Voices of Homeless Parents

Abstract

Homeless families with children comprise approximately 40% of homeless people and the fastest-growing group among the homeless. However, the pain and suffering faced by homeless parents, especially single mothers, as providers for and protectors of their children has yet to be documented and understood. In this paper, we illustrate the frustrations, guilt, confusion, and hope of 50 homeless parents staying at three homeless shelters in two large northeastern cities. We hope that a clear understanding of these parents' subjective experiences of homelessness will contribute to the evaluation and improvement of the effectiveness of social work interventions for homeless families.

Self-Assessment and Change in One's Profession: Notes on the Phenomenology of Aging Among Mid-Life Women

Using data from a pilot study of mid-life, mid-career women in nursing, this research note suggests further exploration of women's work roles in understanding subjective assessments of self and aging. The analysis shows that among the nurses studied, dynamics of occupational or professional change were related to views of self in the future. These issues of change rather than age graded norms for achievement were paramount in the nurses' self assessment.     

The ratification of ILO Conventions and the provision of unemployment benefits: An empirical analysis

This article tests the relationship between the ratification of International Labour Organization (ILO) Conventions and the provision of unemployment benefits. Statistical tests focus on two related issues: why countries ratify ILO Conventions on unemployment benefits, and whether ratification influences government spending on unemployment benefits. The main findings are that democracy, region, income, and globalization are the main factors influencing why countries ratify ILO Conventions on unemployment benefits. In turn, the ratification of ILO Conventions is systematically associated with higher spending if countries have ratified more than two Conventions.     

虐童的刑法规制及儿童福利体系的构建

基于虐童现象的普遍性以及后果的严重性，虐童行为的规制成为必要，但方式应该是通过立法，而非司法。对于实践中以司法方式实现虐童入罪的做法，应当摒弃，并肃清其背后的理念、逻辑。虐童入罪固然必要，但是问题的解决更应该走向刑法之外，通过儿童保护及福利体系的建立，从根本上减少虐童现象的发生。     

The Role of Hawaiian Elders in Substance Abuse Treatment Among Asian/Pacific Islander Women

SUMMARY

The elders of a culture are often the designated transmitters of long-standing values and ways that define the unique essence of a people. Küpuna (elders) teachings are especially important to Native Hawaiians who have experienced the cumulative effects of cultural imperialism, which has taken their lands, discouraged use of their language and cultural ways, damaged their identity as a people and destroyed their sovereignty.

Modern day cultural imperialism, which universalizes the dominant group's experience and culture, renders minority groups as invisible while marginalizing them (Young, 1990). The chronic stress of this insidious form of oppression can translate into physical, mental health problems which lead to decreased life expectancy (McEwen, 1998; Schulkin, Gold & McEwen, 1998). Statistics on Hawaiians and other Asian/Pacific Islanders in Hawaiì indicate these groups have high rates of health problems and increasing rates of substance abuse (Office of Hawaiian Affairs, 1998).

This article describes the roles and Hawaiian practices of küpuna who acted as facilitators in the healing of Asian/Pacific Islander pregnant and postpartum women who participated in a culturally based substance abuse treatment program (CBSATP). The findings of a qualitative study, which examined the effectiveness of küpuna in these roles and their implications for practice are discussed.     

A Collection of Thoughts and Findings on Affirmative Action

Abstract

During the 1980s and ′90s grassroots feminist and neoconservative movements increased in size and strength around the world. In the U.S. and globally, conservatives organized against the welfare state and against feminism. As a result, feminist social work has been constrained and enhanced by the competing claims of these divergent movements. This article presents a case study of one U.S. battered women's organization which retrenched and then reasserted its feminism in reaction to these contradictory forces. The analysis of this example explores the question of how feminist social workers can apply the capacity of feminist thinking and action, given the conservative constraints.     

Alternative to incarceration for low‐income non‐custodial parents

Increasingly, low‐income non‐custodial parents in the USA, primarily fathers, are at risk of incarceration for failure to make child support payments, clogging the prison system, preventing already at‐risk fathers from holding a job and removing them from relationships with their children. This paper examines an innovative programme in one south‐eastern state that provides an alternative to incarceration for non‐compliant parents, also allowing fathers an opportunity to find gainful employment; to learn valuable life skills; and to establish healthier relationships with their children. Data analysis from 3 years of programme implementation suggests that low‐income non‐custodial fathers enrolled in the Alternative to Incarceration programme have a much greater chance to fulfil their obligations, both as wage earners and as parents, when they are in a programme that provides life skills, helps them find employment and provides other supports to help them improve their life situation rather than incarcerating them for non‐payment of child support. Furthermore, this programme represents a substantial cost savings to the state, as hundreds of fathers have remained outside of the prison system. To date, this alternative to incarceration is a promising solution to a previously intractable problem.     

Workfare Oz-Style

Summary

Traditional approaches to the promotion of welfare have disappeared in Australia, replaced by a new institutional order represented by welfare-cum-workfare. This has impacted on social work—both as a collective entity and as a set of practices. This paper maps the shift to workfare in Australia and examines its impacts on and implications for social work. We briefly discuss the Australian model of social protection, illustrating our own brand of “exceptionalism,” and lay out what we have termed “Workfare Oz-style.” Drawing upon neo-institutional theory, we review and analyze two key contexts where “Workfare Oz-style” is operationalized—the Job Network and Centrelink. Some tentative conclusions are given and the dimensions of a research agenda, which will put any emerging propositions to empirical test, are proposed.
