Sponsoring culture is a long-term profit-generating investment that public policy makers can achieve by means of Pigouvian subsidy or tax schemes. This paper evaluates the effectiveness of the three VAT reforms implemented between 2012 and 2018 (one tax raise reform and two tax cut reforms) in the cultural sector in Spain. We first provide visual evidence and empirical estimates of the tax shifting and the distribution of the VAT burden between consumers and producers. We then use a regression discontinuity design to assess the causal effects of these VAT reforms on performing acts and cinema consumption (both in the extensive and the intensive margin). Several interesting findings arise from our results. First, we find that producers only passed through 45% of the VAT cut to consumer prices. Second, the effect of the 2017 VAT reduction on performing arts slightly increased the number of households consuming these cultural services, whereas the 2018 tax cut on cinema had no significant effect in the number of moviegoers (extensive margin). Third, the cultural spending per household conditional on participation (intensive margin) increased after the two VAT rate reductions. Finally, we test for asymmetries in pass-through with respect to the 2012 tax raise and we find (i) no evidence of prices responding more strongly to increases than to decreases in VAT, (ii) a symmetric response of the number of households consuming these cultural services, and (iii) an asymmetric response of the average cultural spending conditional on participation.  相似文献

ABSTRACT

In recent years Australian governments have significantly refocused domestic violence policies to prioritise primary prevention strategies. The objective of such strategies is to change how Australians perceive, acknowledge, and respond to domestic violence as a gender-based problem. Recognising the value of these efforts to address oppressive cultural practices, we draw attention to limitations inherent in shifting culture as a means to prevent domestic violence. We demonstrate how governments may improve policy approaches by addressing the structural inequalities that have historically forced women into positions of subordination. This will help us move toward more effective and long-term solutions to domestic violence.

IMPLICATIONS
  • Australian domestic violence policy must include structural and systems changes prioritising women’s equal rights in addition to equal opportunities.

  • To change cultural attitudes and behaviours, we must alter the environment in which oppressions and opportunities are located.

  • Social workers can shape the debate to ensure that changing culture to prevent domestic violence is conceptualised as part of a wider social and policy change agenda.

By analyzing the online social construction of Christian Dior’s 2019 Sauvage ad, the present study contributes to the literature on public relations and diversity from the perspective of cultural appropriation, a research line that has remained unexplored. The study builds on Coombs and Tachkova’s (2018) recommendation for a theoretical and practical delineation between crises related to products, services and operations, and scandals (crises that spur moral outrage). The results reveal that the online users’ perceptions of cultural appropriation require communicative approaches that differ from previously employed crisis communication practices. A primary and secondary type of moral outrage were found to thrive in the aftermath of the scandal. The foundation of the primary moral outrage constituted perceived injustice, exploitation, and controllability, as users attributed a high level of responsibility for a corporate scandal they deemed preventable. The secondary type of moral outrage revealed the users’ concern about injustice, referred to as double standards vis-à-vis the cultural appropriation of ethnic groups that had not been historically marginalized. Implications for theory and practice are discussed.  相似文献

In interviews with members of Britain’s Civil Defence Services, experiences of Cold War voluntarism are recalled in different ways. Some remembered their desire to help defend their nation and local community. Others remembered making a leisure choice that had little connection to the potential nuclear war the organization was ostensibly preparing for. No one provided a well-developed account of civil defence’s ability to provide a defence against the effects of a nuclear war. Popular memory theorists suggest cultural discourse limits the ability of individuals to narrate stories that do not align with culturally valued frameworks: in this case, dominant understandings of civil defence as at best ridiculous or at worst dangerous were established in the 1980s. This article argues that memories of civil defence voluntarism in the 1950-60s have been shaped by these discourses, but that individuals were able to express the different meanings civil defence had in their lives in ways that provide a more nuanced and holistic picture of the intersections of leisure, service and sociability that made up civil defence. As such, it argues that oral history allows us to understand the various ‘horizons of possibility’ that made up individual experiences of the Cold War.  相似文献

International social work students in Australia have reported difficulties in finding quality placement opportunities and dealing with issues such as language and cultural barriers. While placement issues have been mostly investigated from a student perspective, this study explores the experiences and perspectives of placement educators towards supervising international social work students. It draws on an online survey of 83 placement educators working for an Australian university. The majority of placement educators reported that they supervised international students differently to domestic students. These differences were negatively framed as challenges involving students’ language competence, their understanding of cultural norms, and knowledge of Australian welfare systems. This framing implies that cultural and linguistic differences between international students and placement educators are viewed in terms of student deficiency rather than as a positive opportunity for mutual learning and professional development.  相似文献

活化传承是新时代对非物质文化遗产保护、传承、创新提出的新要求。潞绸作为一项国家级非物质文化遗产,同样面临着实现活态传承的现实问题。从潞绸的传承实践来看,呈现出以山西上党高地为中心的原生地原生传承与原生地次生传承相互嵌套的模式,表现为两个方面的重要特征:一是潞绸产品的跌宕起伏演绎了一个地方性丝绸产品"发端—繁荣—低谷—振兴"的传承谱系,并且突破原生传承的地域和文化局限,成为全国性的知名品牌,也培育了当地一代又一代传承人,为上党高地潞绸的原生地次生传承奠定了经济和社会基础;二是上党高地及周边地区潞绸配套产业的变迁和发展,为潞绸原生地传承模式的实践提供了社会和文化保障。  相似文献

This article explores state involvement in the ‘enchanted’ aspects of irrigated rice production in Bali, Indonesia. Modernising states invariably forward what Max Weber called the rationalisation and disenchantment of the world. In irrigation management, the Indonesian colonial and postcolonial states operated staunchly on this model. ‘Enchanted’ elements of Balinese rice production involving temples and rituals were assumed irrelevant and sidelined. Recently, however, bursts of state-funded construction of irrigation temples and shrines suggest a surprising shift. The post-Suharto decentralised state appears to be supporting the enchantment of irrigated agriculture. This article deals with the relationship between legislation under the decentralised state and ritual building activities in Balinese irrigation associations (subak). We examine how contemporary farmers view the new emphasis on ‘ritual technology’. Does it constitute decentralised support of the farmers' world, of local priorities and variance, or a new homogenising project?  相似文献

从思想文化与文学的视角看,东汉后期是一个非常重要的历史时段。政治的深度腐败以及相应的社会全面衰败,导致思想文化发生多元化转向:经学衰颓,道家思想强势回潮,佛教、道教也悄然兴起。东汉后期外戚、中宦和权臣角力争夺、相继专权的政治生态,给士人带来极大的政治风险,不止仕路艰难,甚至危及生命。东汉后期士人的处世心态也因此发生了极大变化:在趋向多元的基本格局中,更多呈现出疏离政权、重生保命的倾向。此种情形,推动东汉后期文学走向了自我和情感,走向了独立自足。  相似文献
