Multiparameter estimation of discrete exponential distributions

Let X₁, …, X_p be independent random variables, all having the same distribution up to a possibly varying unspecified parameter, where each of the p distributions belongs to the family of one parameter discrete exponential distributions. The problem is to estimate the unknown parameters simultaneously. Hudson (1978) shows that the minimum variance unbiased estimator (MVUE) of the parameters is inadmissible under squared error loss, and estimators better than the MVUE are proposed. Essentially, these estimators shrink the MVUE towards the origin. In this paper, we indicate that estimators shifting the MVUE towards a point different from the origin or a point determined by the observations can be obtained.     

农村最低生活保障制度存在问题及对策——基于甘肃省的调查分析

对甘肃省农村最低生活保障制度进行了相关调查,对该制度实施的现状和存在的问题进行了分析,研究表明：甘肃省农村最低生活保障制度在实施中存在的问题主要有经费缺乏,保障水平低,覆盖面窄,低保对象的确定和界定标准困难,缺乏法律保障,下级部门执行不力等,因此要科学确定农村居民最低生活保障标准,提高保障标准;完善最低生活保障对象的甄别机制;大力推行政府主导与多元复合的农村低保救助模式;运用专业技术,提高管理水平;建立健全综合性的低保制度体系;加强法制建设,实现最低生活保障的法制化、规范化管理。     

城乡居民最低生活保障制度的公平研究——以2004～2014年的数据资料为依据

公平的城乡居民最低生活保障制度是实现人权的基本需要,也是是社会公平的基本内容。制度化的城乡二元对立是造成实践中城乡居民最低生活保障否公的制度原因。所以,要从根本上解决城乡居民最低生活保障的否公必须从公平制度入手。文章力图在平等性和差别性相结合的公平．则指导下,从确立公平合理的低保标准、构建公平理性的法律和经济制度等方面提出了构建公平正义的城乡居民最低生活保障制度的设想。     

最低注册资本制度的存废及其配套制度的完善

我国公司法在2013年进行了一次主要关于注册资本制度改革的修订,正式取消了有限责任公司、一人有限责任公司、股份有限公司最低注册资本的限制,除法律有特别规定的以外。从最低注册资本制度的概念与价值取向为出发点,论证了其存在的合理性及废除的必然性,从而进一步提出了相关配套制度建立与完善的建议。     

低保未就业人员的情况分析与促进就业的基本思路--对北京市东城区调查数据的分析

文章基于北京市东城区低保人口的严格抽样调查数据 ,对低保未就业人员的基本情况、就业意愿、培训及求职情况进行了分析 ,提出应在开发就业岗位、拓宽就业渠道的前提下 ,针对低保未就业人员的不同情况 ,采取市场手段与非市场手段相结合的、多种形式的就业扶持措施 ,并加强社会救助与就业政策之间的衔接     

A note on the estimation of pr{y<x} for truncation parameter distributions

In this note a relationship in the treatment of the lower and upper truncations considered in Beg (1980) is pointed out and the minimum variance unbiased estimator of P = Pr{Y<X) for the (upper) truncated exponential distribution is obtained.     

Identifiability of distributions under competing risks and complementary risks model

Let X₁,X₂,…,X_p be p random variables with cdf's F₁(x),F₂(x),…,F_p(x)respectively. Let U = min(X₁,X₂,…,X_p) and V = max(X₁,X₂,…,X_p).In this paper we study the problem of uniquely determining and estimating the marginal distributions F₁,F₂,…,F_p given the distribution of U or of V.

First the problem of competing and complementary risks are introduced with examples and the corresponding identification problems are considered when the X₁'s are independently distributed and U(V) is identified, as well as the case when U(V) is not identified. The case when the X₁'s are dependent is considered next. Finally the problem of estimation is considered.     

Estimation of pr{y<x) for truncation parameter distributions

Blackwell-Rao-Lehmann-Scheffe theory is used to derive the minimum variance ur biased estimator of P=Pr{Y<X} when the independent random variables X and Y follow thf truncation parameter distributions The two-parameter exponential, Pareto, power function and uniform distributions are considered in examples.     

On estimation of the mean parameter of a truncated normal disiribution with known coefficient of variation

This paper eals with the proplem on estimating the mean paramerer of a truncated normal distribution with known coefficient of variation. In the previous treatment of this problem most authors have used the sample standared deviation for estimating this parameter. In the present paper we use Gini’s coefficient of mean difference g and obtain the minimum variance unbiased estimate of the mean based on a linear function of the sample mean and g, It is shown that this new estimate has desirable properties for small samples as well as for large samples. We also give a numerical example.     

On the optimality of the sample variance

The present paper explores the structure of linear exponential families for which the sample variance is a uniformly minimum variance unbiased estimator.
