Summary of the Workshop on Issues in Risk Assessment: Quantitative Methods for Developmental Toxicology

This report summarizes the proceedings of a conference on quantitative methods for assessing the risks of developmental toxicants. The conference was planned by a subcommittee of the National Research Council's Committee on Risk Assessment Methodology ⁴ in conjunction with staff from several federal agencies, including the U.S. Environmental Protection Agency, U.S. Food and Drug Administration, U.S. Consumer Products Safety Commission, and Health and Welfare Canada. Issues discussed at the workshop included computerized techniques for hazard identification, use of human and animal data for defining risks in a clinical setting, relationships between end points in developmental toxicity testing, reference dose calculations for developmental toxicology, analysis of quantitative dose-response data, mechanisms of developmental toxicity, physiologically based pharmacokinetic models, and structure-activity relationships. Although a formal consensus was not sought, many participants favored the evolution of quantitative techniques for developmental toxicology risk assessment, including the replacement of lowest observed adverse effect levels (LOAELs) and no observed adverse effect levels (NOAELs) with the benchmark dose methodology.

随着国际环境的变化和国际投资的发展,发展中国家普遍认识到外资对国内经济的积极作用,如何更好地引进外资以促进本国经济的发展成为世界各国制定外资政策的主要目标。从国内外利用外资的理论出发,对不同发展中国家的外资政策进行了比较分析,探讨了优惠政策竞争对外资流入的影响,并结合我国引进外资的现状和问题,得出对我国政策制定的借鉴意义和启示。     

数字化转型背景下油气开发生产组织新模式探索

智能化是强国战略的必备基础,也是企业转型升级的方向。随着大数据、云计算、人工智能和工业互联网等新兴技术蓬勃兴起,全球石油公司不断通过数字化转型以提高核心竞争力。智能化油气开发生产具有全面感知、自动操控、趋势预测、优化决策的特征。目前,我国油气开发生产数字化转型面临四个困境：各油气田硬件基础设施参差不齐、数据共享与业务协同处于较低水平、传统的油气开发生产模式不适应智能化条件、智能化油气田建设运行尚无统一标准可供借鉴。智能化油气田开发生产组织新模式应以业务协作共享、一体化智能协同为主要特色,积极实现操作巡检维护、开发生产管理、协同研究、经营管理与决策的一体化智能运营。     

物资采购综合评价指标体系质量控制模型应用研究

本文依据非序列多层次目标准则建立了物资采购综合评价指标体系,应用模型参考思想构建了物资采购综合评价指标体系的质量控制模型及其目标函数,按照采购项目管理的运作程序对各个阶段的采购质量做了相应的评价,最后运用实例对以上讨论进行了定量化的分析。通过计算得到的数量指标,我们可以有效评价和控制物资采购工作,以期提高采购质量、节省经费开支。     

泡沫增强聚合物体系配方研究

在分析了聚合物驱提高采收率技术在实际应用中的局限性基础上,提出了采用就地起泡形成泡沫的泡沫增强聚合物体系以减小聚合物沿大通道窜流的问题。为了有效确定该体系的配方,实验中采用了均匀设计实验方法安排实验,并运用DPS数据处理软件对实验数据进行了二次多项式逐步回归处理,找出了影响该体系性能的主要因素。     

信息共享空间的构建与创新服务——以河北工程大学图书馆为例

信息共享空间是近几年发展起来的一种新生事物，给传统的图书馆服务模式带来了严峻的挑战，以河北工程大学图书馆信息共享空间建设为例，分析了实体层和虚拟层两个层面建设的内容，介绍了信息共享空间的创新服务，并就信息共享空间的深层次服务提出了对策建议。     

Objective Bayesian inference for the ratio of the scale parameters of two Weibull distributions

The Weibull distribution is widely used due to its versatility and relative simplicity. In our paper, the non informative priors for the ratio of the scale parameters of two Weibull models are provided. The asymptotic matching of coverage probabilities of Bayesian credible intervals is considered, with the corresponding frequentist coverage probabilities. We developed the various priors for the ratio of two scale parameters using the following matching criteria: quantile matching, matching of distribution function, highest posterior density matching, and inversion of test statistics. One particular prior, which meets all the matching criteria, is found. Next, we derive the reference priors for groups of ordering. We see that all the reference priors satisfy a first-order matching criterion and that the one-at-a-time reference prior is a second-order matching prior. A simulation study is performed and an example given.     

论成品油定价机制中的有限规制：基于合谋的视角

利用单期静态博弈分析法、有限期动态博弈分析法和无限期动态博弈分析法对成品油定价机制中寡头厂商的合谋行为进行了分析。研究发现：两家寡头厂商在合谋条件下的收益均高于双方各自独立定产条件下的收益，因此，双方存在进行价格合谋的利益激励。基于此，我国成品油价格形成机制的改革可以考虑采用有限规制等手段。     

昌北高校图书馆联盟虚拟参考咨询服务现状分析

高校图书馆联合虚拟参考咨询服务是一种全新的信息服务形式,深受广大用户的喜爱和欢迎。该文通过对江西省昌北高校图书馆联盟2011年1至6月份虚拟参考咨询的服务人员、服务形式、服务内容、服务效率及存在问题进行调查分析研究,提出提升该联盟虚拟参考咨询服务质量的积极建议及对策。     

A reference activity model for smart factory design and improvement

Smart manufacturing systems (SMSs) are envisioned to contain highly automated and IT-driven production systems. To address the complexity that arises in such systems, a standard and holistic model for describing its activities and their interrelationships is needed. This paper introduces a factory design and improvement (FDI) activity model and illustrates a case study of FDI in an electromechanical component factory. In essence, FDI is a reference activity model that encompasses a range of manufacturing system activities for designing and improving a factory during its initial development and also its operational phases. The FDI model shows not only the dependency between activities and manufacturing control levels but also the pieces of information and software functions each activity relies on. We envision that the availability of these pieces of information in digital form to integrate across the software functions will increase the agility of factory design and improvement projects. Therefore, our future work lies in contributing to standards for exchanging such information.
