责任价值：社会实践哲学视野中的道德转向

在封闭社会,人们的责任价值是以"唯我范式"为特征的"现实性责任价值"与"理想性责任价值"范式的复合建构。在开放社会,人们的责任价值是以"唯他范式"为基本特征的"评价性责任价值"与"交换性责任价值"范式的复合建构。这两类责任价值范式的复合建构及其转向是现代社会人们履行道德义务的深层动机。     

深入学习宣传宪法 高等学校责任重大

最近中共中央对进一步学习和贯彻实施《中华人民共和国宪法》进行了研究部署,教育部党组也对全国高校的宪法宣传、贯彻、实施工作作了具体安排。本文结合高等学校实际情况,从三个方面探讨了高等学校学习、宣传宪法的有关问题,即正确认识理解新宪法的精神实质;高等学校做好学习、宣传宪法工作的意义;高等学校如何做好宪法的宣传工作。     

Convexity-based clustering criteria: theory,algorithms, and applications in statistics

This paper deals with the construction of optimum partitions of for a clustering criterion which is based on a convex function of the class centroids as a generalization of the classical SSQ clustering criterion for n data points. We formulate a dual optimality problem involving two sets of variables and derive a maximum-support-plane (MSP) algorithm for constructing a (sub-)optimum partition as a generalized k-means algorithm. We present various modifications of the basic criterion and describe the corresponding MSP algorithm. It is shown that the method can also be used for solving optimality problems in classical statistics (maximizing Csiszárs -divergence) and for simultaneous classification of the rows and columns of a contingency table.     

国家机关侵权责任在立法上的冲突

国家机关及其工作人员的民事赔偿责任与国家赔偿责任是两种性质完全不同的法律责任。我国《民法通则》和《国家赔偿法》对国家机关及其工作人员因职务侵权行为所应承担的责任分别规定为民事赔偿责任和国家赔偿责任,这种立法上的冲突应尽快解决。建议在制定民法典时对《民法通则》的相关规定作修改或废止。     

科技新闻的社会责任及其价值取向——兼评我国媒体对“神舟”四号的报道

20世纪后半叶以来的科技发展对科技新闻提出了一系列新的要求,适应这种要求的科技新闻应该承担更为重要的一些社会责任,实现更为重要的一些社会功能,科技新闻工作者也应有更加科学的价值取向.本文对有关这种社会责任、社会功能、价值取向的一些问题进行了初步的讨论,并对我国媒体有关"神舟"四号的一些报道进行简单的分析.     

Upper Bounds for the SPOT 5 Daily Photograph Scheduling Problem

This paper introduces tight upper bounds for the daily photograph scheduling problem of earth observation satellites. These bounds, which were unavailable until now, allow us to assess the quality of the heuristic solutions obtained previously. These bounds are obtained with a partition-based approach following the divide and pas conquer principle. Dynamic programming and tabu search are conjointly used in this approach. We present also simplex-based linear programming relaxation and a relaxed knapsack approach for the problem.     

论权责统一:公共行政的理论逻辑

公共权力的矛盾性源于公共权力“公属”和“私掌”的分离 ,解决公共权力的矛盾性是近现代政治理论和实践的重要主题之一 ,即对公共权力可能的“恶”进行控制与约束 ,以实现公共权力“善”的价值目的。因此 ,对公共权力的设置课以相应的责任规定 ,以建立权责统一的公共行政体系 ,是对公共权力的一种最基础性的控制 ,也是公共行政合理的逻辑     

高额村级债务的主要原因与主体责任——对村均债务25万元以上72个地市数据的解析报告

本研究以包括 72个地级市的 1998年乡村债务数据样本为研究对象 ,借助EXCEL程序 ,筛选出主要影响 (相关 )因素。借助SPSS程序 ,检测了各主要因素的作用方向、影响强度 ,作为本文“解释”的数量基础 ;研究依托“公共品”理论框架 ,在“要因”与“三大主体 (政府、农民、村干部 )”之间 ,建立一组“说法”———由各因素共同作用形成的各地区乡村负债与各时期、各主体的应尽责任、已尽责任、未尽责任存在什么样的相互关系。最后将政策建议建立在 :各主体对乡村公共品供给存在什么关系、就应落实什么关系上。     

论默许恐怖分子活动国家的国家责任

"9.11"事件后联合国安理会反恐决议填补了现行国际法的空白,加诸各国不得默许恐怖分子在其境内活动的义务。美国完全可以依法追究阿富汗的国家责任,以有效打击国际恐怖主义。今后,各国都应严格遵守安理会决议确立的国际法义务,坚决制止某些国家默许恐怖分子在其境内活动,同时还需加强合作,进一步完善反恐国际法。     

Am I Still a Social Worker? Reflections on Child Protection Practice

Social workers alone appear to be held accountable for failures in child protection. However, social workers operate within a broader contextual environment. The protection of children does not occur in a vacuum, divorced from social and political influences. This discussion examines this issue and considers critical influences that appear to have eroded the social work perspective on child protection.
