中韩两国清洁能源产业化模式比较及其启示

随着清洁能源产业成为欧美等发达国家带动经济增长的新引擎,其已成为许多国家的战略性新兴产业。我国作为世界第二大能源消费国、二氧化碳排放国,面临的环境压力越来越大。韩国也是如此,并较早地开始了清洁能源产业化。通过对中韩两国清洁能源产业化模式的比较分析可以发现,中韩清洁能源领域存在一定程度的互补,今后两国合作前景广阔。

中国共产党既是中华传统文化的忠实传承者和弘扬者,又是中国先进文化的积极倡导者和建设者。长期以来,中国共产党高度重视文化建设,在中国先进文化建设的理论和实践上都取得了显著成就。尤其是改革开放以来,党推动文化建设不断取得新成就,走出了中国特色社会主义文化的发展道路,积累了丰富经验,对深化文化体制改革和推动社会主义文化大发展大繁荣提供了重要经验和保证。     

Issues and Challenges in Performing Family Impact Analysis – Implications for Hong Kong

Family impact analysis (FIA) is informed by a growing vision of incorporating a family perspective into policy making. It is a skillful and technical exercise in examining past, present, or probable future consequences – both intended and unintended – of a policy on family well‐being. Originating in the USA in the 1970s, it has become state/provincial or federal policy in the USA, Canada (Alberta), Australia, and Hong Kong. The policy has had different degrees of success in these countries. This article reviewed the critical issues and challenges for implementing the policy and the countries’ different responses to the challenges. It also discussed the implications of these international experiences on Hong Kong's policy of FIA as the newest member of the ranks. Attention to the diversity of families in defining family, adequate training and support to policy staff, building of quality control mechanisms, and the development of grassroots and political support of FIA were recommended. The review also found that there was a dearth of evaluation research on the policy. Further studies are necessary to examine whether FIA is an effective means of affecting policy‐planning decisions. It is a shared obligation of all countries that voted for a policy on FIA.

美国家庭社会工作及其启示

当前美国家庭社会工作的核心目标就是促进儿童的健康成长,主要内容有弹性制的儿童教育,以家庭为工作对象的儿童医疗,重视家庭作用的儿童保护,弥补家庭不足的社会福利,强调专业支持的社会服务。美国家庭社会工作的发展历史,及其现在的专业内容,对于我国社会工作的专业化和职业化,具有较强的借鉴意义。多方的共同参与,广泛的服务领域,促进社会发展的目标,是我国发展社会工作必须面对的课题。     

中国共产党反腐倡廉建设90年

中国共产党成立90年来,始终把反腐倡廉工作摆在自身革命和建设事业的首位,党的历代中央领导集体在长期的历史进程中创造了辉煌的反腐倡廉建设历史,积累了丰富的实践经验。目前,党已取得了较为突出的反腐倡廉建设成就,但党内外的腐败问题仍未彻底解决,在新世纪新阶段,我们在继承中国共产党历史经验的基础上,要继续强化宣传教育、创新行政体制、扩大社会监督,加大打击力度,提高人民群众反腐败的信心和勇气。同时还要继续开展国际合作,积极借鉴国际反腐倡廉的经验,为提升中国共产党反腐倡廉建设实效奠定坚实根基。     

Rationales for body camera implementation and outcome measures

As police body cameras develop as a widely used mechanism to promote police transparency and accountability, researchers are tasked with measuring whether the treatment of this surveillance mechanism meets its stated goals. But the goals have not been clearly outlined and instead, the array of stated goals varies by jurisdiction, creating obstacles for policy diffusion and comparative analyses across numerous randomized controlled trials. Without clearly defined goals, there is no alignment on what success looks like. This narrative review seeks to uncover why body cameras have been implemented in police agencies and what these agencies expect to gain from their use. It details the range of rationales for the adoption of body cameras, which stakeholder parties benefit from goal attainment, and what outcome measurements researchers have and can use to measure body cameras' ability to reach those goals. Most systematic literature reviews of body camera studies simply focus on one outcome measurement. This paper provides a broad view of the body camera research involving multiple outcome variables. It maps these findings onto the stated goals to demonstrate which goals seem to be attainable and which seem to expect body cameras to be a silver bullet solution to societal problems.
