Perception of Climate Risk among Rural Farmers in Vietnam: Consistency within Households and with the Empirical Record 下载免费PDF全文
Rural farmers in Vietnamese communes perceive climate risk and potential impacts on livelihood within a complex context that may influence individual and household decisions. In a primary survey of 1,145 residents of the Thach Ha district of Ha Tinh province, we gathered data regarding perception about stability in climate, potential risks to livelihood, demographic characteristics, orientation toward risk, and interest in expanding economic activity. Temporal analysis of meteorological and economic indicator data forms an empirical basis for comparison with human perception. We ask the basic question: Are rural farmers’ perceptions of climate consistent with the historical record and reproducible within households? We find that respondents do perceive climate anomalies, with some anchoring on recent extreme events as revealed by climate observational data, and further that spouses disproportionately share perceptions relative to randomly simulated pairings. To put climate‐related risk perception in a larger context, we examine patterns across a range of risks to livelihood faced by farmers (livestock disease, pests, markets, health), using dimension reduction techniques. We find that our respondents distinguish among potential causes of low economic productivity, with substantial emphasis on climate‐related impacts. They do not express uniform concern across risks, but rather average patterns reveal common modes and distinguish climate concern. Still, among those expressing concern about climate‐related risks to livelihood we do not find an association with expressed intention to pursue changes in economic activity as a risk management response. 相似文献

Western-oriented workplaces use professionalism as a normative value to sustain and promote a cohesive work environment. Yet, through this qualitative study, the author points out some implications of using professionalism to manage staff relationships and behaviors. Using post-conflict Kosovo as the context, the author examined (a) the work experiences of 8 gay male aid workers and (b) the attitudes toward homosexuality of foreign staff members in 2 international aid agencies. The author introduces and suggests heteroprofessionalism as a root to homophobic and heterosexist behaviors present in the study. As the liberal optimism of the long 1990s has faded into a world of growing inequality and resurging nationalism, there is less certainty about the prospects of economic convergence and global integration. Beyond the formidable human cost of maintaining a divided world, the possibility of incomplete globalisation also gives rise to a number of environmental risks. While environmental political theory generally sees strength in localism, history rather shows that a robust world trade system is crucial to offset local resource scarcities and that cosmopolitan norms of solidarity are essential for helping communities to rebuild after environmental catastrophe. In relation to climate change, statist thinking has led to a focus on non-scalable technologies and a silent acceptance of chronic poverty abroad as a way of avoiding a climate emergency. 社区工作站作为承接政府社区公共服务职能的新型社会组织,似乎并未真正摒弃行政化积弊及普遍性怠政现象,凸显出事实与价值背离的发展悖境态势。在当前新工作情境下,社区工作站无论是窗口、街头还是社区,其实都呈现出无工作负荷的“空转”状态,并彰显惯习性运作的体制化印记,而体制化“空转”的致因逻辑又在于情境暗示效应下的规章制度软性约束、街道办“示范效应”及社区工作“应付法则”。对此,有必要由情境反思予以解悖,从“干净的石板(clean slate)”出发,在政策原点上破解社区工作站的运行困境,尝试社区工作站的机构撤并及职能删减,以摒除社区公共服务工作中本不该有的体制化“空转”状态,力促基层组织体制改革去行政化的不二取向。 相似文献

ABSTRACTWhile there continues to be increasing research about Black male teachers’ school-based experiences, there is less empirical evidence on the variation in these experiences for this subgroup. Drawing on Kanter’s Theory of Numbers and Group Composition, the researcher used the qualitative method to compare the perceptions of Black male teachers in schools that employ just one Black male teacher versus schools with larger numbers of Black male teachers. A theory of social isolation in organizations is proposed to explain differences in the variation of school-based experiences for Black male teachers. When compared to Black men in schools with larger percentages of Black male teachers on the faculty, those Black men who were the only Black male teachers on their faculty were more likely to describe feeling socially isolated and disconnected from their colleagues. 相似文献

在气候变化与知识产权的问题上,厄瓜多尔等发展中国家在2013年6月至2014年10月的TRIPS理事会议中阐述了修订TRIPS协议的意见以求能够最大限度地获取无害环境技术及其产品,但美国等发达国家坚决拒绝修正TRIPS协议,认为非知识产权因素是妨碍发展中国家应对气候变化的主要原因。双方产生分歧的原因不仅在于对各自国家利益的诉求,也在于TRIPS协议和无害环境技术自身因素。考虑到人权保护的需要和当前处于知识积累阶段的现状,应当以技术转让重于技术创新的方式适应和减缓气候变化,修订TRIPS协议以帮助发展中国家获取无害环境技术及其产品。 相似文献
