战争视阈下的公共养老金制度

战争会对公共养老金制度产生重大影响。第一，战争会影响社会养老需求和供给；第二，随着战争的发展，人们的养老观念也会发生变化；第三，军人是在战争中发展起来的职业，战争会影响军人职业的养老。第二次世界大战期间，英国的公共养老金制度因为战争的影响而做出了重要调整。基于此，在设计公共养老金制度时，应该考虑到战争因素。     

Social Change and Social Policy in Japan

This paper aims to present and discuss social change and social policy in Japan after the mid-20th century from a sociological viewpoint. Japanese social change and social policy from the mid-20th century onward can be categorized into three models in chronological order: escape from mass poverty by means of industrialization, improvement of the social security system to establish a welfare state, and parallel progress of aspiration for a welfare society and workfare. Defined concretely, these are (1) the period that established and improved social security, which started immediately after the end of World War II and ended in 1973, when Japan began to suffer from low growth after enjoying high growth; (2) the period in which finance for social security was adjusted, halfway through which the country experienced a bubble economy; and (3) the period after the 1990s, in which the structural reform of social security went hand-in-hand with labor policy and the advent of globalization. In each of the three periods, the direction of social policy was affected by factors that caused changes in such areas as industrial structure (the decline of agriculture), demographic structure (an aging society), and family structure and work pattern (the growing trend of nuclear families, single-person households, and irregular employment). In Japan, life security now attracts increasing attention, and employment security rather than social security has been the central issue. As it is greatly affected by globalization, employment security grows less conspicuous and makes the vulnerability of social security grow more conspicuous. Social policy has the potential to become an area with which to struggle for national integration and fissures between social groups.

通过分析调整养老金收支平衡的5个制度参数:覆盖率、缴费率、替代率、个人账户的给付系数、退休年龄,指出延迟退休是这5个可调节的制度参数中缓解养老金压力最有效的参数,并分析指出延迟退休应是一个循序渐进的过程,在借鉴国外经验的基础上,提出适应我国国情的延迟退休的政策建议。     

人口老龄化阶段我国农村养老保险的机制创新

人口老龄化是当前全球人口结构发展的基本趋势。面对人口老龄化带来的各种挑战，加快建立和完善我国农特养老保险制度是一项紧迫的任务。廓清我国农村养老保险制度的困境及其成因与变迁，分析其中存在的问题，是推进农村养老保险制度改革的重要内容。从我国农村人口老龄化的趋势和农村经济发展的实际出发，通过机制创新，建立农村养老保险制度创新机制，是完善农村养老保险的关键所在。     

Between reform and inertia: Bolivia's employment and social protection policies over the past 20 years

With the coming to power in 2006 of Evo Morales' Movement Toward Socialism, Bolivia entered a new stage in its history: a period of ambitious political and economic reform aiming to transcend the neo‐liberal development model in place since 1985 and to renew the State on the basis of its new Constitution, drawn up in 2008. Against this background, this article examines changes in labour law and social protection during the 1980s and 1990s and takes stock of the challenges of implementing a development strategy focusing on full employment and equity.     

Sampling inspection for resubmitted lots

Lot resubmissions are allowed in situations where the original inspection results are suspected or when the supplier is allowed to opt for resampling as per the provisions of the contract etc. This paper examines the situation of resampling of lots and derives the performance measures of a resampling scheme having a single sampling plan for inspection. The usefulness and limitations of resampling of resubmitted lots are also discussed
