Positivism,ethics and politics in Africa

Despite the fact that the study of African politics is dominated by ethical postures, as can be seen with the self-proclaimed qualifications of African states and leaders, the debate on ethics per se is not common. The first challenge of this article is to address ethics as an entry point for African political studies. The second challenge is epistemological. It is related to my efforts to examine values and ideals as facts that should be considered seriously in political science. Therefore, positivism is not incompatible with values and ideals. They are part of the political universe. In this regard, African politics shows the symbolic triumph of democratic ethics. Current facts militate for the upholding of those values.

The Effect of a Variable Data Point on Hypothesis Tests for Means

The effect of a single variable data point, x, on the usual test statistics for traditional hypothesis tests for means is analyzed. It is shown that an outlier may have a profound and unexpected effect on the test statistic. Although it might appear that an outlier would tend to lend support to the alternate hypothesis, it may in fact detract from the significance of the test. In one-population tests and analysis of variance (ANOVA), the value of x that maximizes the significance of the test statistic is given. This value does not have to be unusually large or small. In fact, it often falls within the range of the other sample points. In the general one-population case, the limiting value for the test statistic is shown to be +1. In the case involving more than one population, it is shown that the limiting value of the test statistic is a function only of the number of members in the samples and not their relative values. Special cases are identified in which the test statistic is shown to have unique characteristics depending on the characteristics of the data.

儒家君子是中国古代社会的重要人才与精神形象,其核心价值观是其长期存在的根本原因。其核心价值观主要有：天地人和是君子最高理想价值观,智仁勇三德是君子内在品质价值观,尊道贵德是君子内在精神价值观,义以为上是君子精神外现价值观,德才兼备是君子人才素质价值观。儒家君子的核心价值观对当代人才观具有重要启示：一是利于把握人才的培养方向,二是利于衡量人才的基本素质,三是利于确定人才的价值取向。     

Shannon Information In k-records

In this article, we present results on the Shannon information (SI) contained in upper(lower) k-record values and associated k-record times. We then establish an interesting relationship between the SI content of a random sample of fixed size, and the SI in the data consisting of sequential maxima. We also consider the information contained in the k-record data from an inverse sampling plan (ISP).
