Within the now extensive recent literature on cultures of nature, agriculture has received less attention than might have been expected given its threshold role in transforming human relations with the earth and with plants and animals. The concept and practice of agriculture can be understood as central to the emergence and maintenance of the culture/nature dichotomy within Western thought and practice. In this paper we use the comparative cases of Sweden and Australia to examine the differential and contingent positioning of agriculture with respect to that which is understood as nature. Broadly speaking, some parts of agriculture are understood to belong to nature in Sweden through a long history. This is not the case in Australia, where the short agricultural history is positioned in contrast to nature. This affects the way in which biodiversity and environmental protection takes place - in Sweden as part of farming, - in Australia in spite of it. We argue that these cultural differences have been more important than generally recognised in debates over multifunctional agriculture. We discuss the environmental management implications of the two different models in a context made more dynamic by climate change.  相似文献

State agencies have been encouraging the development of different enterprises to diversify farm incomes in an effort to retain farmers in business, attract new entrants to agriculture and promote regional development. Entrepreneurship and farming are known to be driven by a complex set of goals including those which are economic and intrinsic in nature. However, little information is available regarding the set of goals that drive agriculture entrepreneurship, preventing state agencies to adequately target potential diversifiers. This paper provides a better understanding of the range of goals, both financial and nonfinancial, that are important in farmers' decisions to diversify their operations. The generation of additional income, the continuance of farming and ranching, and the enhancement of quality of life are among the most important diversification goals in Texas. A principal component factor analysis performed on the importance ratings of diversification goals resulted in six dimensions: (F1) Reduce Uncertainty and Risk; (F2) Grow and Service Markets; (F3) Enhanced Financial Condition; (F4) Individual Aspirations and Pursuits; (F5) Revenues Enhancement; and (F6) Family Connections. The study also examined the relationship between various entrepreneur and farm characteristics and the goal pursuit dimensions. Operator's age, number of generations the farm had been in the family, household income, number of farm employees, and distance to an urbanized area influence types of goals pursued through diversification.  相似文献

The liberalisation of agricultural trade is strongly contested as an international policy project. In the context of the current World Trade Organisation (WTO) Doha trade round, concerns revolve around the implications of freer trade for rural livelihoods and environments. Analysis of this complex and morally charged issue offers important insights into the nature of resistance to the neoliberal agenda. This resistance has been expressed in terms of perceived threats to the ‘multifunctionality’ of agriculture and its ability to provide public environmental and social benefits. We focus specifically on Australia and the European Union (EU), key players in the WTO process but diametrically opposed in their embrace of, or resistance to, agricultural neoliberalisation. While the EU has sought to maintain trade barriers in order to protect both marginal areas and the market advantages derived from a heavily-subsidised, productivist agriculture, Australia relies on ‘competitive productivism’ – unsubsidised, highly productive agriculture – to win markets. There is nevertheless evidence that the compatibility of market rule with agri-environmental (and, to a lesser extent, social) sustainability is being contested in both Australia and the EU, particularly at the regional scale. The nature and terms of this contestation are different, however, given the radically divergent macro-economic and socio-political contexts in which it is being framed. The debate about the socio-environmental implications of market opening within the agriculturally protectionist environment of the EU is largely anticipatory and risk-averting, while in the already market-exposed Australian context it is increasingly compensatory and harm-minimising. In this paper, we argue that neoliberalisation as a policy agenda is reshaped in different states and regions through processes of resistance and accommodation arising from particular geographical, historical, political and institutional contexts, and as a response to crises.  相似文献

The economies of size in Norwegian dairy farming are far from exploited. There is increasing pressure on cost savings through faster farm restructuring. Such a structural transition could have severe effects on other concerns (rural employment and social well being, landscape preservation, biodiversity, heritage values, etc.) valued by the society. A simulation model is developed to study effects of alternative rates of structural change on the social costs of milk production, farm employment and farm subsidies. The model is based on economic conditions at the farm level for various size groups and regions. Changes in the model's farm structure depend on the exit rate of existing farms in various size groups and the size of newly established farms. When new farms are substituted for existing farms, a rapid change in farm structure and a new herd size of 60 cows (the largest evaluated) results in the lowest costs. Approximately 60% of the cost savings achieved by larger farms can be attributed to lower labour input, resulting in considerable losses of employment. Job losses will have the greatest negative family and community impacts in areas located far from urban centres, because a large share of the milk is produced is such areas, farms are smaller and there are fewer non-farm employment opportunities. Government support is necessary to preserve small farms’ provision of multiple benefits. The balance between cost-saving pressures and the rationales for retaining small farms under increasingly liberalized market regimes is bound to be a complex issue.  相似文献

Multifunctionality serves as an analytical framework to recognize many services that farms provide to their surrounding communities and society. This study explores an often overlooked dimension of multifunctionality by examining different recreational services provided by landowners in Missouri and analyzing the relationship between recreational multifunctionality and the practice of agroforestry. The latter provides multiple economic, environmental and beautification benefits that involve trees in the landscape. Results show that family farms provide several recreational services for their household members and others, and the existence of synergies between the recreational function of the farmland and agroforestry practices, consistent with the transition to strong multifunctionality. The recreational use of the land is positively associated to the cognitive (i.e., perceived knowledge) and affective (i.e., willingness to adopt) attitudes towards agroforestry. Results also show that the higher the perception of intrinsic (i.e., planting trees for wind protection and carbon sequestration) and economic (i.e., perceived economic benefits and flood protection) values of agroforestry, the more recreational use of the land. This study exemplifies the interactions between two little examined farmland functions providing insights for a comprehensive value assessment of family farms. Other academic and practical implications of the study are also detailed.  相似文献

European Union (EU) enlargement has seen 10 new member states (NMS) adopt the full range of EU policies. Within this, the rural development arm of the Common Agricultural Policy offers particular points of interest. Member states chose from an extensive list of policy measures developed within the EU15 and intended, in particular, to operationalise the concept of rural multifunctionality within the ongoing CAP reform process. This paper identifies the rural development policy choices made by the eight central and eastern European NMS and develops a taxonomy to ascertain the extent to which the NMS are directing public funds to promote multifunctionality. A number of factors are then identified as helping to influence the policy choices made across countries.  相似文献

Climate change and the projected depletion of fossil energy resources pose multiple global challenges. Innovative technologies offer interesting possibilities to achieve more sustainable outcomes in the energy production sector. Local, decentralized alternatives have the potential to sustain livelihoods in rural areas. One example of such a venture has emerged around heating businesses in rural Finland, and is referred to as heat entrepreneurship. Heat entrepreneurship entails a system where a local forest owner, usually a farmer, provides heat to a small community or local building, such as a school. Heat is produced using local forest resources that would otherwise be unutilized. The purpose of this study is to examine heat entrepreneurship as a potential sustainable alternative for energy production and its multifunctionality. The data was collected by interviewing 15 heat entrepreneurs in the area of Central Finland. The study demonstrates how multifunctional farming-related energy production can provide more sustainable livelihoods for farmers by increasing social, economic and environmental sustainability. This is achieved by diversifying farmers' economic options, enhancing rural areas economically, increasing farmers' social networks and well-being and, to some extent, by boosting local environmental capital. However, the study also points to differences among the farmers and sustainability trade-offs, suggesting for the need to better acknowledge the local perceptions in policy-making.  相似文献

In recent years, the European Union’s stated commitment to the principle of multifunctionality within its Common Agricultural Policy has fostered a resurgence of interest in recovering and protecting the heritage and traditions associated with local agricultural products. In spite of, or perhaps because of, the growing political and economic salience of heritage-based initiatives, however, we argue that it is important to interrogate the meanings and assumptions that underlie notions of heritage and tradition. In this paper, we use case study research from France and Poland to explore the potential contradictions associated with heritage-based food systems. While quality initiatives create essential spaces for maintaining rural livelihoods in the face of the homogenizing trends in the global agro-food system, particularly for regions where traditional agriculture has been economically marginalized, they also have the potential to undermine local specificity and privilege powerful extralocal actors at the expense of local communities. We pay particular attention to how, in practice, these initiatives may (1) reduce the diversity of available products, (2) create static notions of culture and (3) fundamentally change or distort the character of products in promoting the shift from local to extralocal markets. Our analysis suggests that a more careful investigation of heritage-based initiatives’ vulnerabilities is warranted, particularly with respect to the varied nature of local contexts. Initiatives that merely codify cultural products without taking the social-organizational context into account risk becoming little more than “museums of production.”  相似文献

Multifunctionality in agriculture has received a lot of attention the last decade from researchers and policy-makers alike, perhaps most notably evidenced by the important changes made to the EU's Common Agricultural Policy. While the concept has been embraced by environmentalists envisioning positive impulses for decoupling and a range of local stakeholders recognizing implicit marketing opportunities involved, it has also been criticized as a mere argument in favour of disguised protectionism. Problematic in this discussion is the lack of an operationalising framework for the assessment of multiple functions. In this paper, we discuss such a framework and the role it can play in the decision-making process. Focusing on a case study about olive farming on sloping and mountainous land in northeastern Portugal, the contribution discusses methods for studying multiple functions of agro-ecosystems. While function assessment is presented from a research perspective, its relevance for stakeholders is also stressed here. By using the metaphor of a house, the method could appeal to a wide range of actors. In the case study, we conclude that olive groves on sloping and mountainous land particularly fall short in supplying ecological functions. They do however contribute significantly to the local economy, generate employment and perform an important role in maintaining the cultural landscape and identity, and are thus vital to regional development and to stop outmigration of the population. Policy-makers could use the function assessment tool to design effective cross-compliance rules and relevant agro-environmental measures to reinforce ecological and social functions, and to communicate ideas to other stakeholders. As such, it provides an extension of public debate and can reinforce decision-making by visualizing trends, development alternatives or scenarios. The role of research in this method is to facilitate dialogue between stakeholder groups and to feed the process with relevant indicators.  相似文献
