国家文化公园的“国家性”建构研究

建设国家文化公园是以习近平同志为核心的党中央作出的重大决策部署,是推动新时代文化繁荣发展,推进文化强国建设的重大文化工程,是实现物质与精神共同富裕的“国之大者”。国家文化公园的建设过程本质上是国家文化标识建构与文化空间生产的过程,“国家性”在其整体定位、建构意义与实现路径三个方面贯彻始终,并指导着国家文化公园的建设。“国家性”是国家文化公园的鲜明底色,也是建设国家文化公园的基石。因此,推进“国家性”建构是国家文化公园建设中的重要着力点。     

Culture and Organization: The Case of Transmanche-Link

The relationship between culture and organization has often been discussed, but rarely explored directly. This paper implements a cultural values instrument taken from Hofstede together with a behavioural instrument derived from Van de Ven to matched samples of British and French managers working on the Channel Tunnel project. The results largely replicate the findings of Hofstede regarding cultural values, but do not support the predicted implications for behaviour. In essence, the British were found to be more bureaucratic and more team-oriented than their French counterparts, who tended to be more fonceur and competitive. This indicates that the relationship between culture and behaviour might be more complicated than research to date suggests.

本文以TOT项目融资方式为对象,运用博弈的方法,从合理分配国有资产经营期内增值收入的角度出发,得出这样的结论,在国有资产转让过程中,政府与私营资本之间的谈判是一系列复杂的博弈过程,在博弈中政府的最优行为是对国有资产转让进行招标,同时给予某一招标企业一定的中标优先权,这样政府能够较现行的国有资产转让方式获得更多的收益.

人化自然作为人的无机身体是人类社会存在的前提,人与自然和谐统一是生态文明的核心;资本主义生产方式造成人与自然、人与人之间新陈代谢关系断裂是资本主义生态危机的主要原因;消灭私有制、建立自由人联合体的共产主义是解决生态危机的最终出路.马克思恩格斯生态思想是当代中国生态文明建设的理论基础和价值准则.以习近平总书记为核心的党中央继承和发展了马克思恩格斯生态思想,提出"生态兴则文明兴,生态衰则文明衰"的生态文明观;"绿水青山就是金山银山"的生态发展观以及"构建人类命运共同体"的生态价值观,是对马克思恩格斯生态思想的创新与发展.     

中国特色“双一流”大学建设的逻辑根据与路径选择

中国特色"双一流"大学建设有必要从学理上深入分析扎根中国大地办学的逻辑根据,从而找到有效的建设路径。为此,笔者对国外大学崛起成为世界一流大学的历史规律进行了考察,认为传承优秀民族文化是建设中国特色"双一流"大学的深层基因,回应国家战略是建设中国特色"双一流"大学的内在需求,融入民族复兴"中国梦"是建设世界一流大学的神圣使命,构建中国特色学科体系是建设"双一流"大学的强力支撑。因此,扎根中国大地建设中国特色"双一流"大学的路径选择应当是：把"立德树人"作为大学改革发展的根本任务,把传承创新民族文化作为大学改革发展的精神内核,把服务国家战略需求作为大学改革发展的根本追求,把办好人民满意的教育作为大学改革发展的自觉目标,把一流学科和一流师资建设作为大学改革发展的重要抓手。     

大数据时代国防动员潜力调查之路

如何应用大数据提升国防动员潜力调查的效率是当前政府重点关注的话题。从国防动员潜力大数据的定义和特征着手,分析大数据下国防动员潜力调查所具备的优势,发现仍然存在思维局限、指标不统一、体制不健全、技术缺乏及数据共享与防护难协同等困境。通过思维意识、管理体制、指标体系、核心技术、专业人才、安全共享等六大模块,打破“数据不可用、数据不会用”的现实瓶颈,实现整合国防动员数据资源、延展数据内容和提高工作效率的目标。     

The Holodomor law and national trauma construction in Ukraine

This article proposes to conceptualize the remembrance of the 1932–33 famine, known as the Holodomor, as cultural trauma construction in Ukraine. This entails the study of how the memory of this devastating historical event became the national collective symbol of suffering with which Ukrainians identify today. Based on Jeffrey Alexander’s concept of cultural trauma, the analysis focuses on the role of political elites and their claim-making regarding the meaning of the famine. Focusing specifically on the 2006 Holodomor law as the main claim of the Ukrainian policy-makers, the article investigates their definition of the historical event, their naming of victims and perpetrators, and their social mediation of famine representations. The article reveals how, through their definition of the Holodomor as genocide, the political elites promoted the understanding that Ukrainians experienced the years of 1932–33 differently from other Soviet nations. The Holodomor law should therefore be seen in the context of Ukrainian nation-building policy, which aims to forge a distinct Ukrainian collective identity.     

A Security Model and Legal Guarantee for Chinese Maritime Shipping: As Exemplified in the Response to Piracy along the 21st Century Maritime Silk Road

The Belt and Road Initiative is an important decision for the great rejuvenation of the Chinese nation. Maritime security has a significant place in this process. In recent years, there have been frequent violent terrorist incidents at sea, including piracy, armed hijackings and terrorist attacks, posing a dire threat to both international and Chinese maritime transport interests and seriously challenging the fulfillment of the maritime part of the “Belt and Road Initiative.” Five direct measures can be taken to protect ocean shipping from violence at sea. One example is the defensive measures taken against the Somali pirates. The employment of armed guards from professional security companies on board ship is an effective model for guaranteeing maritime security; it not only meets the standards of international law, but is also legally permitted in many developed countries and regions, and is thus strategically significant for overall Chinese maritime security. In the Chinese context, this model carries its own legal risks. We should embrace a new approach to national security law, strengthen legal guarantees and make concerted efforts to provide warship (military aircraft) escorts to jointly build an optimum model of Chinese maritime security in order to ensure the realization of core Chinese maritime interests.     

文化融合与民族大学生国家认同教育

文化融合是一种客观的历史现象,也是现今的一种社会存在状态;是民族关系的重要内容,也是文化得以发展的重要途径。国家的概念则是近现代才从西方国家传入的新鲜产物,是生活在其地域范围内的人们对其所在国家的认识、评价与情感,主要表现于国家政治共同体和结构层面以及共同的中华民族的精神层面的认同。国家认同于国家本身、于个人都具有非常重要的意义,其中少数民族的国家认同问题显得尤为迫切。而国家认同教育是国家认同构建中的重要内容和方式。学校教育是建立国家认同的有效途径。我国的各民族的文化融合是少数民族国家认同教育的前提与基础、有力保障、表现形式,也是少数民族大学生国家认同教育的高级目标,具有重要的意义与深远的影响。我国也从中国的实际情况出发,并吸收了中国历来坚持＂和而不同＂处理民族关系的宝贵经验与优秀传统,制定出了相应的民族政策,坚定地保障民族文化融合,加强少数民族的国家认同教育,促进国家的稳定与团结。
