International Law as the Law of Domestic Governance: China’s Propositions and Institutional Practice

Like domestic law, international law can be used in domestic governance, where it can become an important instrument assisting China’s Party and government to rule the country and manage state affairs. Incorporating part of international law into domestic law and comprehensively advancing the rule of law in accord with the principle of national sovereignty demonstrate the openness and international vision of China’s rule of law construction. Translating these propositions into concrete institutional practice will be of vital significance for improving the socialist rule of law with Chinese characteristics, advancing the international rule of law and promoting world peace.     

打通文化建设的“最后一公里”——文化强国目标下“人民福祉”的生命美学求解

我们的文化建设有着“向着社会主义文化强国宏伟目标阔步前进”的豪迈情感,我们的国家目标有着“努力开拓中国特色社会主义事业更加广阔的前景”的美好未来,这一切都要以“增进人民福祉为出发点和落脚点”,因此“人民福祉”当然应该成为社会主义文化建设的根本目标。为此,就应该引入生命美学理论,即在劳动方面摆脱“异化”的处境,在社会实践中完善自我;在艺术领域远离“低俗”的放纵,在审美活动中愉悦自我;在道德世界抵挡“功利”的诱惑,在人格追求中完善自我;在信仰层面提防“迷信”的侵袭,在心灵寄托中升华自我。     

Black Edens,country Eves: Listening,performance, and black queer longing in country music

ABSTRACT

This article explores Black queer country music listening, performance, and fandom as a source of pleasure, nostalgia, and longing for Black listeners. Country music can be a space for alliance and community, as well as a way of accessing sometimes repressed cultural and personal histories of violence: lynching and other forms of racial terror, gender surveillance and disciplining, and continued racial and economic segregation. For many Black country music listeners and performers, the experience of being a closeted fan also fosters an experience of ideological hailing, as well as queer world-making. Royster suggests that through Black queer country music fandom and performance, fans construct risky and soulful identities. The article uses Tina Turner's solo album, Tina Turns the Country On! (1974) as an example of country music's power as a tool for resistance to racial, sexual, and class disciplining.     

National day participation among immigrants in the Netherlands: the role of familiarity with commemorating and celebrating

This study explores to what extent varying levels of host national day participation among immigrants can be explained by previous participatory experiences related to their country of origin, in addition to socio-cultural factors related to the current country of residence. Utilising data from a large online immigrant panel, we concentrate on two prominent national days in the Netherlands: Remembrance Day and Liberation Day. On these days, Dutch society commemorates victims of the Second World War and celebrates freedom, respectively. Our results indicate that Dutch national day participation among immigrants is determined largely by previous familiarity with commemorating and celebrating through participation in holidays specific to immigrants’ country of origin. These findings highlight the need to place more emphasis on the role of previous participatory experiences when examining immigrants’ current patterns of participation in the host society.     

东道国政治风险如何影响我国对外直接投资?

根据2008—2017年中国对外直接投资规模的变化及区域状况,探究东道国政治风险如何影响我国对外直接投资。选取105个样本国家,提出基本假设并构建模型,采用合适的解释变量、被解释变量及控制变量进行实证分析。实证结果表明,中国对外直接投资倾向于流入政治风险较高的国家或地区,同时,东道国市场规模与我国的对外直接投资流量呈正相关关系。分析实证结果与假设相悖的三方面原因,从政府和企业两个层面提出可行性建议。

贵州农村生育现状实证分析

贵州农村地区的生育状况,自上世纪90以来,发生了可喜的演变,但依然存在封闭落后、多育、早育以及男性偏好等问题。针对上述问题,笔者对近年来贵州农村生育现代化建设中出现的8个成功案例,做了概述和评析,得出贵州农村的生育建设应采取依托基层社区——村寨的结论。     

发展中国家的人口经济发展

本文论述了战后以来发展中国家的人口增长与经济发展,指出了发展中国家在经济发展过程中的人口压力,并探讨了其人口加速增长的主要原因以及人口增长对经济增长的影响。     

山东丘陵地区农村剩余劳动力转移态势与路径探讨

根据对山东省丘陵地区临沭县的农户外出打工情况的抽样调查,研究发现:目前山东丘陵地区农村剩余劳动力外出打工情况是相当普遍的,打工对家庭的收入具有决定性的影响,打工的主要原因是城乡收入差距,其次才是劳动力剩余和年轻人渴望从事非农业生产等原因。存在缺乏双亲监督,留守儿童读书不理想的家庭约有20%。当地政府对农民外出打工起到的引导作用比较有限,调查中接受过政府培训或者由政府组织外出打工的农民仅约占20%。当地招商引资项目对就业的拉动效果不太明显,文章呼吁一定要注意发挥我国劳动力便宜的相对比较优势,走劳动密集型道路,以求拉动就业。关于劳动力转移的态势,研究发现,农村25岁以下,初中以上文化程度的劳动力供给已经出现逐年减少的趋势。估计在不久的未来,流向城市的农村剩余劳动力虽然总量上不会减少,但是真正能够融入城市工业化进程的农村年轻知识型劳动力(知识型在这里指初中以上文化程度)的供给会出现短缺。     

Case study: fertility decline in Iran

Iran has experienced one of the most successful family planning programs in the developing world, with 64 percent decline in total fertility rate (TFR) between 1986 and 2000. This paper focuses on Iranians’ unique experience with implementation of a national family planning program. Recognition of sensitive moral and ethical aspects of population issues resulted in successful collaboration of technical experts and religious leaders. Involvement of local health workers, women health volunteers and rural midwives led to great community participation. Demographic and Health Survey (DHS) data in 2000 indicated a TFR of 2.0 births per women and 74 percent contraceptive use among married women. This case study will help policy makers and researchers in Moslem countries and other developing countries with high fertility rate to consider a successful family program as a realistic concept with positive impacts on nation’s health and human development.
