Private Action for Public Good?: The Public Role of Voluntary Sector Organizations

Voluntary sector organizations claim to be private institutions acting for the public good. However, if the concept of public is disengaged from the state and connected instead to citizenship, VSOs can be shown to have both private and public origins, as well as private and public impacts. As citizens, VSOs are public organizations serving the public good through their purported representation of the people and civic leadership. The legitimacy of their assumption of these public roles remains a continuing challenge.

同题共作属于集体性的创作活动,赋的同题共作以魏晋南北朝为盛,这与当时文学集团的兴盛有直接关系。同一命题、相同环境下的创作,及其所固有的切磋品评的创作目的,使同题共作赋呈现出相反相成的两种倾向:一是题材范围和艺术风格上的趋同,二是同中求异的竞胜争高。这种方式的创作对于赋体文学表现领域的拓展和艺术技巧的提高都产生了重要作用。魏晋南北朝同题共作赋的文学史意义,则主要表现在促进了短赋的发展,并加快了多诗少赋的文学进程。

在对中介组织的特征及其类型研究的基础上,提出了中介组织的信息资源开发利用模式,信息资源开发利用中介组织群的知识网络结构,并根据实际存在问题提出了信息基础设施建设的"BOT"开发模式、信息网络应用工程建设的"知识网络"发展模式和数据库开发的市场中介组织专业化模式.     

Building a worldwide evaluation community: past, present, and future

This article describes recent efforts to build a worldwide evaluation community. It notes events that led to an almost 200 percent growth in the number of regional and national evaluation organizations in slightly more than one year. Profiles are provided on the present status of many national and regional evaluation organizations that participated in the W.K. Kellogg Foundation-sponsored international evaluation meeting in Barbados, West Indies. Afterwards, the authors engage in a scenario planning exercise to picture alternatives of what the future of international evaluation might look like.     

Identifying and implementing pathways for organizational change – using the Framework for the Assessment of Children in Need and their Families as a case example

Change within social work organizations is incessant. This has implications for senior managers and elected members who have to manage these changes. The Department of Health has introduced new guidance entitled the Framework for the Assessment of Children in Need and their Families ( Department of Health 1999a ). The guidance is based on a number of principles that require an attitudinal shift in terms of assessing ways of safeguarding children and promoting their welfare. This paper describes strategic approaches to the effective introduction of the framework within social services departments and other child welfare organizations. Two models have been adapted from practice: the actual framework for assessing children and their families and the Protchaska and DiClementi model of change. These models complement each other. The adapted Assessment Framework provides a structure to assess the readiness of the organization for the implementation of the new framework. The model of change provides a schema for planning, implementing and reviewing the introduction and operation of the Framework for the Assessment of Children in Need and their Families. Although the focus of the paper is the introduction of the new guidance , the models can be utilized by senior managers in any social care organization who are facilitating major changes in the organization.

THE GLOBAL VORTEX: SOCIAL WELFARE IN A NETWORKED WORLD

This paper examines the impact of economic globalization on the organization and delivery of social welfare services. Sennett's analysis of the modern networked organization is linked to psychodynamic theory in relation to the loss of ‘containment’ resulting from the demise of the post‐war welfare bureaucracies. This changing environment has generated an anxiety‐ridden and risk‐obsessed society that features surveillance, control and the gradual diminution of civil liberties. The impact of these changes on the ethics of professional social welfare practice has been profound. It is argued that public moral debate in the context of pluralist ethics is required not only for upholding a relational based social welfare practice, but also for preserving an open and compassionate democratic society. The paper concludes with a set of questions that provides a framework whereby practitioners can assess the extent to which different practice organizations support relational practice. This typology can be a tool to enable practitioners to exercise moral agency when making career choices in today's fluid organizational world.     

试论我国农村社会组织政治参与的民主意义

保障农民拥有广泛的政治参与是我国农村民主政治建设的重要组成部分和重要体现。农村社会组织政治参与具有独特的优势,正日益成为我国农民政治参与的重要组织载体。农村社会组织政治参与功能的有效发挥有助于在农村培育＂有容＂的民主意识,有助于形成＂有衡＂的农村民主制度,有助于农民养成＂有序＂的民主行为。为了进一步提升农村社会组织的政治参与,政府必须解放思想,支持和引导农村社会组织合法的政治参与,农村社会组织必须加强自律,不断提高政治参与的能力和水平。     

两种融资制度下金融中介效率比较

分析了金融中介在经济增长中的作用 ,以此给出评价金融中介效率的指标体系 ,并根据市场主导型和政府主导型两种融资制度的差异 ,对金融中介效率进行对比分析 ,认为政府主导型融资制度除了在储蓄动员方面有较高的效率外 ,在储蓄转化、资金配置和技术进步方面是缺乏效率的 ,而这正是中国今后融资体制改革的关键所在     

Brand alliance and event management for social causes: Evidence from New Zealand

This paper uses findings from research on the effectiveness of a New Zealand health promotion program to make two arguments. The first is that, in appropriate cases such as this program, event management can play a key role in a social marketing health promotion campaign. In showing how event management added value to achieving that particular program's goals, it argues that event management could often be a valid and effective part of the mix for other campaigns promoting social causes. The second highlights important issues that can arise in relationships between non-profit organizations and the commercial sponsors of their events. It contends that organisers of campaigns for social causes need to be alert to the risks in brand alliances between such organizations and need to consider not only the appropriateness of the fit but also the need for an appropriate balance between the sponsor's commercial interests and the non-profit organization's goal.
