户籍制度利益分配功能的形成及改革思路探讨

中国特殊的社会经济政策导致户籍制度异化为社会利益分配机制。随着社会经济政策的转变,户籍制度的利益分配功能在改革开放前后具有不同的特点。户籍制度改革必须以社会经济政策的整体调整为先导,以转换政府职能为切入点。而社会经济政策的调整必须考虑社会利益集团的利益刚性和利益博弈,走一条渐进改革的路径。     

DESIGN OF DIGITAL DEMOCRACIES: Performances of citizenship, gender and IT

The point of departure for this article is several Swedish IT policies that articulate goals for further development of the welfare state, which demand and enable active citizenship as well as enrolment of IT in the performance of this active citizenship. This article also examines the performance of active citizenship in a variety of sociotechnical arenas where people and technology coexist. Does the notion of active citizenship turn out a number of performances when translated into materialized technologies, such as Internet portals and web-based services? The authors juxtapose the policies with a construction of agencies in the story of citizens' design. In the last section, the discussions taking place in the parliament of things are summarized and related to the problematizations of citizenship, gender and IT.     

试论《时事报告》在“形势与政策”课中的运用

改进与丰富形势与政策课的教学方法与手段是增强形势与政策教育实效性的关键，运用《时事报告》开展形势与政策课教学是创新教学模式的有益尝试。本文将《时事报告》引入形势与政策教学，提出了运用《时事报告》开展形势与政策课教学须遵循的三项原则，结合教学实践给出了具体的教学方法，最后明确了完善教学效果的思路。     

浅谈清末新政时期军国民教育的体育思想

《辛丑条约》签订以后，清政府于1901—1911年实施了一系列改革，内容涉及经济、政治、文化、教育、军事等多个方面，始称“清末新政”，它的实施开启了中国走向初步现代化之路，这些改革措施也涉及到了体育领域。本文通过考察在这一时期确立的军国民教育的体育思想，认为它的确立大大促进了国民体育意识的增强，在一定程度上改变了整个社会重文轻武的状况。     

地方官员的晋升激励与外来务工人员的社会保障

通过建立一个多任务下的地方政府官员晋升激励模型,从中央和地方政府委托—代理关系的角度分析了外来务工人员社会保障缺失的原因,结论认为,以GDP为主的绩效考核机制下的晋升激励扭曲了地方政府应当为外来务工人员提供保障的职能,这是外来务工人员社会保障缺失的根本原因。     

Should mothers work? Age and attitudes in Germany,Italy and Sweden

Welfare states are constructed around values and political and economic preferences, creating social relationships between the genders. As women increase their labour market participation, new patterns of conflict within families and around policies arise. In this article, attitudes towards family and gender relations among men and women in different age groups in Germany, Italy and Sweden are analysed. The findings show that national policies seem to influence the level of attitudes among men and women. Despite the differences between the countries, an overall pattern emerges in which both age and gender influence people's understanding of women's paid work within and between the three countries. Finally, some implications of changing attitudes on welfare state policies for gender equality are discussed.

文章探讨政府采用“掺配调节”时进口商所面临的激励机制，分析在竞争性国内产业和国内垄断生产厂商的情况下这些限制的影响，然后再对“掺配调节”与作为达到各种政策目标的其他政策工具作一比较，在此基础上指出“掺配调节”对我国的借鉴意义。
