构建地区电子政务及其发展环境之阶段模型,主要是阐明地区电子政务如何定位、如何定义需求以及如何进行策略设计的问题。我国的电子政务是一个需要分阶段实施的长期战略,其发展任重道远;同时我国地区差别大,在不同地区的不同发展环境下电子政务的需求不同,应采用不同的发展策略。     

Approximation spline de la prevision d'un processus fonctionnel autorégressif d'ordre 1

ABSTRACT We present a method to approximate and forecast, on an entire interval, a continuous-time process. For this purpose, we use the modelization of ARH(l) processes, defined by Bosq (1991). We deal with the practical problem of the discretization of the observed trajectories and approximate them by means of spline functions. We show by simulations that for well-chosen smoothing parameters, good prediction can be obtained in comparison with the “predictable” part of the process. Finally, we apply this model to forecast road traffic and compare it with a SARIMA model.     

The probability of degenerate maximum-likelihood estimates with randomly truncated survival data

We study the nonparametric maximum-likelihood estimator of the marginal distribution function in bivariate data with truncated sum (Woodroofe 1985), and calculate the probability that it will assign zero probability to a range of observed values. We show that in a simple artificial model with uniform intensity in both variables the probability may be expressed using recursive formulae, and that large-sample approximations valid under weak regularity conditions show good agreement with as few as 20 observations. In the uniform-intensity model, the probability of degenerate estimates is rather small, being just over 5% with a dataset of 20 observations and falling below 1% with 125 observations. However, in a model of transfusion-associated AIDS in 125 children and adults (Kalbfleisch and Lawless 1989), the probability of degenerate estimates is much larger—about 30% with 20 observations and 3% with the actual 125 observations. This is largely because both the infection and incubation density are increasing over time. Such a pattern makes the condition for degeneracy, i.e., relatively high observed intensity at extreme values of each variable, much more likely.     

HIV-1gp41NHR序列靶点专一性的荧光共振能转移测定

目的确定并利用荧光共振能转移法（FRET）对以HIV-lgp41N端七联重复序列（NHR）为靶点的融合抑制剂进行筛选和作用机制研究。方法FRET采用金属络合物多肽技术设计针对不同结合位点、结合强度可调、涵盖全部NHR序列的靶点和探针,对HIV融合抑制剂进行高通量筛选。由于HIV在进行膜融合时其gp41的N端NHR和C端CHR可形成稳定的六螺旋结构,因此,利用圆二色谱仪对FRET所使用的靶点／探针对的结合强度进行验证,确定对应的靶点／探针对可形成稳定的六螺旋结构;同时,借助细胞活性测试测定抑制荆的活性,验证FRET是否可用于筛选以HIV-1gp41NHR为靶点的抑制剂。结果与结论FRET中使用的靶点／探针均可形成螺旋度较高的六螺旋结构,其中Fe（Env2．0）,／CP2及Fe（Env5．0）,／CP5形成的01．螺旋度分别高达89．6％和84．7％。FRET所使用的靶点／探针对专一性强、结合作用强,可用于进行HIV一1融合抑制剂的筛选和机制研究。     

人民币实际有效汇率变动对中国就业的影响——基于不同层面的实证分析

作为开放经济的核心变量之一,汇率在一国国民经济和对外经济关系中具有举足轻重的作用,它可以通过对外贸易和外商直接投资等渠道对一国就业产生影响。利用1995—2010年我国总体情况,以及16个行业和29个省市的年度数据,采用不同模型就人民币实际有效汇率变动对我国不同层面就业的影响进行的实证分析表明,人民币实际有效汇率上升,无论是对我国就业总量,还是对行业就业或者省市就业的影响都是负向的,即人民币实际有效汇率升值不利于我国各个层面的就业。     

Environmental Migration and Sustainable Development in the Upper Reaches of the Yangtze River

This paper explores the demographic impacts of the implementation of the Grand Development in West China policies and environmental rehabilitation projects in the upper reaches of the Yangtze River. It analyses the interaction between the environmental reconstruction and environment-related migration in this region. The intertwined nature of environmental, ethnic, and poverty problems not only bears negatively upon the alleviation of poverty conducing to the accruement of wealth of the poverty-stricken population, but also hinders the rehabilitation of the environment. It brings forth some opinions regarding improving the capacity of regional sustainable development through environmental migration.

康德的社会发展思想主要有5个方面：我们的时代要求理性必须对自己进行批判,可以根据经验推动社会发展;好意把握着社会发展的原则,使社会发展向良性方向前进;社会发展必须出于每个人的义务,尊重客观规律,而非出于每个人的爱好;人是社会发展的目的,而不是社会发展的手段;人的实践理性有三条公设：灵魂不死、意志自由和上帝存在,这样才能使社会发展成为最高的好事。这些思想对于我们今天的中国特色社会主义建设事业具有一定的现实意义。     

经济法基础理论研究与经济法学术共同体的建立——基于CNKI统计的30篇高频被引论文的深度分析

根据中国知网(CNKI)1980年至2010年上半年的数据,对经济法基础理论论文的被引频次进行统计和排序后,其中被引频次在50次以上的共30篇。通过对这些论文进行分析可见,2000年是中国经济法学基础理论研究的一个高峰。通过与其他法学学科的相关数据进行比较可见,经济法学界的研究水平和研究能力与我国法学界的整体研究水平和能力基本相当。作为法学园地上的一株新苗的中国经济法学,在为自己的"合法地位"而斗争的过程中,花费和耽误了太多的时间和学术资源,在一定程度上影响了对经济法制度规则的提炼。目前,中国经济法学正在由"前科学"加速向"常规科学"过渡,其目前面临的主要任务是,加强理论与制度的互动研究,提炼和整理出越来越多的具有可操作性和解释力的经济法规则范型。当然,经济法学界的引文分析和引文规范性建设也需要进一步加强,中国经济法学界内部的交流和对话也需要进一步加强,以最终形成一个强大的经济法学术共同体。
