Toward a genealogy of the liberal government of youth

While discourses that define and demarcate young people such that they become legitimate targets of negative practices of marginalisation and exclusion have not disappeared, these are no longer the dominant discourses and modes of governing youth. Constructions of youth as self-determining subjects and empowerment polices of youth participation increasingly animate contemporary approaches to governing young people throughout the West and beyond. Until recently, the dominant critique of such developments consisted of accusations of failed attempts to realise certain principles in practice or of their ideological functions. There is however an emerging critical youth studies literature that analyses such developments drawing on the work of Beck and Foucault’s notion of ‘governmentality’. In this paper, I argue that while these studies challenge some of the assumptions upon which such developments rest, they are yet to challenge the extent to which these contemporary ways of constructing and governing youth are new. Using Foucault’s genealogical method my research traces an unacknowledged nineteenth century history of these common ways of constituting and governing youth today. To conclude I consider the strategic usefulness and ramifications of these findings for critical youth studies and policies of youth participation.     

Chinese youth performing identities and navigating belonging online

This paper examines the experiences of belonging of young Chinese internet users through an analysis of their online identity practices. Drawing on a qualitative research project about online citizenship practices of 31 young Chinese citizens from mainland China, I explore their experiences of belonging on two online platforms (Weibo and WeChat) and the identities formed and sustained through these experiences. The results show that young people experience different senses of belonging in different social media spaces. Their strategies in navigating these experiences are informed by (a) their perceptions of online spaces as private or public, and (b) using online identity performance as a supplement to or escape from identities in physical life. I argue that young Chinese internet users experience different senses of belonging by flexibly appropriating the affordances of social media platforms for communication and networking; these senses of belonging play a key role in forming and sustaining their identities, and are crucial for their wellbeing.     

The stranger the better: support and solidarity in the 2011 students’ protests in Chile

This paper analyses the legitimation dynamics of the student protests in Chile 2011, explaining how the support of ‘strangers’ strengthened its position and endurance. By analysing interviews with both activists and uninvolved citizens, I describe a steady pattern whereby they express the strength and legitimacy of the movement by assessing the ‘abstraction’ of the link between protesters and their supporters. The more abstract these relations – the stranger supporters are – the most relevant and meaningful is their support. Beyond establishing the worthiness of protesters’ claims, strangers provide protesters with a mandate, fostering the movement’s cohesion and thus affecting its ability to endure through the conflict. While the literature has mostly looked at adherents as only potential (or failed) constituents, I argue that support that remains external plays a crucial role in social movements’ chances of success. This support needs, however, to avoid being framed as insufficient engagement. Further analysis shows that the distinction between protesters and strangers often requires active boundary work, allowing the movement to maximize the benefits of strangers’ support while managing its risks. The relation between these boundaries, the efficiency of different contention tactics and their adaptation is analysed here. The study argues that strangeness can involve very different, even opposed phenomena, which are often confounded, namely ‘otherness’ and ‘abstraction’. Critically drawing upon Simmel, I explain how it is ‘abstraction’ in particular that helps our understanding of the role of strangers in social movements and consider how this distinction could enrich research on the symbolic aspects of contentious politics.     

Afterschool programs that support homeless youth: igniting hope and opportunities in the midst of trauma,uncertainty, and displacement

Across the United States, many afterschool and out-of-school time programs are making constructive and lasting impacts on the lives of homeless children and youth by providing expanded learning opportunities and positive youth development outcomes in a safe space. In this brief, we profile two youth-serving organizations and the After School Division of the California Department of Education to illustrate how afterschool programs can be part of the solution for homeless children and youth. Staff from these organizations shared their practices, successes, challenges, and lessons learned. Most importantly, they shared a message of hope and a vision for what is possible in the midst of trauma, uncertainty, and displacement.

随着改革开放的深入、网络时代的来临、社会的转型和多元文化的交融,当代青年无论是婚恋观还是生育观都呈现出多元化的倾向。选取＂80后＂和＂90后＂的在校大学生为样本,从大学生的恋爱观、婚姻观、生育观三个方面对当代大学生的婚恋观现状进行调查与分析后认为,引导青年人树立正确的婚恋观,必须充分发挥家庭、高校和社会的作用。帮助其树立正确的婚恋观不仅有利于他们未来的发展,也有利于整个社会的和谐与进步。     

Challenges in mentoring at-risk young adults: caseworkers’ perspective

ABSTRACT

This exploratory study examines the barriers, challenges and needs of 30 caseworkers who mentor at-risk young adults during the transition to adulthood. Professional mentoring relationships are an important source of support for at-risk young people. However, literature concerning the mentoring relationship from the perspective of the mentors is scarce. The theoretical thematic analysis revealed two major themes. The first theme- included challenges related to the young adults’ personal histories and characteristics. The second major theme related to the mentors’ expertise within their own services. The most dominant needs during the mentoring process were broad and current knowledge and ongoing training and support. The findings are discussed in relation to the mentoring literature and emerging adulthood theory. Implications for practice highlight the importance of the design and assimilation of programs that enable the promotion of meaningful mentoring relationships via organisational modifications.     

Psychometric properties of the Transitions from Foster Care Key Leader Survey

This study summarizes the development and piloting of the Transitions from Foster Care Key Leader Survey (TFC-KLS), an instrument designed to measure change in systems serving young people transitioning from foster care to adulthood. The Jim Casey Youth Opportunity Initiative’s logic model was used as a basis for instrument development. The instrument was piloted with 119 key leaders in six communities. Seven of eight latent scales performed well in psychometric testing. The relationships among the 24 measures of system change were explored. A CFA testing overall model fit was satisfactory following slight modifications. Finally, a test of inter-rater reliability between two raters did not find reliable reporting of service availability in a supplemental portion of the survey. The findings were generally positive and supported the validity and utility of the instrument for measuring system change, following some adaptations. Implications for the field are discussed.     

Illegal Aliens,Criminals, and Hypersexual Spitfires: Latin@ Youth and Pedagogies of Citizenship in Media Texts

This article aims to broaden the ways we conceptualize citizenship and implement citizenship education in social studies. To do so, the authors explore media texts as a curricular and pedagogical site for teaching lessons about citizenship. Specifically, the authors investigate how media drafts the boundaries of citizenship for Latin@ youth, and influences how young people come to understand who is and who is not perceived as a citizen entitled to rights and freedoms. Media texts, like formal social studies curricula, are powerful and enduring educators that shape how students know the world and imagine their place in it. Therefore, this article addresses how social studies teachers can integrate media texts into the classroom to explore representations of Latin@s and the impact that media has on our citizenship identities and experiences.     

“It’s like this Myth of the Supernegro”: resisting narratives of damage and struggle in the neoliberal educational policy context

As pathologizing, racialized, and patriarchal rhetoric undergirds neoliberal education reform, deficit narratives characterize the education of Black youth. Such narratives present deep challenges for educational policy and community-based educational spaces. This article explores the ways in which community-based educators resist narratives of damage and struggle in their own personal and professional narratives in order to prevent the cycle of deficit-oriented discourse that follow Black youth through myriad educational spaces. By situating the narratives of community-based educators within a broader policy context shaped by race, class, and gender, this article illustrates the challenges that arise for community-based educators that seek to frame Black youth beyond deficit narratives and who avoid framing themselves as heroes and saviors of Black youth.     

Creating the Next Wave of Family Therapy

This article is an exploration of family therapy in Australia based on interviews with seven leading Australian family therapists: Max Cornwell, Carolyn Quadrio, Ron Perry, Laurie MacKinnon, Brian Stagoll, Banu Moloney and Jim Crawley. It explores the attributes and qualities of what makes a good family therapist and seeks to understand how the next generation of therapists can generate a new enthusiasm for family therapy.
