民族地区城镇化发展模式及路径创新——基于四川、广西、贵州等地的调研分析

城镇化是我国民族地区经济社会发展的必经阶段。探索民族地区的城镇化发展模式及创新路径，对于加速民族地区现代化进程、转变民族地区经济增长方式以及实现社会安定团结具有重要的推动作用。文章在对民族地区城镇化发展现状描述的基础之上，归纳概括出城镇化运行的四大矛盾；并全面总结出旅游产业带动型、工业发展助推型、边境贸易推动型、草原牧业发展型四大类型的城镇化发展模式；通过构建民族地区城镇化发展的愿景框架，结合民族地区的发展实际，最终提出坚持绿色低碳，发展城镇化的生态文明建设，强化产城融合，持续释放城镇化的发展活力，深化制度改革，实现城镇化发展质量的提升及保持文化传承，不断彰显城镇化的民族特色等城镇化发展的创新路径。     

台湾社区总体营造的运行模式探析

台湾在二十世纪的八十年代末至九十年代,特别是在解除戒严体制之后,越来越多的人开始关心他们所居住的社区,出现了所谓的社区总体营造。及至至今,台湾的社区总体营造可谓风生水起,对台湾的发展,特别是台湾人民的生活起到了非常重要的作用。在当今经济社会全球一体化的大背景下,台湾社区总体营造模式能成功实施并延续至今,这对于大陆地区所开展的新农村建设具有重要的借鉴价值。     

Ethiopia's developmental state: A building stability framework assessment

Ethiopia has been lauded for its economic growth and progress in human development indicators. For some, that success is rooted in the developmental state approach advocated by the government. For others, the theory of the developmental state and the practice in Ethiopia were often at odds. Up until 2018, ideas that challenged the state and its approaches were not welcome, and politicians, academics and journalists were jailed for expressing alternative views. However, this appears to have changed, and in June 2018 the Deputy Prime Minister called for debate on the developmental state model. This article explores Ethiopia's developmental state model using the building stability framework, analysing its ability to establish fair power structures, foster inclusive economic growth, develop conflict‐resolution mechanisms, create effective and legitimate institutions, and enable a supportive regional environment. We find the developmental state was effective in a number of ways, but that this modality of governance appears to have passed its peak of securing advantage in Ethiopia. A shift from the developmental state to developmental democracy appears to be underway. Decision‐making and economic policies need to align with this change.     

重庆农村土地交易所篚运行机制及其优化

重庆农村土地交易所是我国首家农村土地交易市场，其成立对于推进重庆统筹城乡综合配套改革试验区建设、探索建立城乡统一的土地交易市场具有极为重要的意义。对重庆农村土地交易所基本管理体系、运行框架、交易品种以及历次地票交易情况等的调查分析表明，应充分发挥农村土地交易所市场平台作用，进一步丰富交易品种和服务内容，按照地票的商品特性和市场供求关系建立合理的价格形成机制，构建合理的地票收益分配机制，进一步完善交易所内部管理机制。     

Examining the Nursing Home Physical Environment Through Policy-Driven Culture Change

A critical need exists to challenge approaches to nursing home care due to rigid organizational factors and hospital-like culture. It has been argued that resident care needs to move toward a person-centered approach by addressing the organizational, social, and physical environments in nursing home facilities, a process often known as culture change. In response to this need, the Centers for Medicare & Medicaid Services (CMS) has created funding for pay for performance (P4P) nursing home incentive programs to allow nursing home providers to receive CMS reimbursements for culture change in the facilities. Through care staff interviews, site observations, and a document review, this qualitative study assesses the impact of a Midwestern state P4P incentive program in three participating nursing homes. Using an environment and behavior (E-B) policy orientation framework, this study examines culture change through a focus on policy, the physical environment, place attachment, and social and psychological processes in the study settings.     

Confidence interval estimation of the difference between paired AUCs based on combined biomarkers

In many diagnostic studies, multiple diagnostic tests are performed on each subject or multiple disease markers are available. Commonly, the information should be combined to improve the diagnostic accuracy. We consider the problem of comparing the discriminatory abilities between two groups of biomarkers. Specifically, this article focuses on confidence interval estimation of the difference between paired AUCs based on optimally combined markers under the assumption of multivariate normality. Simulation studies demonstrate that the proposed generalized variable approach provides confidence intervals with satisfying coverage probabilities at finite sample sizes. The proposed method can also easily provide P-values for hypothesis testing. Application to analysis of a subset of data from a study on coronary heart disease illustrates the utility of the method in practice.     

Building community: a conceptual framework for child protection

This paper proposes a community-building framework as an innovative strategy to begin to re-claim children and families at risk. It is a strategy that identifies a purpose, a value base, knowledge and theoretical dimensions, and methods of practice that present as an approach for child welfare systems to consider shifts in thinking in order to meet what is considered the most important challenge of the next century: that of rediscovering community. 本文提出把民族作为中国少数民族经济或民族经济学的分析框架。民族生存的自然环境和民族认同的文化特质构成民族概念的内在规定,并呈现为民族经济生活自然差异和文化差异二重性。把握民族经济生活差异二重性是建构学科理论框架的关键。     

我国农村金融市场结构与绩效研究

在借鉴产业组织理论体系SCP分析范式的基础上,引入制度因素,对我国农村金融市场结构、行为、绩效及各要素影响机理进行分析,探讨农村金融改革的成效、存在的问题,并提出相应的政策建议,主要包括：改善城乡金融市场二元分割的局面, 统筹发展城乡金融市场;进一步放松农村金融机构进入壁垒,放宽产品和业务创新的自主权;加快抵押担保和保险等相关配套制度建设,改善农村金融生态环境。
