以顾瑛为核心的玉山草堂雅集是元代最具代表性的文人雅集,学界虽不乏相关研究成果,但对相关诗序文献均未给予重视。文中从诗序这一独特视角对顾瑛玉山雅集进行观照,以拓展、加深对其认知:以诗序为据,梳理历次玉山雅集活动系年、场所、人员及主要活动内容;玉山雅集诸方面超越前代,分韵赋诗是玉山雅集文学活动的核心形制;玉山雅集诗序是折射元末文人心态及时代变化的一面镜子。  相似文献

Two-unit warm standby systems have been elaborately dealt within the literature. However, the study of standby systems with more than two units, though very relevant in state-of-the-art practical situations, has received little attention because of mathematical intricacies involved in analyzing them. Also, such systems have been studied assuming: (i) the lifetime or repair time of the units to be exponential, or (ii) the lifetime and repair time to be independent. The present contribution is an improvement in the state-of-the-art in the sense that three-unit warm standby system with dependent structure is shown to be capable of comprehensive analysis.  相似文献

This article draws attention to social insurance (SI) as a revenue raising institution, and explores the potential merits of drawing on new fiscal sociology for studying the development of SI systems. This is done by revisiting previous research conducted in Germany, the USA, Finland and Israel and by offering a new reading of their findings. The reviewed cases support two interlocking claims drawn from new fiscal sociology to the study of SI. The first is that state actors may perceive SI as an extraction instrument and employ it to advance fiscal and/or economic interests other than covering the costs of SI schemes. The second is that the design and management of contribution policies for such purposes may have substantial ramifications for the development of SI schemes. In addition, while current understandings tend to associate fiscal concerns with welfare state retrenchment, this article shows that they can also play a major role in driving welfare state expansion.  相似文献

From 2002 to 2013, Angola engaged in large‐scale state‐led reconstruction and development alongside an elite‐led appropriation and seizure of national assets. Until the oil price shock, Angola had been succeeding in promoting rapid economic growth, and possibly even significant social development, alongside a massive grab of wealth and power by local elites. Today, though an economic crisis has taken hold, frequent predictions of the country's imminent collapse have yet to be fulfilled. This article reviews the state's development planning and expenditure with a focus on public investment and industrial development to determine to what extent Angola during this period might be considered a developmental or petro‐developmental state. It is argued that, while more significant than generally thought, petro‐developmental outcomes were and are limited by the autocratic and neopatrimonial tendencies of the Angolan elite. Nevertheless, limited success with structural transformation may have lasting effects. Following its long civil war, the conditions existed for Angola to follow a new path of state‐led development. Though it may now be more difficult, structural transformation and economic diversification remain the only path to economic and social development.  相似文献

ABSTRACT

While women are underrepresented in many political institutions and leadership positions, nearly half of state supreme court chief justices are women. Is there something about the role of state supreme court justice that facilitates the recruitment of women to this important political position? We examine whether the selection of a woman chief is driven by the court’s institutional need for women’s leadership style or simply the supply of qualified justices. We find that ideological diversity drives demand for a woman chief. A supply of experienced women justices also has a significant impact on likelihood of selection.  相似文献

The article analyses market‐oriented social enterprises from a social welfare perspective, within the context of the innate conflict between business and welfare orientations. After defining the concept of market‐oriented social enterprises and presenting some successful examples on such entities that employ different marginalised populations, particularly people with disabilities, the article asks three interrelated questions: (i) What policy environment is needed to encourage the development of social enterprises? (ii) Given the innate tension between the social and economic objectives in social enterprises, what structural principles are needed to enable them to meet those dual objectives? Lastly, (iii) What intervention modalities are best suited to help individual participants in those frameworks? Answers to these questions are discussed within conceptual frameworks from the worlds of welfare and business that jointly provide a base for a social welfare rationale for market‐oriented social enterprises.  相似文献

This article analyses the strengths and weaknesses of the developmental‐state approach as compared with a broader and more flexible developmental‐governance approach – in relation to economic transformation in a single case country, Taiwan. It argues that both approaches have strong and weak points, and comes down in favour of the view that it is only through a ‘thick’ study of political forces, processes and circumstances that the reasoning behind developmental policies and institutions can be understood and the processes of economic transformation explained.  相似文献

This article examines the Chinese government’s use of the print media to justify the national language policy and address individuals’ concerns about the vitality of regional varieties of the Chinese language (i.e., Cantonese) in its coverage of the Protecting Cantonese Movement (July 2010) in Guangzhou. The analysis revealed that the Chinese government adopted a relatively reconciliatory response to the Movement, which apparently contested the relevant language policy. However, the media texts maintained the national policy of promoting Putonghua as inviolable, whereas they assigned Cantonese the role of the carrier of cultural tradition and stressed that the rise or fall of particular regional language depended on regional socioeconomic developments. Such media discussions showed that the state carefully managed relevant discussions about the vitality of regional Chinese varieties within the discursive space defined by legalistic, cultural, and socioeconomic development discourses. These discursive boundaries reflect the dominance of linguistic instrumentalism in the Chinese government’s language policymaking.  相似文献

Based on the social model(s) of disability, this article seeks to analyse the historical development of Israeli employment policy toward disabled people during the first decade and a half of its existence (1948–1965). Findings from primary and secondary sources suggest that throughout this period disabled people, mainly immigrants, found themselves at the lowest echelons of Israeli society and the labour market. Furthermore, the Israeli welfare state offers an interesting case study of the gap between a welfare state’s stated adherence to social justice and the more limited, and even contradictory, outcomes of its policies. Our discussion suggests that a valuable way of reframing our findings can be found in the critique of de-commodification as an inadequate concept and in the use of related concepts such as re-commodification and quasi-commodification.  相似文献

China’s emergency laws have emerged as a result of dealing with crises. They comprise laws and regulations, emergency plans, and military regulations, and define three exceptional or emergency states: war, emergency and emergency response, with the aim of constructing a comprehensive integrated system based on the specialized division of labor. In practice, however, emergency plans take the place of laws and regulations and provide the fundamental normative basis for tackling emergencies, with government and the military playing the dominant role. Developing out of necessity and possessing temporary applicability, China’s emergency laws are characterized by authorization and prevention. Integrating emergency law with the socialist legal system with Chinese characteristics, formulating basic law for emergency situations and improving the specific mechanisms of emergency law should be regarded as major steps in its future development.  相似文献
