关于公共管理国家的马克思主义观察--对上世纪以来西方国家学说的一个侧面作反思

主张政治国家和公共管理国家的分离,在国家功能中实现对国家本质的消解,并进而抽象为“国家二重性”命题,这是一种值得关注的政治学现象。对这一现象作马克思主义分析,具体解剖对象是上世纪以来西方国家学说在这方面的典型阐述。在功能的视角下,政治统治就是公共管理;在本质的观察中,公共管理就是实现着的政治统治。     

农村公共服务体系的现状、问题和对策——基于福建省沿海5地市的调查

该文选择福建沿海5地市35个行政村为样本,基于实地调研数据,从农村基础设施建设服务、农村公共卫生医疗服务、社会保障服务、教育文化服务、农村科技服务、农村就业服务以及农村公共信息服务等多个方面研究了福建省沿海5地市农村公共服务体系的现状和存在的问题,并提出了加强和改善农村公共服务的若干政策建议。     

新旧计价模式中工程造价审计对比分析

工程量清单计价办法的实施给工程造价审计工作带来新的思路,无论在审核原则还是审核方法上,现阶段的工程造价审计工作都发生了重大变化。对工程造价的含义进行界定,然后对两种计价模式下的费用构成及工程造价计算方法进行对比分析,在此基础上,从审计工作的内容、审计重点及审计依据等三方面进行详细阐述,最后提出为更好的适应工程量清单计价模式、做好工程造价审计工作的几点意见和建议。     

国际公共教育的发展历程:一个经济学的视角

本研究从几个世纪以来在西方主要发达国家中占主流地位的经济学理论——古典经济学派、凯恩斯主义以及新自由主义、新凯恩斯主义——的变化为契入点,来探究主流经济学理论下国家职能的不断变化对公共教育发展与改革所产生的巨大作用。     

权重在可持续公共智能发展中的应用机制研究

认为在公共智能的发展进程中,权重将成为决策认知发展过程中定性与定量认识转换与进化的枢纽;讨论了复杂公共问题决策的共性与支持基础,介绍了作为公共智能设计基础的共识状态认知策略和决策的可持续发展策略,以及权重在其中发挥作用的机理;构建了一种在权重帮助下帮助群体认知从无结构状态向半结构化、结构化方向进化的机制。     

Microdata Access and Labor Market Research: The U. S. Experience

Summary: The paper illustrates the value of broad researcher access to survey and administrative microdata using examples drawn from the U. S. experience, outlining how analyses of trends in earnings inequality, poverty and employment dynamics using such data have benefited policy makers and contributed to improvements in statistical agency data products. Methods of facilitating researcher access, including the release of public use files, the use of licensing agreements, and the establishment of research data centers, are discussed. * The author thanks Anne Polivka, Marilyn Seastrom and two anonymous referees for helpful comments on an earlier draft of the paper.

Policy lessons for strengthening nonprofits

Those who develop or influence Australian public policy impacting on the nonprofit sector rarely have adequate empirical research upon which to base their judgments. Giving Australia research evidence relevant to strengthening giving and volunteering is brought together in this article to inform policy options for government, nonprofit and philanthropic entities. It begins with consideration of research findings related to the capacity of those that give or volunteer and the implications these findings have for policy. Three key criteria are developed for assessing policies to strengthening giving and volunteering, behaviours that primarily assist nonprofit organisations – policies that build trust between those that give and the recipients of their gifts, policies that strengthen affiliation and policies that encourage planned giving.

文章运用简单博弈模型(囚徒困境、公共物品博弈和私人物品博弈)探讨推动策略性企业慈善行为的主要对策,强调鼓励信息披露和企业集体行动、推广企业社会责任认证 (SA8000)、强化社会监管与制裁、充分发挥企业自身资源优势、变革企业组织结构等是化解企业慈善行为决策博弈困境的根本途径。     

Transitional socioeconomic and political environments of public relations in Mexico

This qualitative research on the socioeconomic and political environments of public relations in Mexico documents how national context influences the practice of the profession. The evolution of public relations in Mexico has accelerated since the establishment of the North America Free Trade Agreement with the United States and Canada. This advancement is attributed to the practices of transnational corporations and the democratization process that motivates openness, greater professionalism and the expansion of public relations across diverse organizations.
