业对外开放将进一步增强,货币自由兑换与利率放开要逐步推进,国有商业银行必须建立现代企业制度。中国商业银行必须积极拓展中间业务,要依法吸引和管制国外短期资本,用国际惯例规范银行卡的发放,依法保障国家金融市场的安全。

Private Action for Public Good?: The Public Role of Voluntary Sector Organizations

Voluntary sector organizations claim to be private institutions acting for the public good. However, if the concept of public is disengaged from the state and connected instead to citizenship, VSOs can be shown to have both private and public origins, as well as private and public impacts. As citizens, VSOs are public organizations serving the public good through their purported representation of the people and civic leadership. The legitimacy of their assumption of these public roles remains a continuing challenge.     

Civil Society and the Northern Irish Peace Process

Alternative accounts of the Northern Irish peace process are analyzed. It is noted that neither Unionist nor Republican accounts accord a significant or positive role to civil society in the reaching of a political settlement. It is only in what might be called the metropolitan liberal perspective that influence is attributed to the role of civil society in achieving a settlement. Two junctures at which civil society, centered on the third sector, played a prominent role in the peace process are analyzed: the Opsahl Commission before the launch of the peace process in 1993 and the nonparty Yes campaign during the referendum on the Belfast Agreement in May 1998. The paper then goes on to discuss why the influence of civil society has declined since the referendum, and draws attention to the conflict between the top-down implications of the consociational nature of the Belfast Agreement and the bottom-up promotion of political accommodation through civil society.     

中国影子银行违约风险和防范机制研究——来自上市公司委托贷款数据的经验证据

本文运用中国上市公司披露的委托贷款公告数据，实证研究了影子银行的违约风险及其防范机制。数据显示，我国委托贷款的整体违约率为10.09%，远高于同期银行业金融机构的不良贷款率。进一步研究发现，与影子银行风险受信息因素影响的直觉一致，抵押条款和借贷距离会显著影响委托贷款违约率：其一，从抵押视角来看，抵押条款和贷款违约率显著正相关，这表明，为了防范事后的道德风险问题，贷款者会要求借款者提供抵押；其二，从借贷距离视角看，与近距离借贷（或同省借贷）相比，远距离借贷（或异省借贷）的违约风险相对较高，这揭示出，借贷距离越远，贷款者越难对借款者进行甄别和监督，从而推高了借款企业的违约概率。本文研究不仅为我国委托贷款这一影子银行机制的风险状况提供了直接的经验证据，而且对影子银行参与者如何有效防范风险和相关政府部门加强监管具有重要的借鉴意义。
