服务性企业经常面临如何最好的向顾客传递无形的服务质量上的困扰。本文对服务无形的特征所引起的相关属性及其各自给服务营销带来的挑战作了系统的分析 ,并提出了相应的有形化策略。

WTO规则与中国金融体制改革

WTO关于银行服务贸易的主要规则,是在《服务贸易总协定》的基础上对金融服务贸易规则的深化。加入WTO组织对中国金融体制改革带来重大影响,中国政府在加入议定书中就银行服务业对外开放作出承诺。金融服务业对外开放将进一步增强,货币自由兑换与利率放开要逐步推进,国有商业银行必须建立现代企业制度。中国商业银行必须积极拓展中间业务,要依法吸引和管制国外短期资本,用国际惯例规范银行卡的发放,依法保障国家金融市场的安全。     

对新刑法中国家工作人员的认识

根据修订后的新刑法第九十三条对国家工作人员的有关规定 ,结合刑法理论和司法实践 ,国家机关人员应包括国家机关中从事公务的工作人员和“以国家工作人员论”的国家工作人员两部分 ,其本质特征就在于“从事公务” ,因此 ,“利用职务之便”是国家工作人员职务犯罪客观构成的本质要件 ,也是国家工作人员职务犯罪与普通犯罪的根本区别所在。

金融服务贸易自由化与审慎监管的关系是WTO金融服务贸易的核心问题,而"审慎例外"是WTO法律体系内这一问题的惟一依据."审慎例外"虽然十分概括,但却包含着调整二者关系的原则,蕴涵着审慎措施的标准,从而为界定审慎措施与政策的关系提供了依据,同时也为我国在金融业对外开放中加强审慎监管提供了根据和保护.

Using Nursing Students to Enhance One College's Immunization Program

Abstract

In New York State, all college students who were born on or after January 1, 1957, are required to show proof of immunity against measles, mumps, and rubella (MMR) before the 1st day of classes. Colleges have established immunization programs so that those students who do not have the required proof can be given the necessary injections. Often, our health service office does not have enough staff to administer the MMR shots during the registration period, resulting in long lines of students waiting to be immunized. In this article, the authors describe how one college used nursing students to assist with and enhance its immunization program. The 45 nursing students who participated in this project administered 694 injections over a 5-day period, They received credit from the nursing department for clinical time and all of the participants agree that the project was a success.     

Evaluation of the Service Review Model With Performance Scorecards

The current study combined a management technique termed “Service Review” with performance scorecards to enhance staff and consumer behavior in a human service setting consisting of 11 supervisors and 56 front-line staff working with 9 adult consumers with challenging behaviors. Results of our intervention showed that service review and scorecards produced significant staff behavior changes that were maintained over time. Positive consumer outcomes were also correlated with staff performance changes. The behavioral package of training, clinical consultation, service review, biweekly manager meetings, scorecards, and public posting has the potential to reduce the need for monetary staff incentives.     

Using a Stakeholder Participatory Model in a Community-Wide Service Needs Assessment of Elderly Residents

ABSTRACT

This paper discusses a collaborative approach to a community-wide needs assessment in a county in Ohio. A neighborhood service provider for elderly residents in the community initiated the research project. To promote ownership in the evaluation process and to conserve resources, the evaluators used a stakeholder participatory approach. This effort not only resulted in increased cooperation among all parties involved (stakeholders, evaluators, community agencies), but culminated in the acceptance and utilization of controversial findings.     

农村公共文化服务有效供给的现实困境与策略创新——基于社会资本理论的视角

作为政治社会学的一个重要概念，社会资本的理论构成了农村公共文化服务有效供给的重要资源，对提升当下我国农村公共文化服务的供给实效具有借鉴意义，信任社会资本能够提升农村民众对公共文化服务供给的价值认同，规范社会资本可以促进农村公共文化服务供给的制度化，而公民参与网络有助于扩大农村公共文化服务的融资渠道。然而，在当前社会转型期内，我国农村现代社会资本的分布还很不均衡，总体发育不够成熟，这其中，农村民众普遍社会信任的产生还面临许多困境，各级政府对农村公共文化服务供给的制度规范存在不足，同时，农村公民社会不发达，农村文化类民间组织发育不良，农村民众参与意识较为薄弱，这些都构成了当下制约农村公共文化服务有效供给的社会根源，因此，在推进农村公共文化服务有效供给的过程中，地方政府必须大力提升其现代社会资本存量，强化宣传教育，着力提升地方官员的公共服务能力与农村民众的认识水平，积极转变地方政府的供给模式，实现地方政府文化管理过程的善治转变，并积极完善供给机制，大力培育农村民间组织，实现农村公共文化服务资金来源的多元化。
