Challenges and Dilemmas of Civil Society movements in India

Civil Society spaces provide citizens opportunities to frame their collective identities and interests through the formation of voluntary interest groups and organisations set to specific purposes. In the west, historically these interest groups have contributed to the development of political thought that assisted to forge the economic interests of emerging bourgeoisie. This paper situated in the context of India begins with a thematic perspective and reviews the challenges that emerge as a result of the demands that emerge within the civil society space. The paper considered three broad range organizations for this review such as the Narmada Bachao Andolan (Save the river Narmada Campaign); National Alliance for People's Movement (NAPM); and the Self‐Employed Women's Association (SEWA). The authors see civil society as a conciliating place—where individual interests appear to mingle with societal requirements while providing adequate representation to the marginalized groups and expression of concerns around economic and environmental rights.     

Colonized Silence: Confronting the Colonial Link in Rural Alaska Native Survivors’ Non-Disclosure of Child Sexual Abuse

Though there is evidence linking the history of colonialism and oppression of Indigenous people to the high rates of rape and child sexual abuse experienced by this population today, it is less understood how colonial processes, past and present, condition the decision to disclose or report victimization. Drawing on a survivorship storytelling study of rural Alaska Native survivors of child sexual abuse, this paper underscores the importance of centering colonialism in understanding the culture of silence surrounding sexual victimization among Indigenous people. Results show that reasons for non-disclosure are quite embedded within larger social, historical and political themes of colonialism, oppression, and marginalization. Implications for policy and praxes are discussed, as well as a broader mandate of social change to remove barriers to disclosure.     

Coming Out and the Potential for Growth in Sexual Minorities: The Role of Social Reactions and Internalized Homonegativity

Coming out is a significant and sometimes difficult process in the lives of sexual minorities, but disclosure can also affect wellbeing in positive ways, including reduced distress and greater relationship satisfaction. This study investigates the possibility of stress-related growth and depreciation following coming out. To obtain a diverse sample with varying coming-out experiences, data were collected from undergraduate students as well as from online sources, including lesbian, gay, and bisexual support groups and Pride groups. Regression analyses indicated that negative social reactions to coming out predicted both growth and depreciation, although they more strongly predicted depreciation. Positive social reactions were positively related to stress-related growth, while internalized homonegativity was inversely associated with growth. Although the two sample sources (online and campus) differed in some ways, sample source was not a significant predictor in the regressions, nor was it indicated as a moderator in exploratory ANOVA analyses.

农村财务监督机制有效性检验

以广东省268个镇乡辖下的经济联合社、经济合作社财务监督机制调查结果为样本,运用LOGIT和OLS回归方法,实证检验财务监督机制是否发挥作用及其对组织经济绩效的影响,发现相对于中介机构代理监督模式而言,“三资”中心监管、镇政府委派人员监督模式均能更好地发挥财务监督作用,其中镇政府委派人员监督模式对组织经济绩效有显著正向影响;村务监督委员会开会次数越多、财务公开程度越高越能较好发挥民主监督作用,且显著影响组织经济绩效;村务监督委员会组长具备会计知识时有利于提高组织经济绩效。     

构建公益诉讼的知情权救济模式

知情权在中国是一个备受尊重而又模糊不清的概念,其立法严重缺失,法律救济步履维艰。本文从法律制度层面分析知情权救济缺失的深层原因,并借鉴国外公益诉讼理论,提出如何在中国构建公益诉讼的知情权救济制度。

Masking methods that preserve positivity constraints in microdata

Statistical agencies have conflicting obligations to protect confidential information provided by respondents to surveys or censuses and to make data available for research and planning activities. When the microdata themselves are to be released, in order to achieve these conflicting objectives, statistical agencies apply statistical disclosure limitation (SDL) methods to the data, such as noise addition, swapping or microaggregation. Some of these methods do not preserve important structure and constraints in the data, such as positivity of some attributes or inequality constraints between attributes. Failure to preserve constraints is not only problematic in terms of data utility, but also may increase disclosure risk.In this paper, we describe a method for SDL that preserves both positivity of attributes and the mean vector and covariance matrix of the original data. The basis of the method is to apply multiplicative noise with the proper, data-dependent covariance structure.

中国上市公司高管人员报酬信息披露仍然存在很多不足之处。本文从公司治理的角度,通过借鉴美国上市公司高管报酬信息披露制度,结合中国特殊制度背景,提出完善中国高管人员报酬信息披露的政策建议,以期促使上市公司建立与股东利益相一致的高管人员薪酬契约。
